For more information please contact us at (912)576-3211.  $WWDFKPHQW CITY OF WOODBINE NATIONAL SUICIDE PREVENTION & ACTION MONTH PROCLAMATION September 2024 WHEREAS, With September being recognized as “Suicide Awareness Month,” the National Suicide Prevention & Action Month Proclamation was created to raise the visibility of mental health and proactive suicide prevention resources in our community.; and WHEREAS, We want to start the conversation, destigmatize it, and help connect people with the appropriate support services; and WHEREAS, According to the American Foundation for Suicide Prevention, more than 49,000 people die by suicide annually in the United States; and WHEREAS, With an average of 132 suicides completed daily and each one directly impacting 100 additional people, including friends, service members, family, social media connections, and neighbors we can safely assume everyone has been impacted by suicide; and WHEREAS The City of Woodbine publicly places its’ full support behind those who work in the field of mental health, education, and law enforcement; and WHEREAS Global organizations and local health partners serve on the front lines of a war than many refuse to discuss due to stigma; and WHEREAS We encourage all residents to take time to understand mental health through education and recognize that we need to take care of our mental health while we take care of each other; NOW, THERFORE I, Kizziler Knight, do hereby proclaim September 2024 as National Suicide Prevention & Action Month in Woodbine. As the mayor, I also call upon the citizens, government agencies, public and private institutions, businesses and schools in Woodbine to recommit our community to increasing awareness and removing the stigma associated with suicide, the steps our citizens can take to protect their mental health and the need for appropriate and accessible services for all people with mental health conditions. Knight City Clerk Mayor  $WWDFKPHQW CITY OF WOODBINE RECOVERY MONTH PROCLAMATION September 2024 WHEREAS, behavioral health is an essential part of one’s overall health and well-being; and WHEREAS, recovery from addiction occurs every day through a variety of recovery support services and treatment programs; and WHEREAS, prevention of substance use disorders works, treatment is effective and people recover across Georgia and around the nation; and WHEREAS, millions of people across the United States are living happy, joyous, and free in long-term recovery; and WHEREAS the 2024 Georgia Recovers bus tour celebrates “Georgia Recovers in Communities” and recognizes we are never alone on this journey through recovery; and WHEREAS the Georgia Recovers bus tour will deliver over 100 Overdose Reversal Kits to communities across Georgia to be accessible in local government buildings; and WHEREAS education throughout our communities about recovery and addiction is essential to combating the stigma and discrimination faced by many people in recovery; and WHEREAS to help more people experience and sustain long-term recovery, the Georgia Department of Behavioral Health and Developmental Disabilities, the Georgia Council for Recovery, and the Georgia General Assembly Working Group on Addiction and Recovery, invite all residents of the State of Georgia to participate in National Recovery Month. Koch City Clerk  $WWDFKPHQW CITY OF WOODBINE CONSTITUTION WEEK PROCLMATION SEPTEMBER 17 – 23, 2024 WHEREAS, The Constitution of the United States of America, the guardian of our liberties, embodies the principles of limited government in a Republic dedicated to rule by law; and WHEREAS, It is fitting and proper to accord official recognition to the magnificent document and its memorable anniversary; and to the patriotic celebrations which will commemorate the occasion; and WHEREAS, It is the privilege and duty of the American people to commemorate the two hundred and thirty-sixth anniversary of the drafting of the Constitution of the United States of America with appropriate ceremonies and activities; and WHEREAS, Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America designating September 17th through 23rd as Constitution Week, NOW, THEREFORE, BE IT RESOLVED, that I, Kizziler Knight by virtue of the authority vested in me as Mayor of the City of Woodbine do hereby proclaim the week of September 17th through 23rd 2023 as "CONSTITUTION WEEK" and urge all citizens to reaffirm the ideals of the Framers of the constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us and reflect on the privilege of being an American with all the rights and responsibilities which that privilege involves. Koch City Clerk Date:  MINUTES OF THE