Gridley, City Administrator Subject: Drinking Water Strategic Initiative: Water Treatment Implementation Summary Following Council approval of design contracts and associated Minnesota Pollution Control Agency (MPCA) grants in Spring 2023, City staff and consultants are making progress with the design of the City’s permanent water treatment plant (WTP), seventeen miles of pipe, associated infrastructure, and additional interim treatment capacity as the highest priority. The water treatment plant is at 90 percent design; while the well manifold pipe project, and system wide raw and distribution pipeline projects are progressing towards 60 percent design. The construction of temporary water treatment at three well sites is complete with site restoration taking place this spring. The workshop agenda will cover project updates, including: • Environmental Protection Agency (EPA) Maximum Contaminant Level (MCL) and Minnesota Department of Health (MDH) Health Based Values (HBV) potential impacts • Pipeline Timing • Architectural Design • Environmental Stewardship and Water Treatment Plant Solar • City Funding • Project Timeline • Next Steps Council will be asked to provide direction related to solar implementation beyond state funded Buildings, Benchmarks and Beyond (B3) and Sustainable Buildings 2030 (SB2030) on the water treatment plant. State of Minnesota Sustainable buildings information can be found here: Sustainable Buildings / Minnesota.gov (mn.gov). Staff is approaching project decisions with the following project mission statement motivating actions: Deliver resilient, system-wide treatment of drinking water for PFAS with continued urgency, while being mindful of community impacts. Recommendation Staff have been working towards identifying and establishing the State’s obligation for solar on the water treatment plant site, due to their commitment to fund B3 compliance for Woodbury. While final confirmation is still being sought within context of the overall project, Council Council Workshop Letter 24-125 May 8, 2024 Page 2 direction is being requested to the extent Woodbury will fund solar from City funds. It is uncertain whether this portion of the project will be designed in time to bid with the project but if able, it is desirable and Council direction is requested. Fiscal Implications At the last water Council workshop meeting, an early estimated City cost range of $22-40 million was shared. Since the workshop, the City cost range has been updated to $32-$40 million. The increase of the range floor is reflective of the Council’s decision to build the garage, cost share with the State on the O&M space, current understanding of eligibility of wells under the settlement agreement based on the new EPA PFAS standards, approval of building for future flexibility, and better understanding of industry costs estimates as design progressed. These costs will continue to be adjusted as additional water quality data is generated potentially impacting (increasing) the eligibility of wells and their treatment under the settlement agreement and as the final engineering estimate is completed at the 100% milestone for the Woodbury WTP. The current cost estimate for a full build out of solar is approximately $1.8 million. Of that amount, staff believe $1.3 million will be covered under the settlement agreement as it is necessary to meet B3/SB2030; this has not been confirmed by the co-trustees. The delta between B3/SB2030 is approximately $500,000 and if approved would be borne directly by the City. These are total anticipated capital costs and do not take into consideration tax incentives which if they are approved and received will amount to 30 percent of the total. Governance Mode • Fiduciary - Stewardship of tangible assets, oversees operations and ensures efficient and appropriate use of resources, legal compliance, and fiscal accountability. • Generative - identifying key questions, anticipating future challenges, framing of issues, and development of options. Policy Aligns with the 2019-2021 Strategic Initiative 19-01, Ensure Long-term Drinking Water Sustainability, 2022-2024 Strategic Initiative 22-01 Drinking Water Treatment Implementation and Environmental Stewardship. Background Water Treatment Plant Solar: Through the design and approval process with the Co-Trustees of the 3M and State of Minnesota Settlement Agreement, staff received approval to support required B3 elements for the design and construction of the Woodbury WTP. This includes some solar and once constructed will be the largest City solar facility. All WTP building structures will be capable of supporting solar. During and continuing in the design process the State’s B3 requirements were modified impacting the ability to definitively establish eligible components under the 3M and State of Minnesota Settlement and the construction timeline. While solar is incorporated into the project and pending Council direction it may be constructed in full as part of the project, partial as part of the project, or in other phasing scenarios, to be determined. Additional information related to solar capacity, energy savings and costs will be provided at the meeting for Council consideration. Council Workshop Letter 24-125 May 8, 2024 Page 3 Pipeline Corridors were selected by analyzing and balancing the criteria: capital cost, constructability, cost impact to operations and maintenance, operational resiliency, and accommodations needed for other infrastructure in the roadway. The analysis included review of significant corridor details to ensure construction could be accommodated with minimal impacts to the project schedule. The most major challenge being existing underground infrastructure conflicts since all routes go down existing roadway corridors that include gas, electric, communications and other facilities. The alignments have remained consistent from the completion of the Preliminary Engineering Report through the preliminary design with minor adjustments within the corridors for detailed design considerations. At this time, any proposed changes to the engineered plan would cause significant project delays and likely have increased cost impacts. Staff have thoroughly vetted the plan and will be informing Council of the plan and potential impacts during construction and have received approval of the proposed routes from the 3M and State of Minnesota settlement co-trustees. Architecture design: Staff has worked closely with architects from Jacobs to establish building designs and exterior aesthetic treatments that deliver buildings that operate efficiently while managing the building heights and mass as they relate to the adjacent residential properties in the Copper Ridge and Bridlewood Farms developments. Public Process Due to the extensive length of public process items associated with these topics, only 2024 process is noted below.
