Utility Board Meeting September 19, 2022 NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: September 19, 2022 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on September 19, 2022, in accordance with the above Notice & Call of Public Meeting. Chairman Gary Emmert called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Steve Montross ABSENT: Wendy Frost Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, and Tom Leners. Chairman Emmert asked for approval of the agenda. Trustee Montross moved the agenda be approved. Seconded by Trustee Emmert. On a voice vote the motion carried. Chairman Emmert stated the minutes from the August 15th meeting had been provided to the board. Trustee Montross moved to approve the minutes. Seconded by Trustee Emmert. On a voice vote the motion carried. Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann stated he worked with Mr. Benshoof on training. Mr. Wesselmann reported he worked on employee contracts for those changing positions. Mr. Wesselmann stated he has been working on a possible water rate increase. Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the board. Chairman Emmert stated that the watershed coordinator was absent and there would be no watershed discussion this month. Chairman Emmert asked Mr. Wesselmann to address the next agenda item, Farabee Pay request #4. Mr. Wesselmann stated that he had received a pay request from Farabee Mechanical for the amount of $514,331.32. Mr. Wesselmann reported that Utility Board Meeting September 19, 2022 the engineer had certified it for payment. Trustee Montross moved to approve the payment of $514,331.32 to Farabee Mechanical. The motion seconded by Trustee Emmert. On a voice vote the motion carried. Trustee Emmert introduced the following resolution and moved its adoption, seconded by Board Member Montross. The Chairman put the question upon the adoption of said resolution, and the roll being called, the following Board Members voted: Ayes: Emmert, Montross Nays: None Whereupon, the Chairman declared the resolution duly adopted, as hereinafter set out. RESOLUTION NO. 9192022 RESOLUTION SETTING SALARY RATES FOR SUPERVISORS BE IT RESOLVED by the Board of Trustees of the Winterset Municipal Utilities that salary rates are hereby established for the following listed Supervisors. NAME BI-WEEKLY SALARY Steve Benshoof, General Manager Temp $3,909.65 bi-weekly (Sept. 1, 2022) Steve Benshoof, General Manager $4,000.00 bi-weekly (Jan. 1, 2023) Mike Ham, Water Supt. $3,553.19 bi-weekly (Jan. 1, 2023) Evan Kuhns, Asst. Water Supt. $3,076.92 bi-weekly (Jan. 1, 2023) Passed and approved this 19th day of September 2022. Gary Emmert, Chairman ATTEST: Stephen Wesselmann, General Manager Chairman Emmert asked Mr. Wesselmann to address the next agenda item. Mr. Wesselmann stated that he is looking at raising water rates to cover the increased cost of chemicals and maintenance supplies. Mr. Wesselmann stated that he will have more information at the October board meeting. Mr. Benshoof was asked to give the report on the water department. Mr. Benshoof presented the written report to the board and reported that DNR had conducted the sanitary survey. Mr. Benshoof reported that he has hired a new intern through the DMACC program. Mr. Benshoof stated that he is working on updating the service line rules and will have more information at the October board meeting. Mr. Benshoof stated that have been working on the service line inventory and repairing curbstands. Mr. Johnson was asked to give the report on the electric department. Mr. Johnson stated that the contractors finished the installation of the new generators. Mr. Johnson reported that the engines were started, tested, and certified with CIPCO. Mr. Johnson stated the Nordberg engine was started up and tested. Mr. Johnson stated that they continued to install underground primary wire. Chairman Emmert stated that Trustee Montross had reviewed the claims. Trustee Montross moved to approve the following list of claims. Seconded by Trustee Emmert.
