ELECTIONOFMAYORANDCOUNCILPRESIDENT Hardenexplainedhowthemayorandcouncilpresidentareelected, andthattherewasa requestfrom Minerto reviewthe mayoralrole goingforward.The mayoral role is definedinthe CityCharterin chapter 4 section 18andcan beamendedbya voteofthe people. Hardenread Council Rulessection2.04.005into the record. Minersaid he is nothereto suggestchangesbutwouldliketo havea discussionofwhattheorganization would want asfar as leadership qualities ofthe mayor. Miner explained that while he has been on council forfouryearsandthere havebeentremendousaccomplishments,communityengagement, leadership focusandfocuson houselessnessand homelessness, it is healthyto haveconversationsinvolving leadershippositionsandwouldlikethe councilto discussleadershipqualitiesinthenextmayor. Rios-Campossaidthatleadershipthathe hasfoundfruitful arethosewholeadbyexample, are empathetic, good listenersandtakea step backandallowothersto takea stepforward.Anothergood quality is being able to adapt and change with the times. The role ofthe mayorneedsto be ableto getalongwithourneighborsandsistercities:Troutdale, Fairview,andGresham.Thereis onlyso muchmoney, andweneedto advocateforourfairshare, dark mentioned that he sees Dirks' letters each week maintaining connections with others and that we need to be ableto maintaintheseconnectionswithourneighbors. Hardenreferredto Amend'scommentthata leadershouldbetruthful andspeakto powerandthatwe must be honestandforthright.WhoeverrepresentsWoodVillageshouldbea mayorwhobalancesre-election with the ease of people. Minersharedthequalitiesthathefindsimportantin leadership.Leadershipbuildsbridgesandcanbridge ourfourcitiestogether.Therearesituationswherewemaydisagreeascities, andyou dohaveto make a statementandtakea position.A leaderneedsto buildconsensusandhavemeetingsandlisten respectfully andtryto understand.Minersaysthathewouldliketoseea mayorthatopenlyseeksoutideasfrom councilandothercommunitymembersasthemayoristhefaceofthe City.The mayorspeaksforthe City but needs to understand where the council is atwhen speaking officially. The mayor should be most concernedwithwhatis bestforthecommunity. Harden opened the floor up for nominations. Amend nominated Harden. Rios-Campos nominated Miner. dark seconded both nominations. Hardenannouncedhisresignationfromthecouncileffectiveatthe endofthe meeting andstatedthathe has never done anything in his life asfun as attending these meetings and nothing as rewarding as being the mayorandthankedeveryoneforthe abilityto serve. Minersaidhewill notacceptanyresignationstonight.Whilechangingseats, he prompted everyoneto recognizethe mayorandhismanyyearsofservice. Minersaidhe hasenjoyedtheirmanyvisitstogether andthatit tooka long timeto realizethere is morewisdomin listeningthan in speaking.Minermoved forwardwiththeelectionofcouncilpresidentand nominatedRios-Campos. PUBLICSAFETYREPORT LtCiobanasiupresentedthe publicsafetyreport. Ciobanasiustatedthatthiswouldbe herlast meeting here asshewill beswitchingto reportingforthe CityofMaywoodPark.Overall callsdeclinedfrom lastyear, whiledispatchandself-initiatedcalls increasedslightly.Therewere 10hitand runsanda coupleof disturbances which is nothing out ofthe ordinary. There was a stabbing on 12/29 around Park Ln, and a robberyon 12/14whichwasshopliftingwithassault. Stolenvehiclesdecreasedto 2 downfrom4.2 last year atthis time. Amendaskedifthere is a largefluctuation in responsetime. LtCiobanasiurespondedthatthis is a normal responsetimeforanycity. DirksmentionedthatWoodVillagealso hasa comparativelylowertotal numberofcallswhichcan more easilyskewtheresponsetimes. He notedthatthe majorityofhitand runsseem liketheyare more parking lot-related than street-related. Lt Ciobanasiu said that most were parking lot, some are street though. Harden asked about reports marked vehicle injury with "no known injury" indicated on the report. LtCiobanasiurespondedthatthese people mayhavebeenseen by medicaldueto lacerationsbutwere nottransported ordid notseekmedicalhelp aftertheywereseenon siteandthereforearereported differently. Rios-CamposthankedLtCiobanasiuforMCSO'sparticipationatevents, particularlyattheLosPosadas event. Hethankedthemfortheirwillingnessto createbridgeswithinthecommunity. Dirkssaidthatthiswaslessstafftimeandeasierthan previousefforts, andwhilethereis potentialto continuethepartnershipwithSmithMemorial PresbyterianChurch,thereshouldbe more discussionof load