PRESENT: Donna Butler Scott Peabody Tim Knight Todd Dinehart ABSENT: ALSO PRESENT: Clerk II - Amanda Hougan City Administrator - Peter Boyce I. CALL TO ORDER II. ROLL CALL III. CITIZEN COMMUNICATIONS IV. NEW BUSINESS A. Elect a Chairperson Moved by Tim Knight, seconded by Donna Butler, to elect Scott Peabody as Chairperson. Motion carried by the following votes: Yes: Donna Butler, Scott Peabody, Tim Knight, and Todd Dinehart B. Review Salary Commission Duties and Process C. Review Current Elected Official Compensation and Compensation of Elected Officials in Other Jurisdictions Peter Boyce presented the data that was gathered in item C by looking at other Washington State cities as well as cities sizing in population from 4000 people to 8000 people. Todd Dinehart did a weighted average calculation using the numbers Mr. Boyce provided. With weighted average calculation, the Mayor would receive $500 per month and councilmembers get $250 per month. Currently the Mayor receives $1000 per month and councilmembers receive $250 per month. Page 1 2 of 4 7 Donna Butler proposed that councilmembers compensation to stay the same with a $150 base plus $50 per meeting up to four (4) meetings in a month. All committee members agreed to this proposal. Scott Peabody proposed that the Mayor get $550 per month. All committee members agreed to this proposal. Discussion ensued. NOW, THEREFORE, THE SALARY COMMISSION OF THE CITY OF WOODLAND, WASHINGTON, HAS SET CITY OF WOODLAND ELECTED OFFICIAL SALARIES BY A MAJORITY VOTE AS FOLLOWS: Section 1: • City Council: (effective January 1, 2024) o Base pay of $150 per month plus; o $50 per attendance at a City Council meeting with a maximum of four (4) meetings per month plus; o $25 per attendance at a city membership meeting with a maximum of two (2) meetings per month. • The Salary Commission defines the membership meeting as a meeting in which the City Councilor is representing the City of Woodland and voting on issues that come before the group. Examples include Association of Washington Cities meetings or Cowlitz-Wahkiakum Council of Governments meetings. The Commission also includes speaking engagements where the City Councilor is listed on an agenda as a speaker for a meeting. • Mayor: (effective January 1, 2024) • $550 per month Section 2: The Commission Chairperson certifies that the above salary schedule has been adopted in compliance with the rules and procedures of the Salary Commission, the provisions of Chapter 2.84 of the Woodland Municipal Code and other applicable laws including the State Constitution.
