Ferguson, as submitted by the TIF Committee. 10) Approval of an ordinance amending City Code 90-7, Title IX: General Regulations, Chapter 95: Parks and Recreation, Adding Section 95.05 Wood River Recreation Center, for purposes of establishing rates and fees, and providing further information regarding the Wood River Recreation Center. 11) Approval of a resolution authorizing the execution of an agreement with Moran Economic Development for technical services and assistance with the Riverbend Enterprise Zone, as submitted by the City Manager. 12) Approval of an ordinance amending the Riverbend Enterprise Zone Intergovernmental Agreement. 13) Approval of an ordinance amending Ordinance No. 2434 to amend territory of the Riverbend Enterprise Zone.  February 5, 2024 14) Approval of resolution authorizing the execution of a Special Needs Tracking and Awareness Response System (STARS) Agreement between the City of Wood River and SSM Health Cardinal Glennon Children’s Hospital, as submitted by the Fire Chief. 15) Approval of a resolution endorsing the Great Rivers & Routes Tourism Bureau as the State Certified Bureau for this region, as submitted by the City Manager. 16) Approval of a resolution authorizing an application for the 2024 Park Commission PEP Grant Funds from Madison County for $57,552.00, as submitted by the Director of Parks and Recreation. 17) Approval of a resolution approving and authorizing the execution of a Settlement, Mutual Release, and Non-Disparagement Agreement with Sportsman Solutions, LC, as submitted by the City Manager. 18) Approval of a resolution authorizing the execution of a beverage sales and sponsorship agreement between the City of Wood River and PepsiCo Beverage Sales, LLC, in support of all facilities owned or operated by the City of Wood River, as submitted by the Director of Parks and Recreation. 19) Approval of a resolution offering financial support for the next three years to the Wood River Business Alliance, a Main Street Organization, as submitted by the City Manager. 20) Approval of a resolution issuing a “G” Restaurant/Bar Liquor License to Esperanzita LLC, on behalf of Mi Pueblito Cantina. 21) Approval of a resolution waiving competitive bidding requirements and approving and authorizing the execution of an agreement with Utilitra for the purchase of LPR Systems for public health and safety, as submitted by the Police Chief. 22) Approval of a recommendation from Mayor Stalcup to appoint Sonya Hagaman of 509 George Street to the Library Board with a term to expire May 2025. 23) Approval of a recommendation from Mayor Stalcup to appoint Maggie Dillinger of 360 12th Street to the Library Board with a term to expire May 2026. 24) Approval of a request to accept the proposal from Schulte Supply, Inc. to assist the City with a lead service line inventory that will be conducted in response to EPA’s Lead and Copper Rule, as recommended by the City Manager. 25) Approval of a request to seek bids for the 2024-25 MFT Street Maintenance Materials Program, as submitted by the City Manager. 26) Approval of a request from Wood River Knights of Columbus to solicit at the intersection of Wood River Avenue & Penning Avenue on Saturday, September 21, 2024, from 8:00 am to 4:00 pm in accordance with City Policy. 27) Approval of a request from VFW Post 2859 to solicit at the intersection of Wood River Avenue & Penning Avenue on Saturday, May 4, 2024, from 8:00 am to 4:00 pm in accordance with City Policy. 28) Approval of setting a Public Hearing on the City’s MS4 Permit (Municipal Separate Storm Sewer Systems) for Monday, March 4, 2024, at 7:00pm before the regularly scheduled Council Meeting.  February 5, 2024 29) Approval of setting a Public Hearing on the Proposed Budget for Monday, March 18, 2024, at 7:00pm before the regularly scheduled Council Meeting. 30) Approval of changing the next regularly scheduled City Council meeting to Tuesday, February 20, 2024, due to the President’s Day Holiday. 31) Old Business 32) New Business 33) Adjournment If prospective attendees require an interpreter or other access accommodation needs, please contact the Wood River City Clerk’s Office at 618-251-3100 no later than 48 hours prior to the commencement of the meeting to arrange the accommodations.
