NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: October 17, 2022 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on October 17th, 2022, in accordance with the above Notice & Call of Public Meeting. Chairman Gary Emmert called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Steve Montross, Wendy Frost ABSENT: None Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, and Tom Leners. Chairman Emmert asked for approval of the agenda. Trustee Montross moved the agenda be approved. Seconded by Trustee Frost. On a voice vote the motion carried. Chairman Emmert stated the minutes from the September 19th meeting had been provided to the board. Trustee Montross moved to approve the minutes. Seconded by Trustee Frost. On a voice vote the motion carried. Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann stated he worked with Mr. Benshoof on training. Mr. Wesselmann discussed the financial officer position. Mr. Wesselmann stated that they will need to set a date for a special meeting to discuss 2023 budget. The board decided to meet on November 7th, 2022. Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the board. Chairman Emmert asked for a report on the watershed. Mr. Streeter provided Mr. Wesselmann with a report. Mr. Wesselmann stated that he had been in contact with the Lott family attorney concerning damage to terraces on the Lott family farm. Mr. Streeter put articles in the paper promoting cover crops. Mr. Streeter contacted landowners in the watershed about cover crops.  Chairman Emmert asked Mr. Wesselmann to address the next agenda item, electric project change order. Mr. Wesselmann stated he received a change order from DGR for the decrease in total contract price of $27,900 from Harold K. Scholz. Trustee Montross moved to approve the change order. Trustee Frost seconded the motion. On a voice vote the motion carried. Chairman Emmert asked for discussion on the water rate increase. Mr. Wesselmann discussed options with the board. Mr. Wesselmann will have more information at the November board mtg. Chairman Emmert asked Mr. Benshoof to address the next agenda item, approval of revision to water operations manual. Mr. Benshoof stated that the only revision at this time was to allow plastic service lines to be installed. Trustee Montross moved to approve the revision to the water operations manual. Trustee Frost seconded the motion. On a voice vote the motion carried. Mr. Benshoof was asked to give his report on the water department. Mr. Benshoof stated that all fire hydrants have been flushed. Mr. Benshoof reported that they are continuing to work on service line inspections. Mr. Benshoof stated that Tower 2 will be drained this week for inspection. Mr. Benshoof reported that the lake is approximately 2 feet low. Mr. Johnson was asked to give his report on the electric department. Mr. Johnson stated that the contractor finished up the punch list on generation project. Mr. Johnson reported that they installed new streetlight poles along N. 10th Street and changed out old streetlight poles around the city. Mr. Johnson reported that they set up and removed electrical boxes for Covered Bridge festival. Chairman Emmert stated that Trustee Frost had reviewed the claims. Trustee Frost moved to approve the following list of claims. Seconded by Trustee Montross.
