ABSENT Commissioner LindaJensen CITY FILE# DR24-01 DLRPARKRESTROOMS Scholetzky presented the request for replacement of the restroom facility building at Donald L Robertson City Park. This is a Type II Design Review proposal for replacement ofthe current 530 square foot facility with a 600 square foot building facility. There are three applicable city code provisions that must be considered. Section 260Open SpaceZone, Section500 LandUse ReviewProceduresand Section630 Design Review. All use and development standards ofOpen Space Zone continue to be met. There are minorchangesto landscapingand pedestrian accesswith no changesto existing parking. Publicnotices were mailed out and someclarifyingquestionswere received. Scholetzkyreviewedthe ten criteriaconditionsfor Design Review, The proposed buildingand surrounding project area meets the design review criteria for relation to the environment as this is a similar low-scale building/location. Also, the material palette is similar to surrounding buildings. The building meets criteria forsafety and privacywith singlestall restrooms that arescreened by surrounding landscapingand tree canopy. ADArequirements are met including newramping providing improved pedestrian access. There are no proposed changesthataffectdrainage. The buffering and screeningcondition is metsincethe current location providesscreening and there is no exteriorstorage. There are no changesto the utilities. There are no signsvisiblefrom the street butthere will be some limited wayfindingsignageon the building itself. This project does not impact local or regional transportation and is in compliance with City code. Planning Commission MinutesApril 22, 2024 | Page 1 Staffrecommended approving the application with one standard condition of approval: to provide plans in compliance with those provided in exhibit A as part of this land use review process, Mott asked if it would be easyto clean graffitifrom the brick. Dirks responded that the brick would be pre-colored concrete masonry unit (CMU) that will have an anti- graffiti coating. The exterior CMU will be textured to reduce the likelihood of graffiti. The inside will be smooth finishedforeasycleaning and painting. The plan also includeslighting in betweeneach restroom doorand additional lightingon eachendwith spotlightson theeavesto furtherdiscouragevandalism. Upon motion by Dole, seconded by Zebrowski, and passing 3-0, DR 24-01 was approved subject to the conditions of approval to assure compliance with City standards. OTHERITEMS Dirks asked the Planning Commission to consider code changes to permit a staff level review and approval process for minor alterations rather than having applicants proceed through the full design review process. As an example, Fred Meyersubmitted a plan to changea garagedoorto a pedestriandooralongwith updating the exterior painting. Dirks added that the design review process can take more than 45 days and most ofthe criteria pertains to a new build rather than minor alterations. With the Planning Commission's approval, staffwouldcraftsome codeamendmentoptionsto create a processforstafflevel reviewand approval to present back to the Planning Commission. He added that the ADD section of the code should also be modified to prevent confusion since House Bill 2001 modified the restrictions on building dwellings in singlefamilyresidential and multi-family residentialzones. The PlanningCommission agreed. Dirks noted thatthis wasCommissionerDole's last meeting. Dirks provided an update on current development. Zebrowski asked about the garbage can in the parking lot by Chipotle. He said it is always overflowing. He also asked about the homeless camp on the hill along Glisan. Dirksstated he believed Cire Equitywould be responsibleforthe trash bin butdependingon the leaseit could be Chipotle's responsibility. Dirksstated that Cire Equity is awareofthe homelesscampand is workingwith the MCSOHOPEteam. Dirks provided an update on the Gateway signs project. A contractor has been awarded, and work will hopefully begin in the next fewweeks. The park restroom project is now being pushed backto the fall/wintersinceall six bidscame in overthe allotted budget.
