END MEETING Page 2 of 64 MINUTES Park Board 4:00 PM - Wednesday, July 19, 2023 200 East Scott Avenue - Woodland, Washington The Park Board of the City of Woodland was called to order by Adonica Simpson on Wednesday, July 19, 2023, at 4:05 PM, at the Police Station 200 East Scott Avenue - Woodland, Washington. Roll was taken. PRESENT: Park Board, Vice Chair - Adonica Simpson Park Board - Jim Keller Park Board - Tom Golik Park Board - Pat Rychel ABSENT: Park Board, Chair - Brad Hammons Park Board - Susan Humbyrd ALSO PRESENT: Public Works Director - Tracy Coleman Public Works Clerk - Kathy Morrison CITIZENS: I. Moved by Park Board Jim Keller, seconded by Park Board Pat Rychel, to approve the minutes from the June 14, 2023. Scott Hill Park and Sports Complex Update Sandy Larson shared with the committee this years grant funds will go for the following:  Paving Roads  ADA Sidewalks  Gutters  Streetlight Page Page31ofof64 3  Parking Lot  Landscaping  Scoreboard (Purchased by The Port of Woodland)  Gold Leaf Event October 21, 2023 at Summitt Grove Lodge with a table sponsorship of $500.00 for 8 which includes dinner.  Recreational Conservation Office (RCO) Grant was received for artificial turf for one field and we will be working closely with the Rotary (Sandy Larson) C. Horseshoe Lake Update Tracy Coleman shared with the committee that people are treating Park Road like a parking lot and parking ilegally. Public Works will be stripping Park Road and adding addtional no parking signs Officer Keller shared with the committee they will be patroling the parks on a regular basis. D. Horseshoe Lake Water Testing  Horseshoe Lake testing is currently being done by Public Works with good results. E. Horseshoe Lake Tracking Log  Horseshoe Lake is -26" which is significantly lower than last year at this time. F. Park Hours  Council approved Ordinance No. 1537 Adopt 9.52.150 Acts prohibited in parks. Overnight camping and occupying or frequenting of the City parks from dusk to dawn.  Ordinance shall become effective five days after approval, approved on July 17, 2023. G. Park Impact Fees  City Council approved Resolution No. 766 Park Impact Fees H. Park Plan  Resolution No. 764 signed on May 15, 2023 will make the 2023 City of Woodland and Recreation Plan the guiding document for the City's Park Plan. I. RCO Park Maintenance Grant  Tracy Coleman shared with the committee that a grant from the Recreational Conservation Office (RCO) has a maintenance grant opening up next month, here are some of the items we will be including in the grant. o Replacing cable chain with boulders. o Replace roof on park shed. Page Page42ofof64 3 o Garbage cans. o Repair playground equipment. o Replacing the park gator. J. Park Donation  The data collected shows a lot of the people using the park are from out of town. VI. NEW BUSINESS K. Horseshoe Lake Park After 4th of July  There was discussing by the committee what needs to be done to restrict letting off fireworks at Horseshoe Lake Park.  Tracy Coleman shared with the committee that the sprinklers ran at Horseshoe Lake Park from 10:00 pm to 4:00 am on the night of the 4th of July. L. Goerig Park Camping  Tracy Coleman shared with the committee that we have been having issues with camping at Goerig Park. Tracy has been in contact with the campers and they are welcome to be there during the day but need to vacate at night.  Officer Keller shared with the committee that Goerig Park is outside of the City limits and follows County code. Would Council want to annex into City limits? It would make it a lot easier to enforce City codes. M. Horseshoe Lake E coli Concern  Tracy Coleman shared with the committee that she received a e-coli concern at Horseshoe Lake park. We test the lake for e-coli and have had no positive test reports. Tracy shared the data with the citizen and has not heard back. VII. OTHER N. Budget O. Next Meeting: October 18, 2023 VIII.
