Town of Woodside 2955 Woodside Road Woodside, CA 94062 Woodside Livestock and Equine Heritage Committee June 26, 2024 5:30 PM Via Zoom or In Person Conference Room at Town Hall – 2955 Woodside Road Final Minutes Call to Order: 5:31 PM Roll Call: Kristina Chancholo, John Matheny, Susan Dorsey, Nancy Atkinson, Philip Bellamy, Lexi Bartlo Absent: Melinda Stoker, Sharon Butler, Meredith Wiedeman, Fentress Hall Town: Melissa Cardinale, Sarah Filipe Zoom: Anne Ravizza Guests: Dick Brown, Julie McDonald (Trails Committee) Public Communications: None Approval of Minutes from May 22, 2024. Amend the minutes and add Nancy Atkinson to the “absent” section. Susan approved the minutes as amended and Lexi 2nd. New Business 1. 3985 Woodside Road (ASRB2024-0017): Review of a new goat/sheep barn to replace an existing barn on a property at 3985 Woodside Road. Feedback from LEHC: a. How high is the outside holding pen for the goats? 4 feet high which is too short for goats b. 2,500 square foot barn for 4-6 goats seems rather large. c. Glass concern came up again d. What type of ventilation? Side doors open. At night they will have fans. Need a larger mechanical fan e. Pen layout and height with ingress or egress f. What is the floor material? g. Manure and urine management within the barn h. Drainage for under the goats i. What’s the material of the pens inside the barn? j. Concern about storing utility vehicle next to animals k. They will check is code permits a spiral staircase l. How many years have they been goat keeping? They are new at this. m. Fly and dust control n. Make a motion to address these comments and do a site review with a representative of the property John Matheny moved to provide these recommendations related to health and safety of the animals in the building, to request site visit, and come back to LEHC prior to ASRB. Lexi Bartlo 2nd. All in favor. Old Business 1. Health and Safety Subcommittee – Continuing discussion on existing issues and town operations such as improper parking on trails, stabling, and environmental impact on livestock. a. Report from Subcommittee on new or ongoing activities. • Keigo sent over a Conceptual Design Review plans (CDR) for a project located at 45 Turkey Farm Lane but the applicants for 45 Turkey Farm Lane will be discussing with the property owners and other architects whether the proposed barn remodeling/expansion should be pushed to a future project. Action Item: none b. Meet with the Town Engineer on guidelines for parking on trails. Consider a joint project with the Trails Committee. • Action Item: Melissa talked to Yaz and wants 2 representatives from LEHC (Fentress and Lexi) and 2 representatives from Trails Committee to meet before the next July meeting. Melissa will set up the meeting. c. Discuss coordination with San Mateo County Large Animal Evacuation Group, San Mateo Horsemen’s Association, and other relevant organizations regarding evacuation. • Action Item: Online newsletter for Town of Woodside was done. Kristina will send that newsletter out to SMCHA, LAEG, and relative organizations. Do they know we exist and do they need our help? Ask LAEG if they’ll do another presentation. Where are the evacuation sites? 2. Public Outreach Subcommittee – Continuing discussion on existing issues related to educational projects such as signage, website, publications, and accomplishments of local equestrians. a. Report from Subcommittee on new or ongoing activities. • Action Item: none b. Status of “Keeping Horses in Woodside” booklet revisions. • Action Item: Outdating of name, website was incorrect and subcommittee is working on this c. Status of “navigating the building process” FAQ. • Action Item: 3. Staffing and recruiting (1 opening for a term that expires February 2026) a. Action Item: Lexi motions that the amount of LEHC members get moved from 11 to 9 and it go before the Town for a vote. Nancy 2nd. All in favor. New Business 1. Review “Analysis of Stable Permit Data” as provided by Town (tabled from previous meeting to give members time to review the data provided). a. Action Item: A lot of permits have not been reviewed and it is a growing concern. Trails Committee is taking the lead on this so LEHC doesn’t need to do much at this time. This issue can be discussed at the joint Trails Committee meeting that Melissa will set up. Member Communications 1. Report from Committee members regarding other Committees. a. Susan went to Trails Committee meeting and there was a presentation from the Town on budget and they have a whole new system. Stable permits were discussed. Specific trails were discussed that need to be monitored before winter. Only 30% compliance on putting up the posters on horse safety. Parking on trails is still a problem. i. Action Item: Melissa will ask about the posters on horse safety and how to ensure they’re displayed 2. Report from Committee members regarding community-based equestrian organizations. a. Town Council meeting 6/25/24 Lexi reported that nobody understood why the meeting was held. What’s the goal by having all these people attend the meeting? The Town takes comments under advisement but cannot answer questions or concerns. Melissa said there were council deliberations after public comment. Next meeting agenda topics: Having an annual meeting of the emergency equestrian groups. LAEG. Review of the Subcommittee system because it excludes contributions from all members. It is confusing and opaque. Review for the subcommittee system in the July meeting. Lexi moved and Nancy 2nd. All in favor.
