APPROVE 3/1/22 OWEN-WITHEE POLICE COMMITTEE MEETING MINUTES DATE: Tuesday February 1st, 2022 LOCATION: Owen City Hall, 833 W. 3rd St., Owen WI 54460 TIME: 6:00 pm CITY OFFICIALS PRESENT: OWEN: Pam Jaffke, and Ken Martine (Absent) Bob Wilczek WITHEE: Everett Lindgren, Randy Shelton, and Gordy Niemi. ATTENDANCE LIST: Tracy Rau-Clerk; Chief Fehlman; Officer Haugstad; Cindy Cardinal-OW Enterprise; Nicole Rogers-Sentinel Rural News; and Jerilyn St Amand The meeting called to order at 6:02pm by Chair Jaffke. Minutes: Motion by Martine/Lindgren to approve the minutes from 1.4.22 meeting. Motion Carried. Call Report: Officer Haugstad handed out a partial call report and said they will have a full report for the March meeting. Officer Haugstad gave out 3 lists. 1st list was of things that happen, the 2nd report is a date, time, where, and when, what happened, 3rd list was categorizes as to how many of each happened through the month and they can compare month to month and year to year. K-9 and Equipment Updates: Chief Felhman went to new chiefs training put on by the DOJ via zoom. In February, he will be taking open records class in Appleton. March. They will both be attending a CIT course for five days March 7-11 in Wood County, CIT is a critical incident training. Evidence room is now finished, thanks to CJ from PW. The freezer was installed, and the totes just need to have labels on them for the records. Officer Haugstad will be the custodian of the evidence. The drop box was put in by CJ and the bulletin board is up for forms and reports. 2016 squad is at Outfitters to be finished and Jakes go out will be going in the last week of February to get the canine kennel put in. So early March, they should have both Ford Explorers on the road. The Dodge truck was sold to lark County Sheriff's Department for 35,000. The new squads will have graphics that are more reflective and visible at night which will make them easier to see when they are parked at a scene. Right now, there are a lot of items that are out of stock that were approved: squad computers, some of the rifles, but we will not be charged until they are received. The squad light bars were hard to find for the vehicles, but they did find some. The Crown Vic is being painted at the Ford Body Shop. It was checked on last week. The first week in March, we should have two vehicles on the road. Right now, they are relying on only one vehicle so it’s a little difficult to cover all the areas. Officer Haugstad will be the custodian of the evidence. Lindgren did mention to the chief that it would be nice if they did stop into the businesses, introduce themselves, and let the community know that they are out there. Chief brought up the Central States Insurance and that there was a new representative for the union, so they are working on a bargaining agreement with the teamsters. There was also a motion back in February 2020 that the Police overtime went from 85.5 hours back down to 80 hours every 2 weeks. There was also some discussion about the Police vacation and as to what they are intitled to, so with in the next couple of meetings the police with get something together so it can be brought up in front of the board to be discussed. Finance Report: A question by the board was “what is Tyme access?” Chief said it is a computer program that we pay for once a year, so they have access to all records. Jaffke questioned all the Amazon purchases on the credit card, Chief answered that it was office supplies and uniforms. A motion by Martine/Niemi to accept the finance report as submitted. Motion carried. Accounts Payable/Receivable: A motion by Shelton/Martine to approve the disbursements. Motion carried. Future Agenda Items: Teamsters Contract, Squad Update, Back Pay, Chief Contract Meeting adjourned at 6:49pm.
