NOTICE AND CALL OF PUBLIC MEETING

Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body
will meet at the date, time and place above set out. The tentative agenda for said

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on January 15th, 2024, in accordance with the above Notice & Call of Public Meeting.
Chairman Wendy Frost called the meeting to order with the following members of the
Board in attendance.
PRESENT: Gary Emmert, Steve Montross, Wendy Frost
ABSENT: None
Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson,
Utility Electric Superintendent, Ryan Marquardt.
Chairman Frost asked for approval of the agenda. Trustee Montross moved the
agenda be approved. Seconded by Trustee Emmert. On a voice vote the motion carried.
Chairman Frost stated the minutes from the December 18th, 2023, meetings had
been provided to the Board. Trustee Emmert moved to approve the minutes. Seconded
by Trustee Montross. On a voice vote the motion carried.
Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof reported
that he and Mr. Anker had met with IADG regarding the Rural Economic Development
Loan Program. Mr. Benshoof stated that he is working with the Engineer on the water
main project on Highway 92 and 8th Ave. Mr. Benshoof discussed updating the radio
read equipment for reading water and electric meters.
Chairman Frost asked for a report on the MCDG. Ryan Marquardt introduced
himself to the Board and stated that he was going to be the new director of the Madison
County Development Group.
Chairman Frost asked for a report on the watershed. Mr. Palmer presented a
written report to the board discussing possible future projects in the watershed.
Mr. Ham was asked to give his report on the Water Department. Mr. Ham stated
that they had repaired a couple of service line leaks. Mr. Ham reported that the waste
lagoon had been cleaned out. Mr. Ham stated that they had repaired a portion of the
fence around the lake. Mr. Ham presented the Board with the 2023 annual report and
discussed the accomplishments for the year.
Mr. Johnson was asked to give his report on the Electric Department. Mr.
Johnson stated that they have pulled poles for the industrial line project. Mr. Johnson
reported that they have also pulled poles in the alley behind Montross Pharmacy. Mr.
Johnson stated that they have been busy servicing all equipment. Mr. Johnson
presented the Board with the 2023 annual report and discussed accomplishments for the
year.
Trustee Emmert stated that he had reviewed the claims. Trustee Emmert moved
to approve the following list of claims. Seconded by Trustee Montross. Roll call vote:
