CALL TO ORDER B. ROLL CALL C. PLEDGE OF ALLEGIANCE Land Acknowledgment Statement - The City of Woodland acknowledges the land on which we live and work. For thousands of years, this land has been the home of Patwin people. Today, there are three federally recognized Patwin tribes: Cachil DeHe Band of Wintun Indians of the Colusa Indian Community, Kletsel Dehe Wintun Nation, and Yocha Dehe Wintun Nation. The Patwin people have remained committed to the stewardship of this land over many centuries. It has been cherished and protected, as elders have instructed the young through generations. We are honored and grateful to be here today on their traditional lands. D. SUBJECT: Long Range Calendar RECOMMENDATION FOR ACTION: Staff recommends that the City Council receive the Long Range Calendar for informational purposes only. F. CONSENT CALENDAR 3. SUBJECT: Approval of a Contract Increase with Golden State Emergency for the Maintenance and Repair Services for Fire Apparatus. RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, to approve the first amendment to an agreement with Golden State Emergency Services to increase the amount of the contract by $70,000 for a total not to exceed $220,000. 4. SUBJECT: Award Construction Contract for ASR Well #31 Well Drilling Project, CIP 17-05 RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____ to award a construction contract in an amount of $1,489,065 to Nor-Cal Pump & Well Drilling, Inc. for CIP 17-05, ASR Well #31 Well Drilling Project and authorize a contract contingency of up to 10% ($148,907). 5. SUBJECT: Authorize Purchase Authority for Magnesium Hydroxide for the Water Pollution Control Facility RECOMMENDATION FOR ACTION: Staff recommends the City Council adopt Resolution No. _____, authorizing the City Manager to execute the Water Pollution Control Facility’s purchase of magnesium hydroxide from Hill Brothers Chemical Company for a total of $276,040. 6. SUBJECT: Approve Amendment #1 to the Agreement with The Gualco Group for State Representation and Advocacy Services for Flood Mitigation for Lower Cache Creek Flood Risk Reduction Project, CIP 22-16 RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, authorizing Amendment #1 to extend The Gualco Group agreement for an additional 12 months for an additional amount not to exceed $90,000.  7. SUBJECT: Prudler Community Facilities District Annual Levy and Collection for Fiscal Year 2026/27 RECOMMENDATION FOR ACTION: Staff recommend the City Council adopt Resolution No. _____, ordering the annual levy and collection of the assessment within the Prudler Community Facilities District for Fiscal Year 2026/2027. 8. SUBJECT: Special Assessment Tax Roll Collections — Fiscal Year 2026/27 RECOMMENDATION FOR ACTION: Staff recommend the City Council adopt Resolution No. _____, requesting collection of charges on the Fiscal Year 2026/27 tax roll for the Lighting and Landscaping Districts, Special Assessment Districts and Community Facilities Districts described herein. 9. SUBJECT: Approval of the 2025-2026 Continuum of Care Grant Agreement with the U.S. Department of Housing and Urban Development and Subrecipient Agreement with the Yolo Wayfarer Center for the Grant (Permanent Supportive Housing through the U.S. Department of Housing and Urban Development’s Continuum of Care Program). RECOMMENDATION FOR ACTION: Staff recommends that the City Council approve Resolution No._____, authorizing the City Manager to 1) execute Grant Agreement No. CA1423L9T212510 with U.S. Department of Housing and Urban Development for the 2025-2026 Continuum of Care Program (Catalog of Federal Domestic Assistance No. 14.267) funded in the amount of $380,933 and 2) execute a Subrecipient Agreement with the Yolo Wayfarer Center (dba Fourth and Hope) funded in the amount of $379,961. 10. SUBJECT: Denial of Appeal of Notice of Violation and Stop Work Order, and Memorializing of Findings: 652 4th Street RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____denying the appeal of Gabriel Ledesma, sustaining the Community Services Director’s June 18, 2026 Notice of Violation and Stop Work Order concerning City-owned street trees and established trees located in front of Gabriel Ledesma’s property at 652 4th Street, Woodland California 95695, and adopting written findings memorializing the City Council’s decision made following the public hearing held on July 7, 2026. 11. SUBJECT: Side Letter of Agreement — Woodland Professional Firefighters' Association RECOMMENDATION FOR ACTION: Staff recommends that the City Council approve the Side Letter of Agreement to amend the Memorandum of Understanding with the Woodland Professional Firefighters' Association. G. PUBLIC HEARINGS 12. SUBJECT: 2026 Weed Abatement Program Parcels Not in Compliance RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; and 2) Adopt Resolution No. _____, to hear and approve the list of parcels that were out of compliance with weed abatement requirements for the year 2026 and direct the Tax Collector of Yolo County to  assess liens against real property to reimburse the City for the cost of removal of weeds, refuse, and dirt from the properties. 13. SUBJECT: Waste Management Liens RECOMMENDATION FOR ACTION: Staff recommend the City Council conduct a Public Hearing to receive input from property owners and adopt Resolution No. _____, requesting collection of charges on the 2026-27 tax roll. 14. SUBJECT: Public Hearing — Gateway Lighting & Landscaping District RECOMMENDATION FOR ACTION: Staff recommends that the City Council (1) Conduct a public hearing; (2) Adopt Resolution No. ____, approving the Fiscal Year 2026/27 annual levy report; and (3) Adopt Resolution No. ____, ordering the levy and collection of the assessment within the Gateway Lighting and Landscaping District. 15. SUBJECT: Public Hearing — Gibson Ranch Lighting & Landscaping District RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; and 2) Adopt Resolution No. _____, approving the Fiscal Year 2026/2027 annual levy report and order the levy and collection of the assessment within the Gibson Ranch Lighting and Landscaping District. 16. SUBJECT: Public Hearing — North Park Lighting and Landscaping District RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; and 2) Adopt Resolution No. _____, approving the Fiscal Year 2026/2027 annual levy report and order the levy and collection of the assessment within the North Park Lighting and Landscaping District. 17. SUBJECT: Public Hearing — Spring Lake Lighting & Landscaping District RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; 2) Adopt Resolution No. _____, approving the Fiscal Year 2026/27 annual levy report; and 3) Adopt Resolution No. _____, ordering the levy and collection of the assessment within the Spring Lake Lighting and Landscaping District. 18. SUBJECT: Public Hearing - Streng Pond Landscape Maintenance District RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; and 2) adopt Resolution No. _____, approving the Fiscal Year 2026/2027 annual levy report and ordering the levy and collection of the assessment within the Streng Pond Landscape Maintenance District. 19. SUBJECT: Public Hearing - West Wood Lighting and Landscaping District RECOMMENDATION FOR ACTION: Staff recommend the City Council 1) Conduct a public hearing; and 2) Adopt Resolution No. _____, approving the Fiscal Year 2026/2027 annual levy report and order the levy and collection of the assessment within the West Wood Lighting and Landscaping District. H. REPORTS OF THE CITY MANAGER 20. SUBJECT: Community Development Building Fee Schedule Update  RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. , approving the revised Woodland Community Development Building fee schedule with a phased increase of the Valuation Table A, including the addition of an annual Construction Cost Index (CCI) increase (if needed), to cover the City’s estimated reasonable costs of providing services for permits and inspections. I.
