The Village of Withee Board met on August 8, 2022, in the Municipal Building Conference Room at 6:30 p.m.
for the regular board meeting.
ROLL CALL
President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke,
Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Troy Hatlestad, Officer
Jacob Haugstad, Roger Niemi, Leslie Frankewicz, and Cindy Cardinal.
MINUTES
A Kalepp/Shelton motion to approve the minutes of the July 11, 2022, regular meeting minutes carried with all
ayes.
FINANCIAL STATEMENTS
A Frankewicz/Gehrke motion to approve the monthly financial statements for the General, Water, and Sewer
Accounts carried with all ayes.
PAYMENT OF BILLS
A Shelton/Frankewicz motion to approve paying the General Account checks 35681 thru 35721, Water
Account checks 7095 thru 7105, and Sewer Account checks 2519 thru 2521 carried with all ayes.
PAYROLL REPORT
The board reviewed the employee time cards and payroll report.
COMMUNITY INPUT
Trustee Kalepp asked if Waste Management would discontinue servicing us as they did Stanley. Clerk Niemi
will ask the WM contact person.
COMMITTEE REPORT
Trustee Kalepp reported that this was the best year for the library’s Tootsie Roll booth.
DEPARTMENT OF PUBLIC WORKS
DPW Hatlestad reported that he drained the water tower and filled the Owen tower. He manually turns on
Withee SCADA daily and nightly, regulating the water system to ensure both the reservoir and tower stay full.
Pressures are holding strong at 55 psi. The painting was needed as it is badly flaking. The tower will be
primed and painted 8/10/2022 which could take a week to dry if it is humid. Troy reported that at the
8/03/2022 sewer meeting the extra cost of Kerry Ingredients losing 40,000# of caustic which killed the bacteria
that was then neutralized with sulfuric acid was discussed. Kerry Ingredients’ representative, Dan Davis, agreed
to pay the additional costs at a previous meeting.
POLICE REPORT
Trustee Frankewicz questioned why the O-W squad was traveling at 70 mph on July 2nd around 3:30 pm
without lights and sirens, even passing a vehicle in front of his house. He didn’t see it on the July incident
report. Officer Haugstad replied that he was responding to a resident burglary alarm. He said since it was a
potential felony, he isn’t required to use sirens and lights as it may cause the perpetrator to flee. Officer
Haugstad reported that he did traffic detail in Withee 8/08/2022 from 1-5:30 pm. He had 12 stops (5 warnings
and 7 citations) of which many drivers were from out of town. A Gehrke/Shelton motion to approve accounts
payable from 7/06/2022 thru 8/02/2022 carried with all ayes. President Lindgren reported on the Police
Committee meeting that the department logged 20 hours investigating the Old School break-in and are close to
making an arrest. Of the 18 ordinance violation letters mailed in Withee, 16 have responded. The department
sent 30 ordinance violation letters for Owen. The crown Victoria will be done soon. Officer Jimi gets 2-3
deployments per week, especially for the county. The department doesn’t get reimbursement as it is mutual
aid. Garage doors need repair for which City of Owen is responsible. The department is going to update to a
new record management system used by the county costing $1500 per year with a startup fee of $1500. The
department wants to hire a part-time ordinance officer next year.
RECOMMENDATION FROM PLANNING COMMISSION FOR ZONING CHANGE
A Frankewicz/Shelton motion to approve the Planning Commission recommendation to change the zoning
from R-1 Single-Family Residential to R-2 Multi-Family Residential for parcel 191.0174.000 carried with all
ayes.
LIBRARY BOARD MEMBER
A Kalepp/Frankewicz motion to appoint Alicia Eichner Wilson as library board member carried with all ayes.
She replaces Jodi Butler who now works at Medford School District.
GENERAL DEPARTMENT
The board reviewed the year-to-date budget which had some slight increases that can be adjusted with monies
not spent in other areas.
A Kalepp/Shelton motion to adjourn at 7:02 p.m. carried with all ayes.
