NOTICE AND CALL OF PUBLIC MEETING
Government Body: Winterset Municipal Utilities
Date of Meeting: November 21, 2022
Time of Meeting: 8:30 A.M.
Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will
meet at the date, time and place above set out. The tentative agenda for said meeting is as follows:

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on November 21, 2022, in accordance with the above Notice & Call of Public Meeting.
Chairman Gary Emmert called the meeting to order with the following members of the
Board in attendance.
PRESENT: Gary Emmert, Steve Montross, Wendy Frost
ABSENT: None
Others in attendance, Steve Benshoof, Utility Water Superintendent, Jay Gibson,
Utility Electric Asst. Superintendent, Rick Streeter, Mike Ham, and Tom Leners.
Chairman Emmert asked for approval of the agenda. Trustee Montross moved
the agenda be approved. Seconded by Trustee Frost. On a voice vote the motion
carried.
Chairman Emmert stated the minutes from the October 17 and November 7,
2022 meetings had been provided to the board. Trustee Frost moved to approve the
minutes. Seconded by Trustee Montross. On a voice vote the motion carried.
Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann
stated he worked with Mr. Benshoof on training. Mr. Wesselmann discussed the
financial officer position. Mr. Wesselmann discussed power adjustment cost to electric
bill.
Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners
reported on his monthly activities and discussed possible development opportunities with
the board.
Chairman Emmert asked for a report on the watershed. Mr. Streeter provided Mr.
Wesselmann with a report. Mr. Streeter discussed contacting landowners about cover crops and
fixing existing waterways.
Utility Board Meeting
November 21, 2022
Chairman Emmert stated that he would entertain a motion to open the public
hearing for the 2023 Budget. Trustee Montross moved to open the public hearing for the
2022 Budget, and it was seconded by Trustee Frost. Roll call vote:
AYES: Frost, Montross, Emmert
NAYS: None
Chairman stated that the meeting was now open to public comments on the CY
2023 Utility Budget. The General Manager, Stephen Wesselmann, reported no written
comments regarding the budget had been received. There was a brief discussion on the
proposed budget. Being no additional comments Trustee Montross moved to close the
public hearing. Seconded by Trustee Frost. Roll call vote:
AYES: Frost, Montross, Emmert
NAYS: None
Following discussion, Trustee Montross introduced the following resolution and
moved for its adoption. Trustee Frost seconded the motion. On roll vote:
AYES: Frost, Montross, Emmert
NAYS: None
Whereupon the Chairman declared the following resolution was duly adopted
RESOLUTION #11212022 ADOPTING THE BUDGET FOR
CALENDAR YEAR ENDING 12/31/23
BE IT RESOLVED by the Winterset Municipal Utilities Board of Trustees:
SECTION 1. The budget for calendar year ending 12/31/23 as set forth in the Adopted
Budget Summary and in the detailed budget in support thereof showing the estimated
revenues and expenditures for said budget year in accordance with the summary and
details as adopted.

Chairman Emmert asked for discussion on the water rate increase. Mr. Wesselmann
stated that he has been working on a proposal for a water rate increase to possibly take
effect in January 2023. Mr. Wesselmann stated that the main increase would be a $2.00
increase to the minimum bill and a 5% increase for the top users. Mr. Wesselmann
reported that the increase was needed due to equipment maintenance, chemical cost
increases, and other infrastructure. The board set the public hearing for water rate
increase for December 19,2022.
Chairman Emmert asked Mr. Wesselmann to address the next agenda item, electric
project change order. Mr. Wesselmann stated he received a change order from DGR for the
increase in total contract price of $8,200 from Harold K. Scholz. Trustee Montross moved to
approve the change order. Trustee Frost seconded the motion. On a voice vote the motion carried.
Mr. Benshoof was asked to give his report on the water department. Mr. Benshoof
reported that the distribution leak survey had been completed. Mr. Benshoof stated that they had
repaired several service lines. Mr. Benshoof reported that they are continuing to work on service
line inspections. Mr. Benshoof stated that Tower 2 had been drained and inspected.
Mr. Gibson was asked to give his report on the electric department. Mr. Gibson stated
that the contractor is finishing up the control panels on generation project. Mr. Johnson reported
that they installed new streetlight poles along N. 10th Street and bored in new underground wire.
Mr. Gibson stated that they installed Christmas lights on the square.
Chairman Emmert stated that Trustee Frost had reviewed the claims. Trustee
Frost moved to approve the following list of claims. Seconded by Trustee Montross.
