Subject: Nominations and Appointment of Councilmember Position #4
Summary Statement:
City Council will draw names in order to determine the order of the interviews, conduct interviews and
then meet in executive session in order to discuss the qualifications of the candidates.
Prior to each interview the candidate will be given two minutes to make an opening statement. At the conclusion of the
interview the candidate will be given two minutes to provide a closing statement. After the executive session the City
Council will return to the public portion of the meeting to nominate candidates and vote. City Council rules state the
following regarding the filling of a vacant city council seat:
12.1 Notice of Vacancy: If a Council vacancy occurs, the Council will follow the procedures outlined
in RCW 35A.12.050. In order to fill the vacancy with the most qualified person available until an
election is held, the Council will distribute and publish a notice of the vacancy, the procedure and
deadline for applying for the position.
12.2 Application Procedure: The Council will draw up an application form which contains relevant
information that will answer set questions posed by Council. The application form will be used in
conjunction with an interview of each candidate to aid the Council’s selection of the new Council
member.
12.3 Interview Process: All candidates who submit an application by the deadline will be interviewed
by the Council during a regular or special Council meeting open to the public. The order of interview
will be determined by drawing the names; in order to make the interviews fair, applicants will be
asked to remain outside the Council Chambers while other applicants are being interviewed.
Applicants will be allowed two (2) minutes to make an opening statement to Council. Applicants will
be asked to answer questions submitted to them in advance of the interview and questions posed by
each Council member during the interview process. The Council members will ask the same
questions of each candidate. Each candidate will then be allowed two (2) minutes for closing
comments. Since this is not a campaign, comments and responses about other applicants will not be
allowed.
12.4 Selection of Council member: The Council may recess into executive session to discuss the
qualifications of all candidates. Interviews of candidates will be conducted in the open public
meeting, not in Executive Session. Nominations, voting and selection of a person to fill a vacancy will
be conducted during an open public meeting.

1. Tell us about your previous public service to the Woodland Community. Have you ever
attended a council meeting?
2. Are there any issues that are of particular interest to you? What do you hope to accomplish
during this appointed term as a Councilmember?
3. City council members must attend numerous meetings and keep up with multiple issues.
Council meetings typically start at 7:00 p.m. on the first and third Monday of each month
and committee meetings prior to city council meetings can start as early as 5 or 6 p.m. Are
you able to commit this amount of time and arrange your life schedule to participate fully as
a member of the City Council? Explain how you will handle the demands of the job.
4. Do you intend to file for a council position in the next regular election?
5. What is the role of an individual Woodland city councilmember?

budgets?
7. There are many situations where people disagree on issues. How do you handle