balance. BOARD& COMMISSIONVOLUNTEERINTERVIEWS/APPOINTMENT Miner thanked applicants for being a part ofthe process and a part ofthe City. Council panel asks applicants prepared questions during interview. Stanley Dirks has been with LIRAboard since the beginning and wants to continue doing good work. MineraddedthatS. Dirkshasa long historywiththeCityofWoodVillageandis a legend. S. Dirks saidthat hewould come to meetings prepared and lead byexample. Hewould listen, be respectful and courteousandworktogetherto cometo a positiveconclusionforthe City;everythingwedo is about benefitting the City. S. Dirksbelievesthatissuesfacingthe Citycurrentlyare howto financiallymaintainpublicsafetyandthat thiswouldbethe mostdifficultproblem goingforward,alongwithfinanciallymaintainingsystemsofpublic infrastructure as he has seen other cities have these systems fail. S. Dirkslikesto getinvolved in the communityandencouragesothersto doso, andsaysthatwhilemaking presentations can be uncomfortable, don't be afraid to speak up and participate. MinerthankedS. Miner introduced Janice Dole, the applicant for planning commission board. Dolehasa classroom background, PSUdegreein communitydevelopment, lived in WoodVillagefor 3 years, and has participated in meetings for Portland transportation issues, school board meetings, and manyothercausesincludingthe Mt. Taborreservoirandthe Hollywoodplanwhenshewasin Portland. Dolebelievesthatthe numberonething in leadershipisto listen to all opinions,andthatleadersguidethe groupandcollaborateto reacha consensus. Dole sees transportation as one ofthe City's biggest issues and mentions that Tri-Met is considering a 238thAve lineandsaysthatthere is alsogreatpotentialforbusinesson Halseyandwouldliketo see things be more productive with development. Dole would like to put some of her skills to practical use as she formerly worked for City of Portland as a code enforcer. Dole'sapproachto citizenrequestsforvariousplanningcommission itemswouldbeto presentwhatthe problems and solutions are respectfully so as not to alienate anyone and remind citizens that there are rules and codes for a reason. Dole saidthat ifthere is a disagreement between herand the board, shewill listen to both sides and ifthere is an advantage for the City it will be a group discussion. Upon motion byAmend, secondedby Hardenandpassing5-0, Dole isappointedto planningcommission board. Minerintroduced MelissaThomas,theapplicantforbudgetcommittee. Thomashashadan interestin accountingsince highschooland hasbeena bookkeeperfor20years and alsoa full chargebookkeeperfora small business.Thomashasbeen a financemanagerforloansaswell asa mortgageloan processor.Thomasis interested in thebudgetcommitteeto learn aboutbudgetingon a biggerscale. Thomassaidthatleadershipis difficultandtakescommitment. Shebelievesthatbeinga leaderis about listeningto everyone'sopinionandtakingthem into considerationbecausewearea team.Thomasis excited abouttaking leadership roles and says leadership is about being a team player and looking outfor the betterment of the team. Thomas believes that one ofour biggest issues is helping ouryouth and she has a project going with the children's business fairto teach children howto open their own businesses. Shefeels that children need supportand leadershipto helpthem andencouragementoftheirdreamsandgoals. Thomaswantsto give backto the CityofWoodVillageand help improve it andbringcommunitiestogether. She wants to involve and teach people again. Upon motion by Rios-Campos, seconded byAmend and passing 5-0, Thomas is appointed to budget committee. CityCouncilMinutesJanuary10, 2023 | Page 5 DISCUSSION:COMMUNITYMEMBEROFTHEYEARAWARD Dirksdiscussedthecommunitymemberoftheyearaward;thethemeispowerofpeopleandwhatthey bring to the community. Thefirst group to win and the 2022 recipient, Lideres Naturales, wasawarded retroactively. The recipientshouldbe a grouporan organizationwhoseworksgoaboveandbeyondand hasimpactedthe Cityandcommunity. ThedeadlinetosubmitwasDecember2, 2022,andtherewere three nominees. JimMotthasservedon the planningcommissionsince2006.MottsupportsPlayEast!,is a multi-year platinum community partner, has helped with upkeep ofthe baseball infield and also donated many metal signsand itemsovertheyearsto the City. AmarjitKaur,owneroftheChevron, hassupportedthe Cityforneariy30years.Shehashelpeddonate playground equipment, donated to community events, and assisted with othercommunity