HISTORIC PRESERVATION COMMISSION MEETING MINUTES June 24, 2024 City Council Chambers 1. CALL TO ORDER / ROLL CALL: A Meeting of the Historic Preservation Commission of the City of Woodstock was called to order by Chairman Donovan Day at 7:05 PM on Monday, June 24, 2024 in Council Chambers at Woodstock City Hall. COMMISSION MEMBERS PRESENT: Marilyn Cuevas, Jose Rey, and Chairman Donovan Day. COMMISSION MEMBERS ABSENT: Tom Ellinghausen and Erica Wilson. STAFF PRESENT: City Planner Darrell Moore and Commission Clerk Melissa Bauer. 2. ACCEPTANCE OF MINUTES: a. May 20, 2024 There was a motion made by J. Rey to approve the May 20th meeting minutes as presented. J. Rey withdrew his motion to approve the May 20th meeting minutes when a question came up concerning the use of cultured stone within the proposed senior housing at Union Place. There was a consensus to place this item on the next agenda when the absent commission members could be present to review. 3. PUBLIC COMMENT: There were no public comments. 4. OLD BUSINESS: There was no old business. 5. NEW BUSINESS: a. 223 S Tryon Street/226 W South Street—Certificate of Appropriateness for a deck Tina McDonald, 226 W. South Street, was present as owner and applicant. Ms. McDonald reviewed her petition summarizing that the current proposal is to remove the dilapidated stairs on the east side of the residence and replace them with a 10-foot x 10-foot deck with an adjoining stairway on the south portion of the deck. The deck floor is proposed to be the color Caribbean Coral to match the shake in the peaks of the home and the railing is proposed to be a 36-inch black-painted aluminum. Ms. McDonald further advised that they had considered leaving the underside of the deck open, but that they are now considering a lattice around the bottom of the deck. Discussions ensued and it was noted that the window at the top of the proposed stairs may be required to be a tempered glass material and that the owner should check with the building inspector.  Historic Preservation Commission 6/24/24 Page 2 of 2 Commissioner Cuevas inquired about the front porch and the missing handrail. Ms. McDonald advised that she was going to petition the Historic Preservation Commission at an upcoming meeting to repair and update the front deck with the same style of wood decking and rail spindles. There was a motion made to approve the Certificate of Appropriateness for a deck at 223 South Tryon Street/226 West South Street, as presented to the Commission. MOTION: M. Cuevas. SECOND: J. Rey. AYES: M. Cuevas, J. Rey and Chairman D. Day. NAYS: None. Motion carried. 6. REPORTS AND DISCUSSION: a. 310 Washington Street (Dairy Queen) potential landmarking Planner D. Moore stated that the owner is looking into this process and noted that this is not a typical landmark building, and the owner is gathering more information to present to the Commission at a later date. 7. FUTURE AGENDA ITEMS: a. 310 Washington Street (Dairy Queen) potential landmarking There was no further discussion at this time. 8.
