MEETING MINUTES
May 19, 2025
City Hall Basement Conference Room
1. CALL TO ORDER / ROLL CALL:
A Meeting of the Historic Preservation Commission of the City of Woodstock was called to order
by Chairwoman Lou Ness at 7:00 p.m. on Monday May 19, 2025, in the City Hall Basement
Conference Room at Woodstock City Hall.
COMMISSION MEMBERS PRESENT: Marilyn Cuevas, Tom Ellinghausen, Erica Wilson and
Chairwoman Lou Ness.
COMMISSION MEMBERS ABSENT: Jose Rey.
STAFF PRESENT: Building and Zoning Director Joe Napolitano and Commission Clerk Melissa
Bauer.
2. ACCEPTANCE OF MINUTES:
a. April 21, 2025
There was a motion made to approve the April 21, 2025 meeting minutes, as presented.
MOTION: E. Wilson.
SECOND: T. Ellinghausen.
All present voted Aye.
Motion carried.
3. PUBLIC COMMENT: There were no public comments.
4. OLD BUSINESS: There was no old business.
5. NEW BUSINESS: There was no new business.
6. REPORTS AND DISCUSSION:
a. Status Report for HPC Projects
Director Napolitano handed out and reviewed the status report of current and past HPC projects.
He advised that the Hutchins Street home remodel is still not complete, and the owner has been
cited and fined $500. The City is going to cite the owner a second time and ask the courts for
daily fines until the project is completed.
Director Napolitano advised that the windows on Cass Street have been corrected and completed.
Commissioner Wilson inquired about the status of the front doors on City Hall, as the ones that
have been installed do not look like what was approved in a prior HPC meeting. Director
Napolitano advised that he would research the issue and get an update to the HPC.

Commissioner Ellinghausen inquired if the windows were being replaced at BratHaus as the
windows are boarded over. Director Napolitano advised that the City Council has approved the
lease agreement with BratHaus, but no permission has been given to change out the windows. He
will follow up with BratHaus and advise that no window replacements can be completed without
first coming before the HPC for a Certificate of Appropriateness.
Chairwoman Ness advised that she has a meeting scheduled with the Woodstock Library to
begin work on the Historical Scavenger Hunt.
b. Number of Commission Members
Chairwoman Ness advised she has spoken with the Mayor and he is supportive of additional
HPC members. Further, Chairwoman Ness advised that she does have a student that is interested
in serving. She will research further the process for expanding the HPC and report back to the
Commission.
c. Historic District Boundaries
Chairwoman Ness suggested the Commission take a field trip during the next meeting to drive
around the City and visit the Historic District boundaries and homes in the area.
7. FUTURE AGENDA ITEMS:
Possible future agenda items include BratHaus renovations and education/training for the City
Council.
8. ADJOURNMENT:
There was a motion made to adjourn the meeting at 7:59 p.m.

All present voted Aye.
Motion carried.
