Town of Woodside 2955 Woodside Road Woodside, CA 94062 Woodside Livestock and Equestrian Heritage Committee February 22, 2023 5:30 pm Via Zoom or In Person at Independence Hall – 2955 Woodside Road Final Minutes Call to Order 5:34 PM Roll Call: Present: Kristina Chancholo, Fentress Hall, Lexi Bartlo, John Matheny, Susie Dorsey Absent: Kelly Zeytoonian, Nancy Atkinson, Diane Garcia, Melinda Stoker Guests: Melissa Cardinale, Dick Brown Public Communications: Persons wishing to address the Committee on any appropriate subjects are invited to do so. Please note, however, that the Committee is not able to undertake extended discussion or to act on non-agenda items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. As a courtesy to others, the communications should be kept to a three-minute limit. Approval of Minutes from January 25, 2023 by John Matheny and 2nd by Lexi Bartlo Old Business: 1. Safety Projects – Discussion of or updates on existing projects concerning environment (flood, fire), wildlife, town operations a. Confirm completion of material for distribution and posting on construction sites. Melissa Cardinale stated that the Town is in the final stages of translating the language from English to Spanish. Then a laminated version will be distributed to contractors. They will also receive a version via email. Melissa will give property owners undergoing construction a copy as well. Members talked about a “trust and verify” approach to ensure the poster is visible at construction sites and guidelines are being followed. 2. Educational Projects – Discussion of or updates on existing projects related to public outreach such as signage, website, booklets, publications. Fentress Hall suggested that LEHC have subcommittees consisting of 3-4 members as an official and efficient way of getting things done. Melissa stated that subcommittees may meet for 6 months, do not need to take minutes, do not need to notify the public of meeting, do not require an agenda, and will need to bring results to LEHC and have it added to the agenda. Two subcommittees were suggested and are to be voted on during the next LEHC  meeting. These subcommittees are “Stable Permits/Safety” and “Public Outreach.” Names of the subcommittees are subject to change. a. LEHC direct or indirect involvement in Day of the Horse. A subcommittee will take this on during the next meeting. b. Review of prior proposal, now dormant, circa 2021 “Woodside is Horse Country”. Consider elevating priority of selected projects. A subcommittee will take this on during the next meeting. New Business: 1. Review of town responsibilities for policing parking on roadside trails. Constant construction related activities historically and currently create unsafe conditions for pedestrians and horses on trails. LEHC role? Fentress Hall gave LEHC some history about the trails with regards to parking, equestrian and pedestrian access. “In the beginning” the trials were reserved solely for equestrians. Over time pedestrians were able to use the trails as a means to a safe way to travel including children going to and from school. Bicyclists were not allowed on Town equestrian trails. Trails belong to equestrians and pedestrians. The Town used to be very responsive to a call from a concerned pedestrian or equestrian when vehicles were parked on the trails blocking access. Now, who do we call? Melissa Cardinale will report back on what the policies are for parking on the trails. She will consult with Sean Rose and get us (the public) a phone number to call. Dick Brown said that we need to tell the Town specific areas of concern where parking is done on the trails and Melissa will do that research and report back. 2. Discussion of damage to town property by floods, specifically erosion near Spring and Sprite with request for project to repair and beautify as needed. Lexi Bartlo gave us some history: Fern and David Osborne started the Spring and Sprite project on Village Hill. Village Hill has a current fund with WCF (Woodside Community Foundation) for Spring and Sprite but Lexi is unsure if it is still active. She feels people would be more open to making donations if they were tax deductible. She offered to present the request to WCF where they would take a vote on approval. This would be a good way to get funds on repairing Village Hill and cleaning and polishing Spring and Sprite. Melissa will look into whether or not the Landscape Committee is still active as they used to care for Village Hill and Spring and Sprite. The Town put a call into Cal Trans to fix the mud slide from Village Hill but they have yet to hear back.
