Box A * Withee, Wisconsin 54498 The Village of Withee Board met on June 9, 2025, in the Municipal Building, Conference Room at 6:30 pm for the regular board meeting. ROLL CALL-President Klabon called the meeting to order. Roll call was answered by Klabon, Trustees Shelton, Amacher, Kroeplin, and Kalepp. Clerk Niemi recorded the minutes. Also present were DPW Derek Schad, Mary Rosiejka, Rick Nelson, Attorney Bonnie Wachsmuth, and Cindy Cardinal. MINUTES-A Shelton/Amacher motion to approve the minutes of the May 12, 2025, regular meeting and May 20, 2025, special meeting carried with all ayes. FINANCIAL STATEMENTS-A Kroeplin/Kalepp motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS-A Kalepp/Kroeplin motion to approve paying the General Account checks 37263 thru 37280 with addition of check 37281 police quarterly payment for $31,926.72 and changing check 37274 amount to $207.97, Water Account checks 7521 thru 7529, and Sewer Account check 2619 thru 2620 and online bills as presented carried with all ayes. PAYROLL REPORT-The board reviewed the employee time cards and payroll report. Clerk Niemi noted the corrections to the report for David Laabs, as it didn’t include May wages. COMMUNITY INPUT-Mary Rosiejka wanted to know when the ordinance would be enforced for her neighbor’s lawn. Klabon wasn’t able to connect with Chief Fehlman on ordinance letters. Klabon said the letters gave 30 days to respond with extensions for improvements, with citations for no satisfaction of violation. Rick Nelson expressed concern about the City of Owen and Village of Withee police agreement. He would like to see the communities work together and didn’t agree with giving Owen the upper hand for decisions as it could create a wedge. He stated that there should be equal votes such as members of the fire association have even though they pay different amounts. COMMITTEE REPORT-Trustee Kroeplin reported that the library booth is getting setup for Withee Days this week. Trustee Amacher, Clark County Economic Committee member, presented handouts which covered a review of the county events/ activities, employment opportunities, and available lots for building new homes. POLICE REPORT-The May case listing was reviewed. DEPARTMENT OF PUBLIC WORKS-DPW reported they have been painting, mowing ditches, and spraying for weeds in preparation for Withee Days. Crack filling was completed on Progress Street and the dehumidifier installed at the water plant. Before Xcel shut off the power to the Village on 5/29/25, he filled the tower to 27 feet; then came in early to start the PTO generator because when he loses power to the tower there is no communication. He would be able to turn wells by hand and keep up if needed, if he didn’t have power. GENERAL DEPARTMENT-An Amacher/Kalepp motion to approve a Class “A” license for Liberty Square Gas Station d/b/a Refuel Pantry-Withee, Agent Mellisa Jacobson carried with all ayes. A Shelton/Kalepp motion to approve a “Class A” license for Liberty Square Gas Station d/b/a Refuel Pantry-Withee, Agent Mellisa Jacobson carried with all ayes. A Kroeplin/Shelton motion to approve Class “B” licenses for: Withee Community Softball League, Agent Mary A. Rollins; Wisco Cheese & Cheers LLC d/b/a Cheese & Cheers Bistro, Agent Mellisa Jacobson; O-W Black River Sportsmen’s Inc., Agent Jeffrey Greschner carried with all ayes. A Kalepp/Amacher motion to approve Temporary Class “B” beer license for O-W Lions Club, Agent Sandi Maguire-Petke carried with all ayes. A Kalepp/Kroeplin motion to approve Temporary “Class B” wine license for O-W Lions Club, Agent Sandi Maguire-Petke carried with all ayes. A Shelton/Kalepp motion to approve “Class B” licenses for: Midway Bar LLC, Agent Dawn Burkhardt; Jason Thornton d/b/a IGYS Bar & Grill carried with all ayes. A Kalepp/Amacher motion to approve operator licenses for: Jacalyn Reinke, Corrie Bottlemy, Jackie Jo Tyznik, Nancy Curtin carried with all ayes. CLOSED SESSION-President Klabon announced that the Village Board was going to convene to CLOSED SESSION PER 19.85(1)(g)§ Conferring with legal counsel regarding joint police agreement with the City of Owen. A Kalepp/Shelton motion to invite Attorney Wachsmuth and Clerk Niemi into closed session carried with all ayes. A Kalepp/Shelton motion to convene into closed session at 6:57 pm carried with all ayes. A Kalepp/Kroeplin motion to reconvene into open session at 8:06 pm carried with all ayes. JOINT POLICE AGREEMENT WITH THE CITY OF OWEN-An Amacher/Kroeplin motion to retain their position on the current Owen-Withee joint police department agreement with the three members from each municipality and no tiebreaker carried with all ayes. A Kalepp/Shelton motion to adjourn at 8:08 pm carried with all ayes.
