For more information please contact us at (912)576-3211.  MINUTES OF THE REGULAR MEETING OF THE WOODBINE CITY COUNCIL June 3, 2024 WOODBINE CITY HALL The regular meeting of the Woodbine City Council held on June 3, 2024 was called to order at 6:30 p.m. by Mayor Kizziler Knight,with the following Councilors present: Rick Baird, C.C. Higginbotham, Louise Mitchell and Phyllis Drummond. City officials present: City Administrator Samantha Young, City Clerk Elaine Koch and City Attorney Brian Corry during Executive Session. The Pledge of Allegiance was led by Mayor Knight. The Invocation was done by Louise Mitchell. Mayor Knight proclaimed June 19, 2024 as Juneteenth in the City of Woodbine. Mark Belcher from MLBA presented a quote for a New Server/Think Center needed by the City. Elaine Koch presented Marissa Pacheco as the new City Clerk Candidate. Jimmie Cohen gave a Public Works update, Elaine Koch gave an Administrative update, and Samantha Young gave a Finance and Administrative update. Motion made by Rick Bairrd, seconded by Phyllis Drummond to approve the agenda as presented. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the minutes of the May 6, 2024 regular meeting and the minutes of the called meeting on May 30, 2024. Motion was unanimously approved and so declared by Mayor Knight. Public Comments – Kevin Walker invited Council and City Staff to the Woodbine Public Library to attend an upcoming presentation about the Ralph Bunche School. Motion made by Phyllis Drummond, seconded by C.C. Higginbotham to go into Executive Session. Motion was unanimously approved and so declared by Mayor Knight. The Executive Session convened at 7:04 p.m. Motion made by Phyllis Drummond, seconded by C.C. Higginbotham to reconvene the Regular Meeting. Motion was unanimously approved and so declared by Mayor Knight. The Regular Meeting reconvened at 8:13 p.m. Mayor Knight advised that during Executive Session a decision was made to change City Administrator, Samantha Young from an hourly employee to a salaried employee. Consideration of this change was added as Item 11f. under New Business. Old Business – None 6/3/24 City Council Minutes Page 2 New Business – Motion was made by Rick Baird, seconded by C.C. Higginbotham to appoint Marissa Pacheco as the new City Clerk. Motion was unanimously approved and so declared by Mayor Knight. Jimmie Cohen asked that the Consideration of the purchase of (2) Trailered Generators be tabled until further research could be done for pricing. Motion made by C.C. Higginbotham to approve the purchase of a New Server/Think Center with Harris upgrades in the amount of $16,000.00. The motion was seconded by Louise Mitchell. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham. Seconded by Phyllis Drummond to approve an Honorary street sign installation at the corner of S. Court Avenue and East 12th Street in honor of Clara Livingtson. Project not to exceed $100.00. Motion was unanimously approved and so declared by Mayor Knight. Motion made by Louise Mitchell, seconded by C.C. Higginbotham to allow the Training and Travel Policy to remain as is with no changes at this time. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Rick Baird to approve the promotion of Samantha Young from her hourly position as City Administrator to a salaried position at $75,000.00 per year for her new position as City Administrator/Finance Director/HR Director. Samantha Young’s remaining Comp hours would be reviewed by the City Attorney, and a recommendation would be made for the disbursement of the remaining hours. Motion was unanimously approved and so declared by Mayor Knight. The Meeting adjourned at 8:24 p.m. C.C. Higginbotham questioned the need to discuss a Splost Proposal Letter prior to the next Splost negotiations meeting. City Administrator, Samantha Young advised that the Council would have to come back into session for any discussion. The Meeting reconvened at 8:25 p.m. C. C. Higginbotham asked Samantha Young to work on a proposal to present during the next scheduled Splost negotiation meeting. Council agreed to contacting members of the press to help bring more attention to the City’s fight for a larger share of Splost IX funds. Nationwide, Community Health Centers serve on in every five residents of rural areas. WHEREAS, Community Health Centers serve as beacons of essential resources and support in the face of disasters and pandemics and will continue to respond quickly to care for America’s most vulnerable and underserved communities. WHEREAS Community Health Centers are governed by patient majority boards, ensuring that patients are engaged in their own health care decisions. WHEREAS Community Health Centers are locally owned and operated small businesses that serve as critical economic engines, helping to power local economies by generating $85 billion in economic activity and more than $37 billion in labor income in some of the country’s most economically distressed communities. WITNESSETH: WHEREAS, O.C.G.A. § 48-8-110 et seq. (the “Act”), authorizes the levy of a one (1%) percent County Special Purpose Local Option Sales Tax (the “SPLOST”) for the purposes of financing capital outlay projects for the use and benefit of the County and qualified municipalities within the County; and WHEREAS, the County, Municipalities, and PSA held a SPLOST referendum vote on the 19th day of March 2019 in conformance with the requirements of O.C.G.A. § 48-8-111 (a); and WHEREAS, the County, Municipalities, and PSA have previously negotiated a division of the Special Purpose Local Option Sale Tax proceeds as authorized by the Act. Page 1 of 8  Attachment #6, Page 2 of 8 NOW, THEREFORE, in consideration of the mutual promises and understanding made in that certain Agreement dated _______________________, and for other good and valuable consideration, the County, Municipalities, and PSA consent and agree as follows: 1. That the excess funds collected from the 2019 SPLOST levy ending June 30, 2025 shall be distributed to the projects as described below, given that enough funds are collected to fully fund each project. a. $3,000,000.00 of the excess funds shall be distributed to the County and Municipalities based upon the 2010 Census per capita population split. i. Said funds shall be administered in accordance with Georgia SPLOST Law regarding Excess Proceeds in accordance with O.C.G.A. § 48-8- 121(g)(2). b. $4,000,000.00 of the excess funds shall be used to refurbish the existing Soccer (Multi-use) Complex, owned by the County. c. $4,000,000.00 of the excess funds shall be put forth towards the Public Safety Complex to assist in total funding for the completion of the Public Safety Complex. d. If the following project is fully funded through grant sources, the appropriated amount for the following project will also be distributed to the County and Municipalities based upon the 2010 Census per capita population split. i. Health Department - $1,700,000.00 1. Exception: in the event the County does not receive the full $1,700,000.00 from a Congressional District Spending (CDS) Page 2 of 8  Attachment #6, Page 3 of 8 request for the Health Department, the amount of the CDS request granted shall be the amount of excess proceeds distributed to the County and Municipalities based upon the 2010 Census per capita population split. In the event that the County does not receive any CDS funds, the full $1,700,000.00 from excess proceeds shall be used to fund the completion of the Health Department. e. For the purpose of identifying total project funding, and to ensure that each project is fully funded based upon revenues from SPLOST and grant appropriations, the following funding allocation from excess proceeds shall apply; i. Eighty (80) percent of each monthly receipt of SPLOST Proceeds shall be collected by the County and used towards the Health Department, Multi- Use Complex, and the Public Safety Complex. ii. The remaining twenty (20) percent of each monthly receipt of SPLOST Proceeds shall be distributed between the County and Municipalities based upon the 2010 Census per capita population split. f. If any further excess proceeds are collected above and beyond the above total project appropriations, then those funds shall be distributed to the County and Municipalities based upon the 2010 Census per capita population split. 2. That the time for completion of those projects remaining shall be extended to no later than June 30, 2031, with the exception of the Level 2 Project of Superior Court Record Preservation and the Public Safety Complex. That no other paragraph or term or condition of the original 2019 SPLOST Agreement is affected hereby and that this constitutes the entirety of the amendment of the same in accordance with Section 15 thereof.
