Rich mentioned the Town of Peabody waiving the fees Ron seconds the motion Nick B thirds the motion Seeking a quarter of the abatement Ron pointed out the limitations of the board, per Ron Hacked at 7:15pm Resumed at 7:20pm Betsy: Casey, La Siesta got fees waived in Peabody Betsy was told Revere is waiving fees Governor States were back up to 40% as of today per Betsy. Not a lot of money. This has been going on for 12-13 months Hacked again at 7:22pm Resuming at 7:32pm Winthrop Dollars, more Sold than ever before. Per Betsy Need to look to help not only this year but next year as well. State Grant money is being discussed Mass growth capital and SBA every 2 weeks. New PPP money. Some businesses have recovered some or both Austin went after money for Sofa Signs Metal Solar - Explore Winthrop Signs through DOT Winthrop Foundation/Massport Money - $500,000.00 - Betsy Charter was made before the Pandemic — Nick B. Ron V.: The Winthrop Foundation money is up to the towns discretion Small business is so important to the town Wants to make a motion that the town will reimburse the fees. Town Manager holds the funds - Ron Nick B: Not sure if there’s anything I can do. Town Money may be spent already. We need to do more and perhaps apply some pressure Policy making board under the charter We can make a recommendation Filing fees should be waived for 2021 We needed more grant money from the corner office If these businesses go out of business this year there won’t be fees to collect next year. - Marc C. Marc C. agrees with Nick B. Rich A. : The town can go in debt, the restaurants can’t Ron V: We should send a letter requesting a town rebate in place. Casey sent an email and 8 additional restaurants showed support of this Nick Makes a motion based off Ron’s comments suggest to the WTC BOL would like to support and recommend relief for town business Motion Seconded by Rich A. Marc makes alternate motion. Town council to offer some relief to license holders to account for the period for restricting seating phase. Ron seconds the alternate motion Nick proposes a joint meeting between the WTC and the BOL. WTC appoints you or the town council Must be approved by the TCP. He sets it, we make a recommendation Ron said it must be verified by the town council president Clerk of the town council can rectify the meetings and verify meeting minutes 2018, adopted in, committee appoints on Page 4 Committee vacancies are posted in town hall and on the website. Committees can’t appoint new members. We are limited to a degree Recommendation: Make it so there’ aren’t 3 vacancies come this June T.C. bylaws, were concerned about 3 terms expiring at the same time. - Ron V. Rich A: Nick makes a motion to make a suggestion of Rich’s motion Rich - 2021 Marc - 2022 she moves a year. Ron - Mark 2023 Rich: the board is considering a motion to Re-Stagger the expiration dates to comply with the By-Laws Staggering would result in No change for nick in rich Marc would move to 2022 Mark and Ron would move stay in 2023 Chair Abstains from voting Motion passes Marc met with Peter Christopher It falls short of municipal land We’ll continue to be under executive order. It will allow to continue outdoor seating We need a process for these restaurants to go to There needs to be a plan and process where restaurants can go to fire/police etc We worked with Meredith Hurley and Al Legee and Captain Wiley to work with the process Betsy: As soon as outdoor seating can return, restaurants want it to happen March meeting: Rich, get it on the docket for the next meeting Approval process, what that process will be, let’s speak in March and if a second one is needed that’s fine.
