Government Body: Winterset Municipal Utilities Date of Meeting: August 21st, 2023 Time of Meeting: 8:00 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: AGENDA: 1. Call to order, roll call 2. Approval of agenda 3. Minutes of meetings 4. Electric Superintendent Report 5. General Manager Report 6. Tom Leners, MCDG 7. Watershed discussion 8. 2022 audit report 9. Water Superintendent Report 10. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on August 21st, 2023, in accordance with the above Notice & Call of Public Meeting. Chairman Frost called the meeting to order with the following members of the Board in attendance. PRESENT: Steve Montross, Wendy Frost ABSENT: Gary Emmert Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, Tom Leners, Tim Palmer. Chairman Frost asked for approval of the agenda. Trustee Montross moved to approve the agenda as set forth in the Notice and Call. Seconded by Trustee Frost. On a voice vote the motion carried. Chairman Frost stated the minutes from the July 17th, 2023, meeting had been provided to the Board. Trustee Montross moved to approve the minutes. Seconded by Trustee Frost. On a voice vote the motion carried. Mr. Johnson was asked to give his report on the Electric Department. Mr. Johnson reported that McDonalds wire and transformer have been installed. Mr. Johnson stated that they are getting ready to perform the annual urge test on the generators. Mr. Johnson reported that they had cut down a few trees for the City. Mr. Johnson stated that they removed some poles at the City Park to make room for the new playground. Mr. Johnson reported that the innerduct has been installed for the industrial line project. Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof reported that he has been working with our engineer about installing a water main under Hwy 92. Mr. Benshoof discussed the changes to the State Offset program. Mr. Benshoof reported that the historical preservation research is almost complete. Chairman Frost asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the Board. Chairman Frost asked Mr. Palmer to report on the watershed. Mr. Palmer stated that he has been in contact with landowners and has set up a meeting to discuss soil health incentives. Mr. Palmer discussed cover crops and possible incentives to encourage more cover crop planting. Mr. Benshoof was asked to address the next agenda item, 2022 audit report. Mr. Benshoof reviewed the audit report with the Board and discussed the findings. Mr. Benshoof discussed the recommendations in the audit report with the Board. Mr. Ham was asked to give his report on the Water Department. Mr. Ham reported that lead and copper sampling has been completed. Mr. Ham stated that they repaired a few curbstand and changed out several meters. Mr. Ham reported that they are continuing to treat the lake for algae control. Trustee Frost stated that she had reviewed the claims. Trustee Frost moved to approve the following list of claims. Seconded by Trustee Montross. On a voice vote the motion carried.
