Town of Woodside 2955 Woodside Road Woodside, CA 94062 Woodside Livestock and Equine Heritage Committee July 10, 2024 5:30 PM Via Zoom or In Person Conference Room at Town Hall – 2955 Woodside Road Special Meeting Minutes Call to Order: 5:38 PM Roll Call : Kristina Chancholo, John Matheny, Susan Dorsey, Lexi Bartlo, Fentress Hall Absent: Melinda Stoker, Sharon Butler, Meredith Wiedeman, Fentress Hall, Nancy Atkinson, Philip Bellamy Town: Sarah Filipe, Sage Schaan Zoom: David & Patricia Hershberg, Adam with Architecture Allure Guests: none Public Communications: none Continuing Business 1. 3985 Woodside Road (ASRB2024-0017): Continued review of a new goat/sheep barn to replace an existing barn on a property at 3985 Woodside Road. Adam went through the letter point by point that was written on July 1, 2024 and LEHC committee members were able to ask questions and get clarity. 1. Fentress gave a history on why the barn size is what it is for horses specifically. This is why horse barns are larger than accessory structures. 2. They (Adam) feel that 4-foot fences are adequate for goats. Lexi pointed out that depending on breed of goat, the fences might need to be taller. 3. The glass starts 42 inches from the bottom. Adam reiterated that the goats will be penned up and not have access to the windows. Committee still feels that glass windows are not safe. If the goats get out of their pens, they can potentially break the glass. 4. They have decided to put the stalls/pens in the center of the barn. Fentress voiced that this structure as it is, is not ready or safe for livestock. Other committee members agreed. John listed the things that the committee has concern with such as: where is the water? Flooring? Where does it show drainage? Remove the glass. Need better ventilation for the goats. Sarah spoke to the established procedure for the committee. Adam said if there was a specific check list for requirements for goats then he would have put those requirements on the plans. Lexi said we need a small animal ordinance for future barns with a check list. Adam said this building will have fire sprinklers per the requirement of the building size. We will turn the questions and information we have into a checklist to the architect prior to permit issuance. Sage stated that drainage can be provided at the next stage and LEHC can provide recommendations. LEHC can provide recommendations on what drainage should be instead of asking “what will the drainage be like?” We would move the project forward with the recommendations. We would ask to provide any and all recommendations as applied to this structure so it can and will house livestock. Staff can always come back to LEHC further in the future. Sage wants to be sure this is a structure to house livestock. Fentress can provide the ventilation resources. We need to tell the exact recommendations instead of asking how they will be doing it. Adam would love more specific information that we can provide. Adam will need to reach out to Town staff in order to get questions or concerns and staff will reach out to HSS. Sage said the best way to deal with the comments is that the staff should work with the LEHC before building permits are issued. The recommendations will need to be met. This is a good way to collaborate so the health and safety of these animals are met. John motioned that we produce a set of recommendations relating to health and safety of livestock in barns. That for this particular project staff will ensure these recommendations are addressed before a building permit is approved and staff will use HSS in case there are questions and concerns. 2nd: Susan Dorsey 4/5 approved.
