Ferrara, Peter T Gill, Richard D Honan, Peter A. Caggiano Absent: Fred Silck Also present was Peg Tiernan Lyons, Executive Director and ex-officio Secretary. After Roll Call, a quorum was present and the Meeting was called to order by Chairman Honan Director Lyons asked Members if they wished to conduct regular Business, or wish to meet again next Monday, December 28th at 7 PM. Motion by Peter Gill to conduct all business instead of meeting again on the 28th. Seconded by Frank Ferrara. All in Favor, so moved as declared by Chairman Honan Minutes of the Regular meeting of November 23, 2020 were reviewed. Discussion. Motion to accept minutes was made by Mr. Peter T Gill. Motion was seconded by Mr. Frank Ferrara. Members voted; all in favor, so moved. The Disbursement record for the period November 24, 2020 through December 21, 2020 including bills totaling $233,625.46 were presented and reviewed by all members. After discussion, a motion was made by Frank R Ferrara and seconded by Peter T Gill to accept the bills with authorization as presented. All in favor. Members will sign Disbursement record electronically. Directors Report: Project Status: FISH 346110 Morton Street 2nd Floor Bath and Kitchen Contractor A&R Construction reports active COVID + cases in congregate home and back-ordered cabinets will delay demolition until First full week in January All work will be conducted in accordance with Center for Disease Control and Prevention and State COVID-19 guidelines and recommendations. FISH 346113 Golden Drive Asphalt Roofs Project Advertisement ran in Winthrop Sun Transcript for two weeks, including Revere Journal and CommBuys; Posted on WHA webpage, and bidding via Projectdog.com 840696 Director Lyons informed Board that the Golden Drive Asphalt roof project 346113 was advertised in compliance with MGL 149. Four (4) companies submitted bids for the project through Project Dog.com. Bid Opening was 2:00 PM December 10, 2020 and list of Bids was distributed to members. Director Lyons explained Project was advertised With Base Bid, plus three (s) Alternates. Each Alternate added to the scope of work, to include additional buildings, Budget permitting. The WHA desires to have all work, described in base plus 3 alternates, completed. DHCD Project Manager informs us we have funds in budget. One Way Painting and Roofing of Lynn, MA, submitted the lowest responsible bid, including the Alternates Numbers 1, 2 and 3 for a cost of $388,990. Architect Ray Guertin submitted a reference letter, stating “it is our recommendation to accept the bid and enter into contract with One Way Painting and Roofing, Inc.” Motion by Frank R. Ferrara that WHA accept One Way Painting and Roofing of Lynn, MA as its contractor, for Asphalt Shingle Project on Golden Drive as described in Contract Documents prepared by Raymond Guertin 346113 for total contract price of $388,900.00. Mrs. Lyons opined we have worked with One Way Painting and Roofing in the past, with satisfaction. Discussion. Seconded by Peter Caggiano. All in Favor; Chairman Honan declares motion passes by unanimous vote. Board members also voted unanimously to designate and authorize Executive Director Margaret Tiernan Lyons to execute Contracts and documents required to complete and pay for construction on this project Mrs. Lyons submitted FY 2021 budget as authorized by Members to DHCD, with Certifications New Business Members discussed Annual Election of Officers, with new officer positions becoming effective January 1, 2021. Mrs. Lyons provided a report of past year’s rotations, noting dates of appointments. With Peter Caggiano being the next senior Member, haven been appointed two months before Mr. Silck - Motion by Frank Ferrara, Seconded by Peter T Gill that 2021 Slate of Officers shall Be: Unanimous. Peter Caggiano – Chairman Fred Silck III Vice-Chairman Frank Ferrara Treasure Peter T. Gill – Vice Treasurer Richard D. Honan - Member Mrs. Lyons requested Authorization to close WHA offices (excepting emergency call response) at end of day Wednesday. Closed Christmas Eve day, Christmas Day, re-opening Monday December 28, with similar schedule for New Years. Accepted with Unanimous consent. Director Lyons presented to the Board a Five Year Capital Improvement Plan on December 18, 2020 for review, containing projects that could be funded through the State’s Formula Funding grants, as well as other State resources. The proposed plan was composed taking past year’s approved plan, adding new projects that meet the needs of this Authority. CyberSense had been hired by DHCD, who worked with Mrs. Lyons on State submittals. Mrs. Lyons requested authorization to submit the plan to DHCD. Our Tenant Organization will also submit a letter of support. Motion by Peter Gill to accept the proposed CIP, authorizing Director Lyons to submit to DHCD on behalf of WHA. Discussion. Seconded by Frank Ferrara. All in Favor, So moved. Property Insurance bill came in as anticipated $72,930, an increase of $18,876. Bill has been paid. Discussion of Status of rent Arrearage, Eviction Moratorium and Protocols; DHCD Published PH Notice. Director Lyons attended a 3 hour Training on Annual Plan Publication, required by State regulations. Mrs. Lyons gave Members copy of Power point presentation of AP content last month. There being no further business, motion to adjourn was made by Frank Ferrara seconded by Peter Gill at 4:20 pm.
