Utility Board Meeting December 19, 2022 NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: December 19, 2022 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: AGENDA: 1. Call to order, roll call 2. Approval of agenda 3. Minutes of meetings 4. General Manager Report 5. Tom Leners, MCDG 6. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on December 19, 2022, in accordance with the above Notice & Call of Public Meeting. Chairman Gary Emmert called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Steve Montross, Wendy Frost ABSENT: None Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, Mike Ham, and Tom Leners. Chairman Emmert asked for approval of the agenda. Trustee Frost moved the agenda be approved. Seconded by Trustee Montross. On a voice vote the motion carried. Chairman Emmert stated the minutes from the November 21, 2022 meeting had been provided to the board. Trustee Frost moved to approve the minutes. Seconded by Trustee Montross. On a voice vote the motion carried. Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann stated he worked with Mr. Benshoof on training. Mr. Wesselmann reported he worked on water rate increase resolution and counter signature resolution. Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the board. Chairman Emmert asked for a report on the watershed. Mr. Streeter was not in attendance. Chairman Emmert stated that he would entertain a motion to open the public hearing for the Water rate increase. Trustee Montross moved to open the public hearing for the water rate increase, and it was seconded by Trustee Frost. Roll call vote: Utility Board Meeting December 19, 2022 AYES: Frost, Montross, Emmert NAYS: None Chairman stated that the meeting was now open to public comments on the water rate increase. The General Manager, Stephen Wesselmann, reported no written comments regarding the rate increase had been received. There was a brief discussion on the proposed water rate increase. Being no additional comments Trustee Montross moved to close the public hearing. Seconded by Trustee Frost. Roll call vote: AYES: Frost, Montross, Emmert NAYS: None Following discussion, Trustee Montross introduced the following resolution and moved for its adoption. Trustee Frost seconded the motion. On roll vote: AYES: Frost, Montross, Emmert NAYS: None Whereupon the Chairman declared the following resolution was duly adopted RESOLUTION # 12192022 RESOLUTION MAKING CHANGES TO THE WINTERSET MUNICIPAL WATER UTILITY USAGE RATES WHEREAS the governing body of said city utility may establish, impose, adjust and provide for the collection of rates and charges to produce gross revenues at least sufficient to pay the expenses of operation and maintenance of the city utility and WHERAS the Board of Trustees of the Winterset Municipal Utilities has reviewed the expenses of the operation and maintenance and existing rates of the municipal water utility NOW THEREFORE BE IT RESOLVED by the Board of Trustees of the Winterset Municipal Utilities to make adjustments in the Water Utility rates as follows: 0 – 100 cu. ft. $ 14.77 minimum charge next 400 cu. ft. $ 9.22 per 100 cu. ft. next 500 cu. ft. $ 8.47 per 100 cu. ft. next 1,000 cu. ft. $ 8.11 per 100 cu. ft. next 48,000 cu. ft. $ 8.11 per 100 cu. ft. over 50,000 cu. ft. $ 8.11 per 100 cu. ft. A surcharge, of $18.00 per month, will be placed on each water service meter connected to the WMU water system, which is considered an active account. Rate increase to be effective for the billing due on January 15, 2023. PASSED AND APPROVED this 19th day of December 2022. _________________________ Gary Emmert, Chairman Attest: ____________________________ Stephen Wesselmann, General Manager Chairman Emmert asked Mr. Wesselmann to address the next agenda item, Resolution 12192022A Requiring Countersignature on Checks over $10,000 and other Authorized Signatures. Mr. Wesselmann stated that due to the hiring of the new General Manager, a new resolution was needed with his name included for countersignature on our checks. Trustee Montross introduced the following resolution and moved for its adoption. Trustee Frost seconded the motion. On roll vote: AYES: Frost, Montross, Emmert Utility Board Meeting December 19, 2022 NAYS: None Whereupon the Chairman declared the following resolution was duly adopted RESOLUTION #12192022A RESOLUTION REQUIRING COUNTERSIGNATURE ON CHECKS OVER $10,000, AND OTHER AUTHORIZED SIGNATORIES. WHEREAS checks over $10,000 should be prepared and signed by one individual and the supporting documentation made available along with the check to a second independent individual for review and countersignature NOW THEREFORE BE IT RESOLVED by the Board of Trustees of the Winterset Municipal Utilities as follows: Section 1. All checks will be prepared and signed by Steve Benshoof, the General Manager of the Winterset Municipal Utilities. Section 2. The checks over $10,000 and supporting documentation will be made available to another authorized signatory, Andrew Barden or Cindy Bush, for review for either one of their countersignatures. Section 3. The checks and supporting documentation may be made available to another authorized signatory, Andrew Barden or Cindy Bush, for review for either one of their signatures, in the absence of the General Manager. Section 4. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Mr. Wesselmann stated he received a final pay request from Farabee Mechanical in the amount of $55,614.95. Trustee Frost moved to approve the pay request. Trustee Montross seconded the motion. On a voice vote the motion carried. Mr. Ham was asked to give his report on the water department. Mr. Ham reported that they had repaired a hydrant valve on 10th St. Mr. Ham stated that they had repaired a water main break on south 4th Ave. and replaced 2 service lines. Mr. Ham reported that he is continuing to work on the lead service line inventory report. Mr. Johnson was asked to give his report on the electric department. Mr. Johnson stated that they had installed a few new house services. Mr. Johnson reported that HKS is finishing up the control panels at the light plant. Mr. Johnson stated that the ct’s have been replaced in the old cat engines. Mr. Johnson reported that he has ordered supplies for next summer’s projects. Chairman Emmert stated that Trustee Montross had reviewed the claims. Trustee Montross moved to approve the following list of claims. Seconded by Trustee Frost.
