Minutes Woodbury City Council Canvassing Board Wednesday, November 13, 2024 Pursuant to the due call and notice thereof, a meeting was duly held virtually and at the Woodbury City Hall, 8301 Valley Creek Road, on the 13th day of November 2024. Call to Order Acting Mayor Pro Tem Santini called the meeting to order at 5:30 p.m., and she welcomed those attending the meeting both in person and virtually. Santini explained that members of the public may attend the meeting in person and may also join the meeting using a computer, tablet, or smartphone. She stated public comments will be accepted during the meeting both in person and virtually. Virtual questions should be submitted via the online Q&A feature within the virtual meeting link. Questions regarding the meeting will also be taken between the hours of 8:00 a.m. to 4:30 p.m. via email at council@woodburymn.gov or at 651-714-3524. Questions received after 4:30 p.m. will be responded to in the next three to seven business days. Pledge to Flag Audience, staff, and Council pledged allegiance to the flag of the United States of America. Roll Call Upon roll call the following were present: Councilmembers: Kim Wilson, Steve Morris, and Jennifer Santini. Absent: Mayor Anne Burt and Councilmember Andrea Date. Others Present: Ashleigh Sullivan, Assistant City Administrator/City Clerk; Angela Gorall, Deputy City Administrator Canvassing of City Offices General Election Results Council reviewed the abstract of votes cast. Councilmember Morris moved, seconded by Councilmember Wilson, Resolution 14-284 to adopt the following resolution Resolution of the City of Woodbury, Washington County, Certifying the results of the November 5, 2024 General Election for Council Member At Large (Elect 2) and City Question 1 regarding a Sales and Use tax for Public Safety campus improvements. Canvassing of City Offices General Election Results – 5:35 p.m. 24-284 Staff recommends Council adopt RESOLUTION 24-230, a resolution certifying the results of the November 5, 2024 General Election for Council Member At Large (Elect 2) and City Question 1 regarding a sales and use tax for Public Safety campus improvements. 5. Adjournment - 5:40 p.m. The City of Woodbury is subject to Title II of the Americans with Disabilities Act which prohibits discrimination on the basis of disability by public entities. Gridley, City Administrator Subject: Adopting a Resolution Certifying the Results of the November 5, 2024 General Election for Council Member At Large (Elect 2) and City Question 1 Regarding a Sales and Use Tax for Public Safety Campus Improvements Summary Per a Joint Powers Agreement (JPA) between the City of Woodbury and Washington County, the City’s municipal election was conducted in conjunction with the General Election on Tuesday, November 5, 2024. Polls were open from 7:00 a.m. to 8:00 p.m. Voted ballots were tabulated, and the results are shown in the attached Abstract of Votes Cast generated by Washington County. Per the JPA, Washington County conducts the Election Day process and is responsible for compiling the official returns. According to the abstract, Woodbury had 52,969 registered voters as of 7:00 a.m. on Election Day. An additional 3,280 Woodbury voters registered on Election Day. A total of 46,622Woodbury residents across 16 precincts participated in this election, including in-person and absentee voting. When taken as a percentage of the 7:00 a.m. registered voter count, the 2024 turnout in Woodbury was 88.02%. The graph on the following page shows a history of voter turnout in Woodbury compared to the Statewide turnout statistics for General Elections. The data are from Washington County Elections and the Minnesota Secretary of State. Recommendation Staff recommends Council adopt the attached resolution certifying the results of the November 5, 2024 General Election for Council Member At Large (Elect 2) and City Question 1 regarding a sales and use tax for Public Safety campus improvements. Fiscal Implications Election administration costs are stipulated within the JPA. No additional fiscal implications are expected. Policy Minnesota Statute § 205.185 establishes procedures for canvassing election results.
