Pursuant to the due call and notice thereof, a regular meeting was duly held virtually and at the Woodbury City Hall, 8301 Valley Creek
Road, on the 6th day of November 2024.
Call to Order
Mayor Anne Burt called the meeting to order at 7:30 p.m., and she welcomed those attending the meeting both in person and virtually.
Mayor Burt explained that members of the public may attend the meeting in person and may also join the meeting using a computer,
tablet, or smartphone. She stated public comments will be accepted during the meeting both in person and virtually. Virtual questions
should be submitted via the online Q&A feature within the virtual meeting link. Questions regarding the meeting will also be taken
between the hours of 8:00 a.m. to 4:30 p.m. via email at council@woodburymn.gov or at 651-714-3524. Questions received after 4:30
p.m. will be responded to in the next three to seven business days.

Roll Call
Upon roll call the following were present: Mayor Anne Burt, Councilmembers: Kim Wilson, Andrea Date, Steve Morris, and Jennifer
Santini. Absent: None
Others Present: Ashleigh Sullivan, Assistant City Administrator/City Clerk; Kevin Sandstrom, City Attorney; Clinton Gridley, City
Administrator; Janelle Schmitz, Community Development Director; and Chris Hartzell, Engineering Director.
Special Order of Business
A. Report on Closed Session Regarding the Status and Strategy of Ongoing Union Labor Negotiations
City Attorney Kevin Sandstrom reviewed the closed session after the last City Council meeting on October 23 rd, 2024. The closed session
was held pursuant to Statute 13d.03. The Statute requires the City to note the persons that were involved in the meeting. The five
Councilmembers, Mr. Sandstrom, Deputy Administrator Angela Gorall, and City Administrator Clinton Gridley. During the meeting Mr.
Gridley provided the Council with the status and strategy of the labor negotiations on all union contracts, as well as some generalized
input and direction.
B. Koins for K-9s Proclamation
Mayor Burt read a Proclamation in full declaring November 20 – December 20, 2024, as Koins for K-9s Month.
Mayor Burt mentioned that Donna Stafford was recently elected as the next City Councilmember and will start serving in January 2025.
Ms. Stafford explained due to the election, she will be stepping down as president of the K-9 fund in January due to a conflict of interest.
She thanked the Council for their support over the last nine years. There has been over $110,000 donated to the City and six dogs.
Mayor Burt asked how many collection boxes are in the community. Ms. Stafford replied they have participated with about 54
businesses in 2024. There are about 12 collection boxes in the community.
Mayor Burt asked if there was a website that people could go to in order to find the collection boxes. Councilmember Morris replied
www.woodburyk9fund.org.
Ms. Stafford explained that there has been a request by the K9 team to have new vests for the dogs. They are currently ordering new
vests, and there will be a fundraising effort since the vests cost $3,800 each. The vests are customized to each dog and are bulletproof,
stab proof, and absorb their sweat.
Open Forum

The Open Forum is a portion of the Council meeting where a maximum of three persons will be allowed to address the Council on
subjects, which are not a part of the meeting agenda. Persons wishing to speak must complete a sign-up sheet prior to the start of the
meeting. Give the sign-up sheet to any staff person. Speakers are limited to three minutes each. The Council will listen attentively to
comments but, in most instances, will not respond at the meeting. Typically, replies to the concerns expressed will be made via letter or
phone call within a week.
Consent Agenda
All items listed under the consent agenda are considered to be routine by the City Council and will be enacted by one motion and an
affirmative vote by roll call of a majority of the members present. There will be no separate discussion of these items unless a
Councilmember or citizen so requests, in which event, the items will be removed from the consent agenda and considered a separate
subject of discussion by the Council.
Item A Approval of Council Minutes – October 23, 2024
Item B To adopt the following resolution Resolution 24-217
Resolution of the City of Woodbury, Washington County, Minnesota approving the Release and
Settlement Agreement with the family involved, accepting payment of $7,500 for monument repairs
at Eagle Valley Golf Course and authorizing the Mayor and City Administrator to sign said Release
and Settlement Agreement.
Item C To adopt a motion to extend the project approvals for Chick-fil-A East, Project No. 03-2023-00519, subject to the
conditions of approval listed in Council Letter 24-274.
Item D 1. To adopt the following resolution Resolution 24-218
Resolution of the City of Woodbury, Washington County, Minnesota authorizing the acquisition of
6895 Bailey Road in the amount of $1,088,000, use of funds from the Park Dedication Fund and the
necessary budget amendment.
2. To adopt the following resolution Resolution 24-219
Resolution of the City of Woodbury, Washington County, Minnesota accepting Grant Funds in the
Amount of $251,000 from the Washington County Land and Water Legacy Grant Program to the City
of Woodbury.
3. To adopt the following resolution Resolution 24-220
Resolution of the City of Woodbury, Washington County, Minnesota accepting Cost Participation in
the Amount of $175,000 from the South Washington Watershed District to the City of Woodbury.
4. To adopt the following resolution Resolution 24-221
Resolution of the City of Woodbury, Washington County, Minnesota accepting Grant Funds in the
Amount of $425,000 from the Minnesota Department of Natural Resources’ Natural and Scenic Area
Grant Program to the City of Woodbury.
Item E To adopt the following resolution Resolution 24-222
Resolution of the City of Woodbury, Washington County, Minnesota authorizing acquisition of an
easement in the amount of $17,500 for easements in parcel 2002821220001 from Barry J. Brown and
Brenda G. Brown for a permanent drainage, utility, roadway, and trail easement.
Item F To adopt the following resolution Resolution 24-223
Resolution of the City of Woodbury, Washington County, Minnesota prohibiting parking of motor
vehicles on both sides of Pioneer Drive, from Savanna Oaks Pass to Lake Road for submittal to the
Minnesota Department of Transportation.

Assistance to Firefighters Grant in the amount of $72,727.27 and approving the associated budget
amendment.
Item H To adopt the following resolution Resolution 24-225
Resolution of the City of Woodbury, Washington County, Minnesota approving the Joint Powers
Agreement between Washington County Sheriff’s Office and the City of Woodbury to Provide the
CodeRED Emergency Notification System.
Item I To adopt the following resolution Resolution 24-226
Resolution of the City of Woodbury, Washington County, Minnesota accepting the Minnesota
Department of Public Safety Intensive Comprehensive Peace Officer Training Grant in the amount of
$100,000.
Item J To adopt the following resolution Resolution 24-227
Resolution of the City of Woodbury, Washington County, Minnesota Certifying Delinquent Utility
Bills to the Ramsey County Auditor.
Item K To adopt the following resolution Resolution 24-228
Resolution of the City of Woodbury, Washington County, Minnesota certifying delinquent utility bills
to the Washington County Auditor.
Item L To adopt the following resolution Resolution 24-229
Resolution of the City of Woodbury, Washington County, Minnesota approving applications for
Minnesota Lawful Gambling LG214 Premises Permit and Minnesota Lawful Gambling LG215 Lease
for Lawful Gambling Activity for Merrick, Inc. to be conducted at Acapulco Mexican Restaurant, 1795
Radio Drive #A.
Item M The abstract of bills includes payments made from the operating or project budgets for expenses of the city. The
expenditures are from all funds of the city. Any purchased contracts requiring signature of the mayor and City
Administrator is hereby approved. Staff recommends approval of the abstract of bills for October 18, 2024 in the
amount of $1,358,101.68 and October 25, 2024 in the amount of $4,166,059.00.
