TOWN OF WINTHROP BOARD OF LICENSE COMMISSION MEETING VIRTUAL MEETING DATE: Monday March 8th, 2021 Start Time: 7:05pm Adjournment Time: 9:04pm PRESENT: Laurisa Wojick Marc C. Mark S. Ron V Rich A. NEW BUSINESS License renewals: Bespoke Boards a common vic license Caeli Vilandre - Owner Custom grazing boards to meat and cheese boards (charcuterie) Renting space currently from Adriana’s If they continue to grow, they will find retail space of their own. No comment from the board as of 7:10pm Motion by Rich 2nd by Nick Motion Passes Chair makes a motion to pass the common vic license second by Nick B. Motion Passes 7:14pm Black Strap 7:14pm Outdoor application Kate Econmides Sun-Thurs 11am-12pm Fri-Sat 11am-1am Table service this year Nick: recommends Kate touch base with construction foreman on nearby project. Marc: The Governor may adjust some things in the future with Covid so we may need to revisit this come June or so. Rich: is there a nighttime curfew for restaurants. Light music for background is allowed but no outside music. No curfew on the books at this time. Last year, BlackStrap closed at 10:00pm per Kate E. 11:00p Sound Ordinance per Lt. Rogers People must be sitting and eating while at the restaurant per Kate E. She lives behind the restaurant and never complained about noise Kitchen is open all night. (limited menu towards the end) Motion to Split the 2 choices two part Motion closing time approval for outdoor seating Made by: Rich A. Second by: Marc C. Rich makes a motion to comply with town noise ordinance if that’s 11pm Lt. Rogers is a little nervous about being flexible with the police on duty. most people are done eating by 11pm Friday and Saturday night Mon-Thurs open till 10 is fine. Kate agrees to that, and would like to see what other cities and towns are doing at this time. Marc C: 10pm during the week, 11:30pm on the weekends Restaurant closing time will be on the agenda every month moving forward Betty Dalton: 7:40pm Winthrop Lodge of Elks Members prefer outdoor seating. Some members work till 8:30-9:00pm week till 11:00pm and friday/saturday 12:00am Marc C. feels comfortable with that. 11:00pm across the board motion made by Rich - Seconded by the chair Open to Public - 7:45pm Expanded outdoor seating Kelly Donahue PPYC ok with 11:00pm (they close earlier usually) Public hearing is closing 7:46pm 7 days a week for outdoor seating only 11:00pm Rich - In favor Ron in favor Mark S. in favor Nick B - Nay Motion passes 3 to 1 Chair makes a motion Ron V. seconds it motion passes for Black Strap outdoor seating Rossetti’s - Brown Bag License Betty is here representing them tonight. Must be approved by DCR due to shore drive. Same thing as last year per Betty Rossetti owns 6ft out onto the sidewalk, the rest belongs to DCR. 2-3 tables on shore drive, and a couple on Nevada Street. They closed off the walkway for ADA reasons on Forrest. Rich: Double-wide strollers had some issues last year. Indoor restaurant is down to 3-4 tables once the tables are 6ft apart. Ron: Maybe the sidewalk can be blocked on the sidewalk. DCR requirements sidewalk closed on Forrest and go the other way. BOL, Police, and Town: Small slow down speed bump to help slow down cars. Motion by Nick B Second by Ron Motion Passes 8:06pm Antique Table wants to go outside again until 10pm Motion by Rich, Seconded by the chair Motion Passes D’Parma Restaurant wants to go to 11:00pm 7 days a week corner street barriers Motion By Ron Second by Nick Motion passes D’Parma Alteration to adopt the outdoor seating Table this application until the May meeting Motion Passes 90 degrees, motion to adopt outdoor dining permanently Abutters list must be provided motion by Marc C. Seconded by Ron Motion passes Adriana’s Pastry & Cafe Looking for a Wine & Malt License (Beer and Wine formal application) Does the Patio share in the beer and wine license with outdoor seating Belle isle has their own space, the Health Center has some space. If they want seats out there they need to come back with plans. Per Caeli, Adriana’s does want to open up the back window for the outdoor patio. For the meantime, indoors for now. Front patio, inside, and outside rear would ideally be the goal. Joe S. from Adriana’s would like to add beer and wine for the water area. Working with the building department now to go outside from the inside area. Table Service must be TIP Certified. Waiter or waitress per Nick B. TIP Certification. Late night menu: Personal pizza, panini lite tapas for the beer and wine per Joe S. We don’t allow Bar Rooms, so you must have a menu and must be included in the application per Marc C. It did get advertised publicly in the paper per Denise Marc C.: Motion to approve Subject to providing the board with a menu and a seating plan for front and rear. Matt G. is working with Joe / Caeli / Adriana’s Motion made by Ron Second by Marc the Chair Motion Passes - 8:32pm Close Beer/Wine Public Hearing is closed 8:34pm motion by Nick Seconded by Marc C. All In Favor: Rich Mark Nick Ron Motion Passes Alia Restaurant 2-3 tables in alleyway along the the side and looking to add outdoor seating 2 tables outfront Marc C.: May want to block the sidewalk due to being a busy location Denise is representing Alia here tonight. Two tables in the front of the restaurant one on each side of the door. Motion By Ron for Side tables in alleyway (4 Tall Boys) Second by Nick Motion Passes Motion by Ron Call Town Manager to call and try to use Park-Lits Block the streets like in the Northend. There is one in front of town hall now. Marc: Table ‘Sidewalk portion’ till next meeting subject to a revised plan by business owner. OLD BUSINESS: Nick Bracy: Staggering of Seats for this board 3 members expire in June of 2021 Nick, Marc, Rich If possible, nearly half change over rather than 60% Denise is starting to stagger through them in addition to other committees She will pull applications.
