The Village of Withee Board met on October 10, 2022, in the Municipal Building Conference Room at 6:30
p.m. for the regular board meeting.
ROLL CALL
President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton,
Frankewicz, and Kalepp. Trustee Gehrke was absent. Clerk Niemi recorded the minutes. Also present were
DPW Troy Hatlestad, Robert Ciszewski, Dawn Klabon, Police Chief Patrick Fehlman, and Cindy Cardinal.
MINUTES
A Kalepp/Shelton motion to approve the minutes of the September 12, 2022, regular meeting carried with all
ayes.
FINANCIAL STATEMENTS
A Frankewicz/Kalepp motion to approve the monthly financial statements for the General, Water, and Sewer
Accounts carried with all ayes.
PAYMENT OF BILLS
A Shelton/Frankewicz motion to approve paying the General Account checks 35778 thru 35824, Water
Account checks 7119 thru 7133, and Sewer Account checks 2525 thru 2526 carried with all ayes.
PAYROLL REPORT
The board reviewed the employee time cards and payroll report.
COMMUNITY INPUT
There was no community input.
COMMITTEE REPORT
Trustee Kalepp reported that the new library board member, Alicia Wilson, was at the last meeting. They will
be working on the budget.
O-W BLACK RIVER SPORTSMEN’S CLUB
Ciszewski and Klabon noted that there were some maintenance details missing from item #3 on the presented
lease. Clerk Niemi had omitted them in error. A Frankewicz/Kalepp motion to approve the lease agreement
with inclusion of the utilities and maintenance details from item #3 on the original lease agreement carried with
all ayes.
DEPARTMENT OF PUBLIC WORKS
DPW Hatlestad reported on the DNR sanitary survey report. A spreadsheet listing all water service connections
showing if they are lead, copper, or galvanized will be due by October 2024. Also, the report recommends
having more than one operator. The processor went out at the water plant, so everything had to be run
manually. B&M Tech were able to replace it that day, but Hatlestad would like to purchase a backup due to
supply issues. The Xcel Energy lighting rebate program was discussed. If the current bulbs are replaced with
LED bulbs by December 2, 2022, a potential rebate of over $3/bulb and about $600/year in electricity could be
saved at Village Hall. A Kalepp/Shelton motion to participate in the Xcel Energy lighting rebate program by
replacing the Village Hall lighting with LED bulbs, no ballast carried with all ayes. The Village received
notice that the Federal Fiscal Year 2023-2026 BIL application to improve 1st Street was not selected for
funding.
POLICE REPORT
Chief Fehlman discussed the police report. The department has handled several THC vape cases from the
school. There have been a couple of OWIs and several animal complaints. President Lindgren reported that K-9
Jimi passed the annual recertification. Hatlestad reported he put away the speed sign. Chief Fehlman asked if
Hatlestad would issue winter parking tickets, leaving carbon copies with Clerk Niemi. President Lindgren said
the police budget is going up at least 2% due to increase in health insurance. Chief Fehlman discussed the
progressive program for ordinance violators. He explained that Village ordinances cover either the Village
cleaning up a property or going to circuit court to seek a forced abatement order. A Shelton/Kalepp motion to
approve the accounts payable paid 9/07/2022 thru 10/05/2022 carried with all ayes.
GENERAL DEPARTMENT
Clerk Niemi got quotes from KerberRose ($24,800), Bauman ($21,500), and CLA. Bauman’s quote was
lowest, but it didn’t include the extra fees for items CLA includes in their proposal. A Kalepp/Shelton motion
to approve the 2023 Master Services agreement and Statement of Work agreement for CLA not to exceed
$18,125 for the financial audit and $4,500 for the TID#1 closeout audit (if needed) carried with all ayes. A
Frankewicz/Kalepp motion to approve Resolution 1-10-22 to amend the 2021 budget and appropriate funds
carried with all ayes. A Kalepp/Shelton motion to set the first budget meeting for October 24, 2022, at 6 p.m.
carried with all ayes. A Frankewicz/Shelton motion to approve Chippewa County Housing Authority Fiscal
Manager, Bliss Sengbusch, to have viewing authorization for the CDBG bank account carried with all ayes.
A Kalepp/Shelton motion to adjourn at 7:25 p.m. carried with all ayes.
