City Council - Workshop Meetings

Minutes Woodbury City Council Workshop Wednesday, June 25, 2025 Pursuant to the due call and notice thereof, a workshop meeting was duly held virtually and at the Woodbury City Hall, 8301 Valley Creek Road, on the 25th day of June 2025. Present: Mayor Anne Burt, Councilmembers: Kim Wilson, Jennifer Santini, Steve Morris, and Donna Stafford. Others Present: Department heads and various other staff in-person and online. Mayor Anne Burt called the meeting to order at 5:32 p.m. Workshop Discussion Items 1A. 2026 – 2030 Capital Improvement Plan Presentation provided by department heads and staff with Council questions, comments and discussion throughout. Council direction was provided as follows: • Supportive of incorporating presented water, sewer and stormwater utility rates as presented in the proposed 2026 budget for further final review during the proposed budget process. • Website and intranet redesign ($130,000) removed from the CIP with necessary funding support to be added to the department operational budget of $30,000. • Public Works project #043-PW-21 for Irrigation Replacement to proceed to Council consideration for advancement to 2025 at the July 16 Council meeting. • Removal of Public Works project #064-PW-22 for Tower Drive Watermain Replacement /Lining. • Several projects were noted for minor funding corrections due to recent grant funding awards which staff will list out in the Council letter with adoption consideration of the 2026-2030 CIP. Council paused the workshop to complete the regular City Council meeting at 7:20 p.m. Council commenced the workshop following the regular City Council meeting at 8:11 p.m. Several other questions and minor requests were presented by the Council to staff to be provided with the final CIP adoption proposed for the July 30 Council meeting, during the proposed budget process, or during upcoming strategic initiative reviews at future workshops.
