REGULAR MEETING OF THE WOOD VILLAGE PLANNING COMMISSION
AUGUST 31, 2020
MINUTES
PRESENT
Mayor T. Scott Harden, President Craig D. Howard, Commissioners Jim Mott, Linda Jensen, and Stanley
Dirks, City Manager Greg Dirks, Assistant to the City Manager Emeline Nguyen, Director of Public Works
John Niiyama, Planner Matt Straite, Public Works Administrative Coordinator Johnathan Pierce, and
interested parties.

CITY FILE #ZDZ 20-02: ZONING CODE AMENDMENTS
Straite presented the staff report on the proposed amendments. Straite provided the background of this
effort and proposed development tech changes in two targeted areas, auto and temporary for maintenance.
Straite stated that there are two different kinds of businesses described in the current development code,
quick vehicle services and vehicle repairs. Straite stated that this amendment proposes a third category
called vehicle maintenance, which was designed to have minimal impacts on neighbors, no emissions,
glass repair, and no major work such as engine or body repair. Straite stated that the amendments also
propose changes to the Temporary Use section for construction trailers which still need to be ADA
compliant, cannot be open to the public, restrooms required, and signage clarification. Straite stated that
these items are in line with what the Commission requested in a previous workshop, and the
recommendation is to approve City File #ZDZ 20-02 Zoning Code Amendment and for City Council to adopt
motion.
Upon motion by Mott, seconded by S. Dirks and passing 4-0, the Planning Commission accepted the
findings of fact as presented in the staff report, and recommended that the proposed revisions for file
number ZDC 20-02 be adopted by the City Council.
ADDITIONAL ITEMS
Greg Dirks asked if there were any general questions or concerns regarding planning or community
matters.
Jenson stated that she has concerns with an area property regarding building permits and potential
transients. Niiyama stated that staff has reached out to the property owner on this matter, but were not able
to reach anyone yet. Niiyama explained that there is an electrical permit, but staff is unaware of other
permits. Niiyama stated that he will continue to follow up on this matter.
Howard expressed his concern that every morning at 5:00am, multiple trucks go down the hill with
unmuffled airbrakes. Greg Dirks stated that he would follow up with the Sheriffs Department tomorrow, and
work with the County on replacing the missing sign.
