NOTICE AND CALL OF PUBLIC MEETING
Government Body: Winterset Municipal Utilities
Date of Meeting: May 20th, 2024
Time of Meeting: 8:30 A.M.
Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body
will meet at the date, time and place above set out. The tentative agenda for said
meeting is as follows:

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on May 20th, 2024, in accordance with the above Notice & Call of Public Meeting.
Chairman Wendy Frost called the meeting to order with the following Members of the
Board in attendance.
PRESENT: Steve Montross, Wendy Frost, Gary Emmert
ABSENT: None
Others in attendance, Evan Kuhns, Asst. Utility Water Superintendent, Chuck
Johnson, Utility Electric Superintendent, Ryan Marquardt.
Chairman Frost asked for approval of the agenda. Trustee Emmert moved the
agenda to be approved. Seconded by Trustee Montross. On a voice vote the motion
carried.
Chairman Frost stated the minutes from the April 15th, 2024, meeting had been
provided to the Board. Trustee Montross moved to approve the minutes. Seconded by
Trustee Emmert. On a voice vote the motion carried.
Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof reported
that the 2023 audit has been completed but hasn’t received the final report. Mr. Benshoof
stated that a CD for the Water Dept. has been renewed at 5.3% at Farmers and
Merchants Bank. Mr. Benshoof discussed replacing the boat docks at Cedar Lake and is
currently looking for grant opportunities. Mr. Benshoof discussed customer credit card
use with the Board. The Board instructed Mr. Benshoof to look into adding a fee for credit
card use for customers paying their utility bill.
Chairman Frost asked for a report on the MCDG. Mr. Marquardt reported on his
monthly activities and discussed possible development opportunities with the Board.
Chairman Frost asked for a report on the watershed. Mr. Palmer was unavailable
to attend this month.
Mr. Benshoof was asked to address the next agenda item on project planning
discussion. Mr. Benshoof discussed future electric projects including new substation,
underground projects, and meter reading collections. Mr. Benshoof discussed future
water projects including lead service line replacement and water main replacements. Mr.
Benshoof stated that some water main replacements could be included with future street
replacement projects. Mr. Benshoof discussed future recreation projects around Cedar
Lake with the Board. After discussion, the Board decided that utility money would only be
used for utility projects and improvements and no utility money would be used to fund
recreation projects.
Mr. Kuhns was asked to give his report on the Water Department. Mr. Kuhns
reported that they flushed hydrants. Mr. Kuhns stated that Westrum has completed the
leak detection survey on the distribution system. Mr. Kuhns reported that they have been
busy with lead service line inventory. Mr. Kuhns stated that they helped Park & Rec
replace a couple of hydrants in the campground. Mr. Kuhns reported that Logan Allen
has passed his Grade II Distribution test and will be moved from Range 3, Step 3 to
Range 3, Step 4.
Mr. Johnson was asked to give his report on the Electric Department. Mr.
Johnson reported that they have been replacing street light poles. Mr. Johnson stated
that they are going to start working on putting the lake line underground. Mr. Johnson
reported that they have fixed some equipment for Park & Rec and worked on the Code
Enforcement car for the City.
Trustee Frost stated that she had reviewed the claims. Trustee Frost moved to
approve the following list of claims. Seconded by Trustee Montross. Roll call vote:
