City Council Workshop Meeting Public Safety Education Center June 11, 2025 | 5:30 PM This City Council Workshop meeting is taking place virtually and at Woodbury Public Safety in the Education Center followed by a Facility Tour. Members of the public may attend the meeting in person and may also join the meeting using a computer, tablet, or smartphone and accessing the virtual meeting link at woodburymn.gov/VirtualMeetings. Gorall, Deputy City Administrator Subject: Tour of the Wilmes Lake Alum Treatment Project and Hasenbank Park Art Installations Summary As part of the upcoming Council workshop, staff in partnership with South Washington Watershed District (SWWD) will lead a brief site visit to highlight two current projects: the Wilmes Lake alum treatment implementation and the newly installed public art at Hasenbank Park. Alum Treatment Project: The Wilmes Lake alum treatment project supports the City’s ongoing water quality improvement initiatives. The treatment reduces phosphorus levels in the pond, helping to improve long-term water clarity and ecological health. During the tour, staff will provide an overview of the treatment process, environmental benefits, and monitoring plans. Hasenbank Park Art Installations: Hasenbank Park, located along St. Johns Drive east of Powers Lake, has been transformed into a unique "Stormwater Park" through a partnership between the SWWD and the City. This innovative project combines stormwater management, habitat restoration, and public art to enhance water quality and community engagement. Notable art pieces have been integrated into the park to reflect the themes of water movement and ecological processes:  Gears by Christopher E. Harrison: A series of gear-shaped steppingstones symbolizing the mechanics of water filtration.  Branching Out by Aaron Dysart: A 15-foot sculpture resembling a tree made of pipes, representing the transpiration process and water movement through vegetation.  Flowing Roots by Aaron Dysart: A coneflower with roots made from pipes to highlight efforts at the park to improve Woodbury's surface water quality through a unique blend of mechanical engineering, native plants, and soil ecology.  Percolation Through the Prairie by Barr Engineering Co.: An installation illustrating the percolation of water through prairie landscapes. These installations serve both aesthetic and educational purposes, helping visitors understand the interplay between art, nature, and engineered water solutions. Council Workshop Letter 25-159 June 11, 2025 Page 2 Recommendation City Council members are encouraged to participate in the tour. Fiscal Implications Both the alum treatment project and the Hasenbank Park projects, including the art installations, are fully funded by the South Washington Watershed District (SWWD), covering design, installation, and maintenance costs.
