NOTICE AND CALL OF PUBLIC MEETING
Government Body: Winterset Municipal Utilities
Date of Meeting: November 20, 2023
Time of Meeting: 8:30 A.M.
Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body
will meet at the date, time and place above set out. The tentative agenda for said
meeting is as follows:

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on November 20, 2023, in accordance with the above Notice & Call of Public Meeting.
Chairman Wendy Frost called the meeting to order with the following members of the
Board in attendance.
PRESENT: Gary Emmert, Steve Montross, Wendy Frost
ABSENT: None
Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson,
Utility Electric Superintendent, Tom Leners, and Tim Palmer.
Chairman Frost asked for approval of the agenda. Trustee Emmert moved the
agenda be approved. Seconded by Trustee Montross. On a voice vote the motion
carried.
Chairman Frost stated the minutes from the October 16th and November 6, 2023
meetings had been provided to the Board. Trustee Emmert moved to approve the
minutes. Seconded by Trustee Montross. On a voice vote the motion carried.
Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof stated
that he has been working on the 2024 budget. Mr. Benshoof reported that he has been
working on putting bad debt into the new State of Iowa Setoff Program. Mr. Benshoof
discussed the rental house at the lake. Mr. Benshoof discussed the policy for repairing
water main breaks.
Chairman Frost asked Mr. Leners to give his report on the MCDG. Mr. Leners
reported on his monthly activities and discussed possible development opportunities
with the Board.
Chairman Frost asked for a report on the watershed. Mr. Palmer stated that he
has been in contact with several landowners in the Watershed. Mr. Palmer discussed
possible future projects and how they could affect the lake.
Chairman Frost stated that she would entertain a motion to open the public
hearing for the 2024 Budget. Trustee Montross moved to open the public hearing for the
2024 Budget, and it was seconded by Trustee Emmert. Roll call vote:
AYES: Frost, Montross, Emmert
NAYS: None
Chairman Frost stated that the meeting was now open to public comments on the
CY 2024 Utility Budget. The General Manager, Steve Benshoof, reported no written
comments regarding the budget had been received. There was a brief discussion on the
proposed budget. Being no additional comments Trustee Emmert moved to close the
public hearing. Seconded by Trustee Montross. Roll call vote:
AYES: Frost, Montross, Emmert
NAYS: None
Following discussion, Trustee Montross introduced the following resolution and
moved for its adoption. Trustee Emmert seconded the motion. On roll vote:
AYES: Frost, Montross, Emmert
NAYS: None
Whereupon the Chairman declared the following resolution was duly adopted
RESOLUTION #11202023 ADOPTING THE BUDGET FOR
CALENDAR YEAR ENDING 12/31/24
BE IT RESOLVED by the Winterset Municipal Utilities Board of Trustees:
SECTION 1. The budget for calendar year ending 12/31/24 as set forth in the
Adopted Budget Summary and in the detailed budget in support thereof showing the
estimated revenues and expenditures for said budget year in accordance with the
summary and details as adopted.

Mr. Ham was asked to give his report on the Water Department. Mr. Ham
reported that they had flushed hydrants. Mr. Ham stated that they had repaired a
couple of service lines and water main leaks. Mr. Ham reported that they had been
working on the rental house. Mr. Ham stated that they had repaired a few curbstands
and replaced several meters.
Mr. Johnson was asked to give his report on the Electric Department. Mr.
Johnson reported that they have been working on terminations for the underground
project. Mr. Johnson stated that helped change out the new signal light electronics. Mr.
Johnson reported that the engines have been tested for DNR and EPA, which is required
every 5 years. Mr. Johnson stated that the Christmas decorations have been installed on
the square.
Chairman Frost stated that she had reviewed the claims. Trustee Frost moved to
approve the following list of claims. Seconded by Trustee Montross. Roll call vote:
