1 February 10, 2025 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom Audio platform, on Monday, February 10, 2025 and was called to order at 7:00pm with Honorable Mayor Robert A. DeSana presiding. The meeting began with the Pledge of Allegiance followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Kaylyn Crayne, Rosemary Shuryan, Kelly Stec ABSENT: Councilperson Todd Hanna Also Present: Theodore Galeski, City Assessor; Todd Browning, City Treasurer; William R. Look, City Attorney; Jesus Plasencia, City Engineer; and Lawrence Stec, City Clerk PRESENTATION OF PETITIONS PUBLIC HEARING UNFINISHED BUSINESS CALL TO THE PUBLIC CONSENT AGENDA 2025-28 MINUTES By Councilperson Alderman, supported by Councilperson Crayne RESOLVED that the minutes of the meeting held under the date of January 27, 2025, be approved as recorded without objection. Motion unanimously carried. 2025-29 SPECIAL EVENT APPLICATION: PRIDE 2025 By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the Council approves the below special events application and use of city property: Dates: June 20th and 21st 2025 Times: 12 pm to 11 pm daily City property to be used: Parking Lot #1 and a portion of the grassy area by the waterfront Dates for setup: June 19th at 8 am Date for lot to reopen: June 22nd at 12 am Food and alcohol will be served. The Wyandotte Fire Department will inspect all food trucks/vendors and tents on site. City services requested: fencing, barricades, dumpsters, trash cans, electric hook-up, and Police Security. Cost for the use of city property: $2,500 - Use of Parking Lot #1 with the sale of alcohol $300 - (2 days) per day for the use of city property after the first day 25% of $2,800 is due the following business day after if the council approves the event application. Amount due - $700 Any tents on city property must be weighted (no stakes are allowed to be used to anchor tents) to prevent collapse. Clean-up before/during and after the event must be done by Conz Productions. This means any glass, spills and broken items will need to be cleaned during the event. Conz Productions must add the 2 February 10, 2025 City of Wyandotte as additional insurance to their insurance policy and sign a hold harmless agreement. Any requests made after this letter is reviewed and approved will be evaluated by the Special Events Coordinator and necessary Department Heads for approval/denial. Motion unanimously carried. 2025-30 SPECIAL EVENT APPLICATION: HOLY COW CREAMERY By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the Council concurs with the recommendation of the Special Event Coordinator to approve the use of City property for Holy Cow Creamery/Adventure 94 LLC in Wyandotte asking permission to use the city property behind their current parking lot at 939 Ford Avenue to have car shows throughout the spring and summer months. •Holy Cow Creamery/Adventure 94 LLC •Mondays only from April to August 2025 5-8 pm •Vehicles in the car show may park on the city property grass area of Electric and extend south of the Holy Cow Creamery. After consulting with our City Engineer and reviewing historical images of the city property used for the car shows/business since 2022, it’s evident that the area has experienced significant wear. In some spots, the grass is completely gone, the ground is compacted, and repairs are needed. The information below is required for the approval of the 2025 use of city property: •The area that is disturbed - 316 SYD must be regraded, seeded and a mulch blanket placed in late September/October •A $1,000 check to be given to the Special Events Office to be deposited and will be given back to Holy Cow Creamery after the area is completed and passes inspection by the City Engineer. •If this is not completed, then other forces will restore the area, and Holy Cow Creamery/Adventure 94 LLC will be billed accordingly. This event has been reviewed and approved by the Department of Public Service, Department of Recreation, Police Department, and Fire Department with the recommendations above and they sign a hold harmless agreement created by the Legal Department and add the city of Wyandotte to their insurance policy. Motion unanimously carried. NEW BUSINESS 2025-31 GENERAL INCREASE: WMS GENERAL MANAGER By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the Council concur with the recommendation of the Wyandotte Municipal Services Commission and approve the general increase for the General Manager effective 2/10/2025. Motion unanimously carried. 2025-32 BID #4800 EXTENSION: 2025 HOT MIX ASPHALT RESURFACING PROGRAM By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the City Council concurs with the recommendation of the City Engineer and approves the contract extension for Bid File #4800 with Al's Asphalt Paving Co. for the 2025 HMA Resurfacing Program, in the amount of $4,520,625, $4,532,226.45 paid from the following accounts: Major Street Fund (202-440-825-460), the Local Street Fund (203-440-825-460), the TIFA Resurfacing Fund (492-200-825- 460), and the TIFA Parking Lots Fund (492-200-850-543). Motion unanimously carried. ** Certified Resolution 2025-79 - Correction to the resolution from the 03/24/2025 City Council Meeting 2025-33 BID #4879 AWARD: 2025 RAT CONTROL PROGRAM By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the City Council concurs with the recommendation of the City Engineer and awards Bid File #4879 2025 Rat Control Program to US Troops Pest Control of Trenton, Michigan, in the amount of $67,500, paid from account 590 Motion unanimously carried 2025-34 SAD #951: PAVING ALLEY – OAK TO CHESTNUT, 2ND – 1ST By Councilperson Alderman, supported by Councilperson Crayne BE IT RESOLVED that the costs for Special Assessment District #951 as reported by the City Engineer are hereby received and placed on file; AND BE IT FURTHER RESOLVED, that the Finance Department is directed to prepare an assessment roll pursuant to the City Charter requirements. The amount thereof may be divided into not more than five (5) installments, one of which shall be collected each year, at such times as the council shall determine, with annual interest at a rate not exceeding six (6) per cent per annum, but the whole assessment after confirmation may be paid to the city treasurer at any time in full, with the accrued interest thereon, provided that no interest shall be charged until thirty (30) days after confirmation. Said roll to be referred back to City Council; AND BE IT RESOLVED that each assessment levied against real property will be due in full upon any transfer in any matter of property. Motion unanimously carried 2025-35 BILLS & ACCOUNTS By Councilperson Alderman, supported by Councilperson Crayne RESOLVED that the total bills and accounts of $2,143,030.98 as presented by the Mayor and City Clerk are hereby approved for payment. Motion unanimously carried.
