PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on September 18th, 2023, in accordance with the above Notice & Call of Public Meeting.
Chairman Frost called the meeting to order with the following members of the Board in
attendance.
PRESENT: Steve Montross, Wendy Frost, Gary Emmert
ABSENT:
Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson,
Utility Electric Superintendent, Tom Leners, Tim Palmer.
Chairman Frost asked for approval of the agenda. Trustee Emmert moved to
approve the agenda as set forth in the Notice and Call. Seconded by Trustee Montross.
On a voice vote the motion carried.
Chairman Frost stated the minutes from the August 21st, 2023, meeting had been
provided to the Board. Trustee Montross moved to approve the minutes. Seconded by
Trustee Emmert. On a voice vote the motion carried.
Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof reported
that he will be starting to work on the 2024 budget. Mr. Benshoof presented wage
studies for the Electric and Water Departments and stated that union negotiations will
begin soon.
Chairman Frost asked Mr. Leners to give his report on the MCDG. Mr. Leners
reported on his monthly activities and discussed possible development opportunities
with the Board.
Chairman Frost asked Mr. Palmer to report on the watershed. Mr. Palmer
reported that he has been in contact with half of the watershed producers. Mr. Palmer
stated that September 24-30 is Source Water Protection Week and Cedar Lake
renovation, and watershed protection efforts will be highlighted. Mr. Palmer reported
that WMU received a national award for small source water systems from American
Water Works Association.
Mr. Ham was asked to give his report on the Water Department. Mr. Ham
reported that lead and copper sampling has been completed. Mr. Ham stated that they
repaired a few curbstand and changed out several meters. Mr. Ham reported that they
replaced a sample station north of town and repaired a few damaged valve boxes.
Mr. Johnson was asked to give his report on the Electric Department. Mr.
Johnson reported that he has ordered a service truck for 2024 and ordered a new bucket
truck for 2025. Mr. Johnson stated that he put a bucket truck on Purple Wave to sell. Mr.
Johnson stated that all the wires have been pulled for the industrial line project and is
ready to terminate. Mr. Johnson reported that the annual urge test has been completed
and registered with CIPCO.
Trustee Montross stated that he had reviewed the claims. Trustee Montross
moved to approve the following list of claims. Seconded by Trustee Emmert. On a
voice vote the motion carried.
