MINUTES HISTORIC PRESERVATION COMMISSION June 26, 2023 City Council Chambers The Regular Meeting of the Historic Preservation Commission of the City of Woodstock was called to order by Chairman Donovan Day at 7:00 PM on Tuesday, June 26, 2023 in Council Chambers at Woodstock City Hall. CALL TO ORDER / ROLL CALL COMMISSION MEMBERS PRESENT: Marti Dejon, Erica Wilson and Donovan Day. COMMISSION MEMBERS ABSENT: Tom Ellinghausen. STAFF PRESENT: City Planner Darrell Moore and Chief Deputy City Clerk Jane Howie. OTHERS PRESENT: Mr. Michael Amico, 122 Newell Street, Woodstock. Ms. Marilyn Cuevas, owner of 202 W. South Street. PUBLIC COMMENT: none. OLD BUSINESS: none. NEW BUSINESS: a. 122 Newell Street – Demolition of old Garage and construction of new garage - Certificate of Appropriateness Mr. Amico requested permission to tear down the original garage and construct a new garage using the same footprint, but 4’ longer with an apron in the front. He would use new concrete and plans to run new electrical to the garage. Mr. Amico wants to use vinyl siding in a light grey shade, which would match the vinyl siding on the house. In response to a commissioner’s question, Mr. Amico said the garage started falling apart in 2007-2008 after a tree from the neighbor’s yard fell on the garage’s roof. As time went on, the condition of the garage got much worse. At that time, the petitioner’s parents owned the property; the family took it over after the parents passed. Mr. Amico added that there used to be a tree line which covered the garage so they didn’t see the condition worsen, but those trees added to the damage, as well. The trees were removed by the roots, so they shouldn’t return. D. Day said, as it pertains to the demotion, the Commission would need to find at least one condition that exists, and 7.7.5.4. A. or B would appear to apply; the Commissioners agreed. D. Moore said the request is in two parts; the demolition of the current garage and part two is the construction of a new, vinyl-sided garage. E. Wilson said before the garage got hit by the tree it was in good condition, approximately 100 years old. Once the garage had tree damage, additional issues occurred. Perhaps if the residents were proactive when the garage was first damaged, the garage would be in good condition today. M. Dejon agreed. D. Day said it comes down to a good code enforcement program to be sure that residents take good care of their homes. He suggested that notices be sent to residents where issues are noticeable.  Historic Preservation Commission 06/26/2023 Page 2 of 2 Motion to approve demolition and new construction at 122 Newell Street by E. Wilson , second by M. Dejon. Ayes: M. Dejon, E. Wilson and Donovan Day. Nays: none. Absentee: T. Ellinghausen. Abstentions: none. Motion carried. REPORTS AND DISCUSSION a. Questions on siding replacement D. Moore said Ms. Cuevas owns the house at 202 W. South Street, which she plans to re-side. He added that he is looking for some guidelines from commissioners on how best to review applications for siding replacement in the historic district going forward. D. Moore said it is believed that the siding is original to this home. He shared photos that included signs of rot. The new owner is looking for guidelines on how to prevent additional damage. She said there is some chipping, cupping and rot on all four sides of the house. She opined the repair is beyond a simple paint job; it requires some type of restoration. Ms. Cuevas shared additional information about the home’s current condition. Ms. Cuevas said she has done extensive research on the situation. She mentioned using Hardie board, which is her choice, and she shared the reasons why. In response to a question from D. Day, Ms. Cuevas said she’d keep some of the trim; however, the trim around the windows would be replaced with Hardie trim. The shake siding would be different according to the options available. There was some discussion about Hardie siding and the available sizes. It is believed that the current siding is in 2-2 ½ inch slats. The new siding only comes in 4-5” boards. In addition, the scalloped shingles are broken / split and would have to be removed. Ms. Cuevas has not been able to locate a replacement for the scalloped shingles. Commissioners suggested siding is added to the review and approval process so that homes in the historic district do not use vinyl siding. Further discussion ensued. D. Day said he appreciates the resident’s time and efforts. E. Wilson thanked her for restoring the windows. D. Moore thanked Commissioners for the discussion and the feedback.
