Adjourn $WWDFKPHQW3DJHRI CITY OF WOODBINE ARBOR DAY PROCLAMATION February 21, 2025 WHEREAS, In 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, this holiday, called ARBOR DAY, was first observed with the planting of more than a million trees in Nebraska and is now observed throughout the nation and the world; and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide wildlife habitat; and WHEREAS trees, wherever they are planted, are a source of joy and agricultural renewal and serve to enhance the economic vitality of business areas and beautify our community; and WHEREAS Woodbine, Georgia seeks to be recognized as a Tree City USA by the National Arbor Day Foundation and desires to continue its appreciation of our trees; NOW, THERFORE I, Kizziler Knight, Mayor of the City of Woodbine, do hereby proclaim the third Friday of every February from this date forward as: ARBOR DAY In Woodbine and urge all citizens to support efforts to protect our trees and woodlands and join together in planting trees to gladden the heart and promote the well-being of present and future generations. In witness whereof, I have hereunto set my hand and caused the Seal of the City of Woodbine to be affixed at Woodbine City Hall this 3 rd day of February 2025. _________________________________ Kizziler S. Knight Mayor Attest:_____________________________ Samantha Young City Administrator MINUTES OF THE REGULAR MEETING OF THE WOODBINE CITY COUNCIL January 6, 2025 WOODBINE CITY HALL The regular meeting of the Woodbine City Council held on January 6, 2025 was called to order at 6:30 p.m. by Mayor Knight, with the following Councilors present: C.C. Higginbotham, Jr., Rick Baird, Louise Mitchell and Phyllis Drummond. City officials present: City Administrator Samantha Young and City Clerk Marissa Pacheco. The Pledge of Allegiance was led by Mayor Knight. The Invocation was done by Louise Mitchell. C.C. Higginbotham asked Louise Mitchell if she would continue in the position of Mayor Pro tem. Ms. Mitchell agreed to be appointed as Mayor Pro tem for another term of one year. Mayor Knight administered Oaths of Office to to Judge Robert C. Sweatt as Municpal Court Judge, Louise Mitchell as Mayor Pro tem, Marissa Pacheco as City Clerk and City Registrar, and Ernest Hamilton as City Marshall. (Oaths attached) Oaths of office were signed individually. Jimmie Cohen gave a Public Works update. Marissa Pacheco gave an Administrative update. Samantha Young gave a Finance and Administrative update. Mayor Knight proclaimed January 26th, 2025 through February 1st, 2025 as Woodbine School Choice Week in the City of Woodbine. Steven Sloop requested to be placed on the agenda however; he was not present. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the agenda as presented. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the minutes of the December 2, 2024 meeting. Motion was unanimously approved and so declared by Mayor Knight. Public Comments – None Old Business - None New Business – Motion made by C.C. Higginbotham, seconded by Rick Baird to approve the Qualification Fee for the office of Two (2) City Council Members. Motion was unanimously approved and so declared by Mayor Knight. 1/6/25 City Council Minutes Page 2 Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the Intergovernmental Agreement with Camden County Board of Elections & Registrations. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to table the discussion regarding SPLOST IX Open House pending legal council. Motion was unanimously approved and so declared by Mayor Knight. Motion made by C.C. Higginbotham, seconded by Phyllis Drummond to approve the purchase of a Kobuta 60’ Mower.
