Meeting Minutes TSAC July 21, 2021 DATE: September 16, 2023 SUBJECT: Transportation Safety Advisory Committee Minutes from July 21, 2021 This meeting was held via the Zoom online platform. Meeting called to order by Michael Diluiso at 8:05 AM Members Present: • Michael Diluiso, Parking Department • Deputy Chief John Goodwin, Police Department • Ben Schad, Resident Representative Members Absent: • Director Steven Calla, Department of Public Works • Chief Paul Flanagan, Fire Department • John Eade, Resident Representative • One vacancy on the committee for a Resident Representative Mr. Diluiso advised that since the committee does not have a quorum of its seven members, they will meet in order to give members of the public in attendance a chance to be heard but no votes will be taken. New Business: Agenda Item: Correspondence Mr. Diluiso advised he received one piece of correspondence from a resident requesting that parking permits be denied to properties where the development does not meet their parking requirements. Agenda Item: Resident request for “No Parking Between Driveways” on Terrace Ave Mr. Diluiso invited Mr. McGovern of Terrace Ave to speak as the proponent of this agenda item. He stated that there used to be a fire hydrant in place near 83 to 85 Terrace Ave and it was removed when construction was done. He stated that people now park there on weekends when the permitted parking is on the left side of the street in this area causing a situation where vehicles cannot pass. He feels restricting parking between the driveways will solve the issue. Page 1 of 3 Mr. Diluiso stated he can discuss the issue with Director Calla and the Town Manager to see about holding a public hearing on this matter. Mr. McGovern added that until sometime in the 70’s there used to be a curb on the left side of the street but the Selectmen had it removed. Mr. Diluiso asked if anyone else wanted to be heard on this agenda item but there was no further public input. Mr. Schad stated this seems like a reasonable request for the committee to look at. Agenda Item: Resident request for “No Parking Here to Driveway” near 381 Revere St Mr. Diluiso advised this request came in to the Town Manager’s office in late June from a resident of Revere St. In summary, the resident struggles to get out of the driveway when people park too close and she requested a log of calls from the Police Department for what has been done when she has called. The resident was also concerned about speeding, but Mr. Diluiso stated that issue was looked at by the committee in a previous meeting. Mr. Diluiso asked if anyone present wanted to be heard on this matter. No members of the public asked to be heard. Mr. Diluiso opened it up to the committee for discussion and Deputy Chief Goodwin stated he would prefer to wait for a quorum of the committee to discuss it. Deputy Chief Goodwin stated this situation is not unique to this home and is present throughout the area. Mr. Diluiso stated he will leave it on next month’s agenda under old business. Old Business Agenda Item: Proposal to eliminate currently posted on-street time limits along Shirley St from Irwin St to the vicinity of Beacon St and allow businesses to request a limited number of time restricted spots adjacent to their storefronts Mr. Diluiso stated that since this was Director Calla’s motion, the committee should wait for the next meeting to discuss it further. He asked if any members of the public wished to be heard on this matter and there was no public comment. Agenda Item: Discussion of parking regulations on Crystal Cove Ave Mr. Diluiso stated this was left on the agenda as a place holder until a public hearing can be scheduled. Agenda Item: General committee discussion of parking, traffic. transportation, and committee issues for possible inclusion on future agendas or other action as the committee sees fit Page 2 of 3 Mr. Diluiso asked the other members present if they had anything to discuss under this item and they both stated they did not. Mr. Diluiso mentioned that there had still been discussion about the parking ordinances in the center business district and he was unsure if that was going to come through TSAC of a sub-committee of the Town Council. It’s unknown at this time where the issue will end up, but Mr. Diluiso mentioned that there is a report on file from the MAPC and a previous Council committee had started some work on the issue. Mr. Diluiso asked the members of the public present if anyone had anything they would like to speak about and nobody asked to be heard.