needs. Shealso supports PlayEast! Steve Morasch has served on Urban Renewal Board since 2013. He also supports the community events anddonatedto boththe NiteOutandthe holidaymeal programs. MoraschalsosupportsPlayEast! Dirksexplainedthatthewinneroftheawardwouldreceivea spotontheperpetual plaque,a "tourofWood Village"giftcard package,anda write-upinthenewsletter. Thisawardhelpsto encouragethe next generation of people that small gestures can add up over time to huge things in a community. Minersaidit'sa toughdecisionsinceeveryoneisdeservinginthisgroupbutleanstowardsKaur. Rios-Camposwasgladto seetherewerenomineesanddoesn'twantto takeawayfrom theother nomineesbutmentionsthat30yearsofserviceto the Cityfrom Kauris significant. Amend had heard of Kaur's reputation in the City before she moved here. Harden was 100% in favor of Kaur as well. All are in favor of Kaur with a 5-0 vote. Minerrequestedthatwe recognizeMottand Moraschaswell eventhoughtheydidnotwin. Dirkssaid hewill crafta letterthatthisyeartheywerenotwinnersoftheawardbutwerestill recognizedby the community for council to sign. ORDINANCE01-2023:STATESHAREREVENUESHARINGPROGRAM Reeserstatedthatthisordinanceisto certifythatthe Cityis providingpublicsafetyalongwithfunding parksand recreationwiththe portion ofrevenuesharingfundswecollect. Upon motion by Harden, seconded by Rios-Campos and passing 5-0, Ordinance 01-2023 wasapproved. RESOLUTION01-2023:ANNUALSYSTEMDEVELOPMENTCHARGESREPORT Reeser presented on resolution 01-2023. The City charges system development charges forwater, sewer, andparks. Resolution01-2023statesthatan accountingoftheSDCrevenuesand projectsshouldbe reported to the executive body CityCouncil Minutes January 10, 20231 Page 6 Reesersaidthatthe Cityhaspaidoffa loanforthewetland park,alongwith makinga finalpayment last fiscalyearon a loanfora lot lineadjustment. Harden brought up that the City's focus should be on sewer as it is the weakest utility. We have ARPA fundsto help payforinfrastructure. Mineraskedwhen do the fundsmn outforARPA. Reeser said that we spent $100, 000 on our utility assistance fund during the pandemic. There are infrastructure pots ofmoney setaside, somewill turn intogrants and lowcostornocostloans, orloansthat are forgivable. Weare leveraging our dollars. Dirks said that we will have a full debrief for council to enlighten new members on where infrastructure is by comparison to other cities and to discuss the master plans. Miner if the sewer fund can borrow from the water fund. Reeser responded that you can borrow between restricted funds, but it gets complicated and there are regulations. Weare borrowing from general fundsbecause ifyou borrowfrom general fundsand can't pay it back, nothing happens. Upon motion bydark, seconded byRios-Campos andpassing 5-0, Resolution 01-2023wasapproved. RESOLUTION02-2023:SURPLUSEQUIPMENT Niiyamapresented anannual housecleaning resolution on surplus equipment wherethe Cityassesses assets and cleans up around facilities. The City can get money back from some assets that are recycled, andthe restarerecycledat Metro. Upon motion byAmend, seconded byRios-Campos and passing 5-0, Resolution 02-2023wasapproved. MAYOR& COUNCILCOMMENTS Harden thankedeveryone fortheopportunity to bemayorandsaysthatweareuniversally seen as a City that cares for its people. Minerextended hisappreciation to Harden and praisedtheaccomplishments thatthecouncil has made under Harden's leadership have been significant and thanked Harden for mentoring him. Miner said tonight's intent wasto have a conversation and vote and thateven though Harden is intent on resigning, he would like him to consider a role asa special liaison appointed bythe council to help serve with the issues ofhomelessness and houselessness as it is one of Harden's passions. Miner mentioned that no one knows this challenge better than Harden does and he already has many great contacts and iswell-known within thecommunities andorganizations. Theissuewill not begoingawayanytime soon and Mineraskedwhen Harden leaves, to take some time and consider the role of ambassador for the homeless and houseless in East County. Hardenappreciated the offerand kindwordsandsaysthatthebiggestproblem isthatthe houseless are ignored. Harden said that hewould rather debrief Mineron the history and help with questions along the way, as being the mayor is the reason you get invited to the table for those conversations.
