NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: December 18th, 2023 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: AGENDA: 1. Call to order, roll call 2. Approval of agenda 3. Minutes of meetings 4. General Manager Report 5. Tom Leners, MCDG 6. Watershed discussion 7. Huff pay estimate #3 approval 8. Water Superintendent Report 9. Electric Superintendent Report 10. Claims 11. Union discussion, Closed session pursuant to State of Iowa Chapter 21.5 subparagraph 1C Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on December 18th, 2023, in accordance with the above Notice & Call of Public Meeting. Chairman Wendy Frost called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Steve Montross, Wendy Frost ABSENT: None Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent. Chairman Frost asked for approval of the agenda. Trustee Montross moved the agenda be approved. Seconded by Trustee Emmert. On a voice vote the motion carried. Chairman Frost stated the minutes from the November 20th, 2023, meeting had been provided to the Board. Trustee Emmert moved to approve the minutes. Seconded by Trustee Montross. On a voice vote the motion carried. Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof reported that he has finished putting bad debt into the State of Iowa Setoff Program. Mr. Benshoof discussed the Rural Economic Development Loan & Grant Program. Mr. Benshoof discussed the lead service line guidelines and future plans for replacement. Chairman Frost asked for a report on the MCDG. Mr. Leners was unavailable and will have a report next month. Chairman Frost asked for a report on the watershed. Mr. Palmer was unavailable and will have a report next month. Chairman Frost asked Mr. Benshoof to address the next agenda item, Huff Well pay request #3. Mr. Benshoof stated that he had received a pay request from Huff Well in the amount of $27,080 for the final phase of the industrial line underground project. Trustee Montross moved to approve the payment of $27,080 to Huff Well LLC. The motion was seconded by Trustee Emmert. On a voice vote the motion carried. Mr. Ham was asked to give his report on the Water Department. Mr. Ham reported that they repaired a main break on W. Lane and on E. Benton. Mr. Ham stated that they repaired a service line leak. Mr. Ham reported that they made a few repairs to the rental house. Mr. Ham reported that the annual distribution leak detection survey had been completed. Mr. Johnson was asked to give his report on the Electric Department. Mr. Johnson reported that all the terminations for the industrial line underground project have been completed. Mr. Johnson stated that the electronics for the three older Cat generators have been updated. Mr. Johnson reported that they have installed a few new house services. Mr. Johnson stated that they have hired Curtis Nelson for the Electric Plant Operator/Mechanic position. Trustee Montross stated that he had reviewed the claims. Trustee Montross moved to approve the following list of claims. Seconded by Trustee Emmert. Roll call vote: AYES: Frost, Emmert, Montross NAYS: None ABSENT: None The date of the next regular meeting was set for 8:30 AM, Monday January 15th, 2024, at Light Plant.
