NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: August 19th, 2024 Time of Meeting: 8:00 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: AGENDA: 1. Call to order, roll call 2. Approval of agenda 3. Minutes of meetings 4. General Manager Report 5. Ryan Marquardt, MCDG 6. Approve Resolution #8192024, Public Hearing to approve water distribution plans & specs and permission to bid 7. Water main replacement discussion 8. Water Superintendent Report 9. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on August 19th, 2024, in accordance with the above Notice & Call of Public Meeting. Chairman Wendy Frost called the meeting to order with the following Members of the Board in attendance. PRESENT: Steve Montross, Wendy Frost ABSENT: Gary Emmert Others in attendance, Mike Ham, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, Ryan Marquardt Chairman Frost asked for approval of the agenda. Trustee Montross moved the agenda to be approved. Seconded by Trustee Frost. On a voice vote the motion carried. Chairman Frost stated the minutes from the July 15th, 2024, meeting had been provided to the Board. Trustee Montross moved to approve the minutes. Seconded by Trustee Frost. On a voice vote the motion carried. Mr. Benshoof was asked to give his report to the Board. Mr. Benshoof discussed options for water main replacements. Mr. Benshoof stated that he has been working with the Engineer for the water main extension on Hwy 92. Mr. Benshoof discussed options for new payment processing and adding a credit card fee. Chairman Frost asked for a report on the MCDG. Mr. Marquardt presented a written report on his monthly activities and discussed possible development opportunities with the Board. Chairman Frost asked Mr. Benshoof to address the next agenda item, Resolution #8192024, APPROVING PLAN SPECIFICATIONS, NOTICE OF HEARING, NOTICE TO BIDDERS AND FORM OF CONTRACT AND SETTING DATE FOR HEARING AND RECEIPT OF BIDS FOR THE WATER UTILITY WORK TO CONSTRUCT WATER MAIN IMPROVEMENTS AT US HWY 92 AND N. 8TH AVENUE Project For Winterset Municipal Utilities. Trustee Montross introduced Resolution #8192024 and moved for its adoption. Trustee Frost seconded the motion. On roll vote: AYES: Montross, Frost NAYS: None RESOLUTION # 8192024 RESOLUTION APPROVING PLAN SPECIFICATIONS NOTICE OF HEARING, NOTICE TO BIDDERS AND FORM OF CONTRACT AND SETTING DATE FOR HEARING AND RECEIPT OF BIDS FOR THE WATER UTILITY WORK TO CONSTRUCT WATER MAIN IMPROVEMENTS AT US HWY 169 (IOWA HWY 92) AND W. 8TH AVENUEPROJECT FOR WINTERSET MUNICIPAL UTILITIES WHEREAS detailed plans and specifications, notice of hearing, notice to bidders and form of contract have been prepared and filed by the Project Engineer for the water utility work to construct Water Main Improvements at US Hwy 169 (Iowa Hwy 92) and W. 8th Avenue project for Winterset Municipal Utilities; and WHEREAS it is necessary to fix a time and place of public hearing on the proposed plans specifications, form of contract and cost estimate for the projects and to advertise for sealed bids for the projects. NOW THEREFORE BE IT RESOLVED by the Board of Trustees of the Winterset Municipal Utilities as follows: Section 1. The detailed plans, specifications, form of contract and cost estimate referred to in the preamble of this resolution are hereby approved. Section 2. The amount of bid security to accompany each bid is hereby fixed at an amount not less than 5% bid price. Section 3. The Board of Trustees hereby delegates to the General Manager the duty of receiving, opening, and tabulating bids for the construction of the projects on the 9th day of September 2024 at 10:00 o’clock A.M. at Winterset City Hall. Section 4. The 16th day of September 2024 at 8:30 A.M. at the Winterset Municipal Utilities Electric Light Plant office is hereby affixed as the time and place of hearing on the proposed plans, specifications, form of contract and cost estimate and also is the time and place of considering bids received by the General Manager in connection with the project. Section 5. The Secretary shall publish notice of hearing and notice to bidders which publication shall be made in a legal newspaper general circulation in the City which publication shall be not less than 4 days nor more than 20 days before the date set for hearing and receiving of bids. Section 6. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Mr. Benshoof stated that he and Mike Ham met with Northland Finance to discuss options for funding water main replacement projects. Mr. Benshoof reported that more information will be available for next month’s meeting. Mr. Ham was asked to give his report on the Water Department. Mr. Ham reported that they repaired a couple of main breaks and helped Park & Rec replace a hydrant in the campground. Mr. Ham stated that they replaced check valves and repaired a pump at AGS. Mr. Ham reported that Tower 1 was washed out and inspected. Mr. Johnson was asked to give his report on the Electric Department. Mr. Johnson reported that the underground pipe and wire had been installed on the lake line. Mr. Johnson stated that work on the underground project behind City Hall has begun. Mr. Johnson reported that they are continuing to replace street light poles around town and have hooked up several temporary poles for new construction. Trustee Frost stated that she had reviewed the claims. Trustee Frost moved to approve the following list of claims. Seconded by Trustee Montross.