SPECIAL CALLED MEETING OF THE WOODBINE CITY COUNCIL August 12, 2024 WOODBINE CITY HALL The special called meeting of the Woodbine City Council held on August 12, 2024 was called to order at 6:30 p.m. by Mayor Kizziler Knight, with the following Councilors present: Rick Baird, C.C. Higginbotham, Louise Mitchell and Phyllis Drummond. City officials present: City Administrator Samantha Young, City Clerk Elaine Koch and City Attorney Brian Corry during Executive Session. The Pledge of Allegiance was led by Mayor Knight. The Invocation was done by Phyllis Drummond. Mayor Knight proclaimed August 4-10, 2024 National Health Center Week in the City of Woodbine. Mayor Knight proclaimed August 6, 2024 as National Night Out in the City of Woodbine. Due to weather on this date, the city will reschedule the event for a future date. Tony Jennette of 1104 South Court Avenue, Woodbine, presented his concerns regarding the Satilla Villas apartment complex. Mr. Jennette is concerned with the appearance of the complex. Melinda Terry, the current Manager for the complex, spoke on the future clean up plans just being put in place. Council asked that Ms. Terry keep the City updated on progress being made at Satilla Villas. A last presentation for Dr. Erta Livingston was postponed until he arrived. Dr. Livingston was delayed due to traffic issues. Jimmie Cohen gave a Public Works update, Elaine Koch gave an Administrative update, and Samantha Young gave a Finance and Administrative update. C.C. Higginbotham asked that 2 items be added to New Business. 11e. consideration of Alarms for the Pressure Pumps, and 11f. consideration of purchase of the Mag Meter, and to move Executive Session to Item 11on the agenda, Old Business to Item 9 and New Business to Item 10. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the agenda as amended. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the minutes of the June 3, 2024 meeting, Motion was unanimously approved and so declared by Mayor Knight. Public Comments – None Old Business - Jimmie Cohen presented two bids for trailered generators. This item was previously brought before Council but tabled until Mr. Cohen could research the project further. Motion was made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the quote from PDG for the purchase of the trailered generators. Motion was unanimously approved and so declared by Mayor Knight. 8/12/24 City Council Minutes Page 2 Presentations cont. Mayor Knight presented Dr. Erta Livingston with Honorary Street signs in memory of his wife Clara Livingston. The signs will be installed by Public Works and the official unveiling will be on August 29 at 10:00 a.m. New Business - Mayor Knight asked that another elected member of the council consider sitting on the PSA board. The Mayor stated that she will be vacating her board seat in December, 2024. City Administrator, Samantha Young asked the Mayor and Council to consider approval of contracted services for Ernest Hamilton. Mr. Hamilton would assist the City in identifying derelict vehicles, and blighted properties. Once identified these issues would be addressed by the City Clerk for correction. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve contracted services for Ernest Hamilton. Motion was unanimously approved and so declared by Mayor Knight. Elaine Koch presented a new fee schedule for installation of new water and sewer taps. This new fee schedule includes a cost for meter installation and a Capital Recovery Fee. This new fee schedule is presented to Mayor and Council on the advisement of our Building Inspector, James George. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the new water and sewer tap fees. Motion was unanimously approved and so declared by Mayor Knight. Jimmie Cohen asked for consideration to repair the 2015 Ford F-250 by replacing the engine. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to accept and approve the D & D quote for replacement of the engine in 2015 Ford F-250. Motion was unanimously approved and so declared by Mayor Knight. Motion made by Rick Baird, seconded by C.C. Higginbotham to approve the purchase of 2 alarms for the Pressure Pumps at the 8th Street lift station and at the Water Sewer Treatment Plant. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C. C. Higginbotham, seconded by Phyllis Drummond to approve the purchase of the Meg Meter. Motion was unanimously approved and so declared by Mayor Knight. Motion made by Phyllis Drummond, seconded by C.C. Higginbotham to go into Executive Session. Motion was unanimously approved and so declared by Mayor Knight, The Executive Session convened at 7:48 p.m. Motion made by C.C.
