Box A * Withee, Wisconsin 54498 The Village of Withee Board met on November 11, 2024, in the Municipal Building, Conference Room, at 6:30 p.m. for the regular board meeting. ROLL CALL-President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Mueller, Kroeplin, and Kalepp. Clerk Niemi recorded the minutes. Also, present were Cindy Cardinal, Police Chief Fehlman, Pat Esker, and DPW Derek Schad. MINUTES-A Kalepp/Mueller motion to approve the minutes for the October 14, 2024, regular meeting and November 4, 2024, budget meeting carried with all ayes. FINANCIAL STATEMENTS-A Kalepp/Kroeplin motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS-A Shelton/Kroeplin motion to approve paying the General Account checks 36998 thru 37039, Water Account checks 7441 thru 7449, and Sewer Account check 2598 thru 2599 and online payments as presented carried with all ayes. PAYROLL REPORT-The board reviewed the employee time cards and payroll report. COMMUNITY INPUT-There was no community input. COMMITTEE REPORT-Trustee Kroeplin reported the library meets tomorrow. MSA PROFESSIONAL SERVICES CONTRACT-Midway Steel is planning to build an addition to the business located in TID#2 and inquired about any incentives, offering to pay for the cost analysis with MSA. The TID’s expenditure period is closing 12/17/2024. A Shelton/Kalepp motion to approve the professional services contract for an estimated $5,000 based on time and service required, with Midway Steel paying for the cost analysis portion of approximately $2,500, for TID#2 carried with all ayes. POLICE REPORT-Chief Fehlman reported that the last police meeting was about his wage and interviews for the third officer. A Kalepp/Shelton motion to go into closed session at 6:42 pm per §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee for the employee wage and benefits for police chief Patrick Fehlman carried with all ayes. A Kalepp/Kroeplin motion to invite Chief Fehlman into closed session at 6:47 pm carried with all ayes. A Kalepp/Kroeplin motion at 6:51 pm to reconvene into open session carried with all ayes. A Shelton/Kalepp motion to approve the wage increase from $34.13 to $35.00 per hour effective January 1, 2025, for Patrick Fehlman carried with all ayes. DEPARTMENT OF PUBLIC WORKS-DPW Schad reported that Owen’s water tower is back in service and B&M needs to adjust the pumps. Schad put a new street sign at Pine and First Streets. He hasn’t received a quote from Cedar Corporation for the chemical pumps. GENERAL DEPARTMENT-A Kalepp/Mueller motion to set the regular December 9, 2024 meeting to 6 pm carried with all ayes. A Kalepp/Mueller motion to adjourn at 7 pm carried with all ayes.
