Summary Statement: City Council at its last meeting requested staff develop an order with would delay the utility rate increase scheduled to take place on November 16, 2022 until January 16 2023. Adoption of the attached City Council Order would accomplish that request. Attachments: city council order 2022-4 bimonthly billing ffr rev 10-19-22 (002) Page 2 of 5 CITY OF WOODLAND, WASHINGTON CITY COUNCIL ORDER 2022-04 WHEREAS, the City of Woodland adopted Resolutions 729 and 731, which set utility rates for water and sewer services; and WHEREAS, the City of Woodland adopted Resolutions 734, which set utility rates for low income senior citizens and low income disabled persons; and WHEREAS, City Council wishes to consider delaying the water and sewer rate increase scheduled to take effect November 15, 2022 due to the transition to the new private billing service along with the change from bimonthly to monthly billing; and WHEREAS, an “order” is used by a legislative body to direct a specific action be taken on behalf of the municipality; MRSC’s Ordinances For Washington Cities and Counties, http://mrsc.org/getmedia/44e20d0f-a536-473f-baac-bd7504323330/Local-Ordinances-For- Washington-Cities-And-Counties.pdf.aspx?ext=.pdf. NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF WOODLAND: 1. That the monthly rate increase scheduled to occur on November 16, 2022, as established in Resolutions 729, 731 and 734, is hereby postponed until January 16, 2023, subject to further discussion by City Council, the Mayor, City staff and Citizens. 2. During this interim period from October 24, 2022 until the above stated date, the current billing amounts shall continue. 3. All other provisions of said resolutions are hereby affirmed.
