MINUTES WOODSTOCK CITY COUNCIL City Council Chambers February 4, 2020 A regular meeting of the Woodstock City Council was called to order at 7:00 PM on Tuesday, February 4, 2020, by Mayor Brian Sager in the Council Chambers at Woodstock City Hall. Mayor Sager welcomed those present, explained the consent calendar process, and invited public participation. He noted, as is the City’s policy, this evening’s meeting is being live streamed with a recording archived should members of the public wish to view it in the future. City Clerk Smiley confirmed the agenda before the Council was a true and correct copy of the published agenda. A roll call was taken. COUNCIL MEMBERS PRESENT: Darrin Flynn, Lisa Lohmeyer, Jim Prindiville, Gordon Tebo, and Mayor Brian Sager. COUNCIL MEMBERS ABSENT: Wendy Piersall and Michael Turner. STAFF PRESENT: City Manager Roscoe Stelford, Assistant City Manager/ Finance Director Paul Christensen, Public Works Director Jeff Van Landuyt, Building and Zoning Director Joe Napolitano, Economic Development Director Garrett Anderson, Chief John Lieb, Deputy Chief Jeff Parsons, Communications/Grants Manager Terry Willcockson, and several members of the Woodstock Police Department. OTHERS PRESENT: Board of Fire and Police Commission Chairman Ron Giordano, Old Courthouse and Sheriff’s House Advisory Commission/Arts Commission member Jessica Campbell, and City Clerk Cindy Smiley. III. FLOOR DISCUSSION A. Ceremonial Swearing in of Officer Carreno Mayor Sager stated tonight is a very exciting opportunity to swear in a new Police Officer and also to express our appreciation. Chief Lieb stated while it is routine to bring new officers before the City Council for a ceremonial swearing in, and each one is similar in that they take the same oath, each one is also unique for the officer and what they bring to the Department. Chief Lieb introduced Officer Ivan Carreno, noting he was born and raised in Woodstock, and is a second generation member of the Woodstock Police Department, as his mother was a long- time Dispatcher. Board of Fire and Police Commission Chairman Ron Giordano administered the Oath of Office to Officer Carreno. His girlfriend Lupe pinned on his badge and Chief Lieb presented him with a .  Woodstock City Council 02-04-20 certificate, noting this represents his completion of the required training and his official status as a Police Officer in the State of Illinois. Officer Carreno was acknowledged with hearty applause. Mayor Sager stated the City is very grateful to Officer Carreno for choosing Woodstock, noting he had many opportunities for places of employment. He stated working as a police officer takes the support of the officer’s family and thanked them as well. C. Public Comment There were no comments forthcoming from the Public. F. Council Comments Mayor Sager noted the City Council recently held a special workshop regarding the Old Courthouse and Sheriff’s House. He expressed thanks to Darrell Moore for the presentation to the Council and Joe Napolitano for his oversight. He stated Staff did a wonderful job of collecting proposals and doing an overview of them for the Council. Mayor Sager also expressed gratitude to the businesses that are looking to invest or expand in Woodstock. Mayor Sager reminded the public of two budget workshops to develop the City’s budget scheduled for February 20th at 3:00PM and on April 10th at 1:00PM in the Council Chambers. Mayor Sager thanked the Groundhog Day Committee for their hard work on the recent celebration, noting the exceptional turnout. He also thanked City Staff, Public Works, the Police Department, Opera House Staff, Jane Howie and Roscoe Stelford for their hard work on the Jeep commercial. Commissioner Flynn read some glowing comments from attendees of Groundhog Days, stating these observations had been provided to him by Rick Bellairs of the Groundhog Day Committee. He noted the Jeep Commercial was the #1 Super Bowl commercial. IV. CONSENT AGENDA Motion by J. Prindiville, second by L. Lohmeyer, to approve the Consent Agenda. In response to a question from Mayor Sager, there were no items removed from the Consent Agenda by the Council or a member of the Public. In response to a question from Mayor Sager, the following questions or comments were forthcoming from the City Council or the Public concerning items remaining on the Consent Agenda: Item D-1 – Ordinance – City Code Amendments – Arts Commission Membership: Noting the wonderful response to the call for applications for the new Arts Commission, Mayor Sager expressed his gratitude for the interest. Noting the broad facets of the arts represented by individuals applying, he is recommending increasing the membership of the Arts Commission to nine, due to this enthusiasm. He stated he is recommending Toni McClellan as Chairperson for 2  Woodstock City Council 02-04-20 this Commission, and read a statement from her expressing her excitement and honor to serve. Mayor Sager noted the presence of Jessica Campbell, thanking her for her service and her interest. Item D-3 – Purchase – Easement – South/Lake/Madison Roundabout: In response to questions from Councilman Tebo, Mr. Van Landuyt stated three parcels remain to be purchased, two of which are owned by the same property owner. Mr. Van Landuyt stated the process to acquire these parcels is moving slowly. There were no comments or questions forthcoming from the Public. MANAGER’S REPORT NO. 149 1. Ordinance – City Code Amendments – Arts Commission Membership – Approval of Ordinance 20-O-08, identified as Document 1, An Ordinance Amending Section 2.10.2, Membership, Terms, Officers, of Chapter 20, Arts Commission, of Title 2, Boards and Commissions, of the Woodstock City Code and Appointment of Initial Membership to the Arts Commission. 2. Ordinance – Unified Development Ordinance Amendments – Approval of Ordinance 20-O-09, identified as Document 2, An Ordinance Amending Various Chapters of the Unified Development Ordinance Relating to Public Notice Requirements, Plat Procedures, Plats of Vacation, Special Uses, and Required Parking. 3. Purchase – Easement – South/Lake/Madison Roundabout – Authorization for the City to purchase 0.014 acres of land and ,020 acres of temporary construction easement for Parcel 005 from Michael G. Hill for the amount of $9,325 as this 3  Woodstock City Council 02-04-20 property is necessary if the City is to move forward with the construction of the South/Lake/Madison Roundabout. 4. Resolution – Interfund Loan – Water & Sewer Capacity and Water & Sewer – CIP – Approval of Resolution 20-R-01, identified a Document 3, A Resolution Authorizing a Loan Between City Funds from the Water & Sewer Capacity Fund to the Water & Sewer – CIP Fund for the Purchase of a Vactor Truck. A roll call vote was taken on items A through D-4. Ayes: D. Flynn, L. Lohmeyer, J. Prindiville, G. Tebo, and Mayor B. Sager. Nays: none. Abstentions: none. Absentees: W. Piersall and M. Turner. Motion carried. V. FUTURE AGENDA ITEMS There were no changes, additions, or deletions to the tentative future agendas. ADJOURN Motion by G. Tebo, second by J. Prindiville, to adjourn the meeting of the Woodstock City Council to the next regular meeting on Tuesday, February 18, 2020, at 7:00 PM in the Council Chambers at Woodstock City Hall. Ayes: D.
