1„ 1 Public Art —Fire Station # 4 Artist Selection Panel CITY OF WYLIE Minutes Special Meeting July 15, 2021— 6: 00 p. m. Wylie Municipal Complex —Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER the presence ofa Quorum. The meeting was called to order by PAAB Secretary Ehrlich. The following members were present: Captain Andrew Johnson, Margaret Illingworth, Shawn Denny, Karen Nitz, and Michael Schwerin. Kylie Reising, and Mindy Manson. PAAB Coordinator Carole Ehrlich was also in attendance. I CITIZENS COMMENTS ON NON -AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non - agenda form prior to the meeting in order to speak The Board requests that comments be limited to three ( 3) minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the panel. DISCUSSION/ PRESENTATIONS All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. Presentations PAC Ehrlich introduced artist Matthew Duffy. Mr. Duffy addressed the panel showing them his model for the final art project. His maquette consisted of panels that represented a lotus plant. He described the design as one of not only remembrance but of peace similar to the lotus. The design was a semicircular design with metal and many glass embellishments that could be printed on to depict photos or names of fallen firefighters in the 911 event. He stated that the glass was very Minutes July 15, 2021 Public Arts Advisory Board Page 1 thick and strong. There was also lighting from within for any chosen color. The individual panel members asked questions regarding the design. PAC Ehrlich introduced artist Terrance Martin. Martin addressed the panel showing them his ' model which consisted of two towers replicating the Twin Towers. The Towers were constructed of aluminum which he explained was lighter and could withstand winds and other elements. He stated that on the two towers would be the names of the 343 firefighters who lost their lives during the event and after in the rescue efforts. He showed a side view of one of the towers which had a large 343 engraved on the tower. Also on another side was the etching of a firefighter on his knees. He explained that both towers have small openings that would allow visitors to view pieces of the actual tower ruins. The towers would each have a small bridge of metal which would go over a pond encompassing the towers. This he stated was a reflection pond that would show the reflection of the towers. Outside the pond was a large circular concrete area where benches could be placed and visitors could stand. He stated that he was in hopes of having assistance from the City for the circular concrete area outside the pond. He showed a budget that reflected the call for artists. Panel members asked questions regarding his proposal. PAC Ehrlich introduced the final semi- final artist, James Dint. Mr. Dint was proposing two beacons each with cris- cross metal strips and names of those fallen firefighters. A circular wall surrounding the beacons and a pond directly in front of each beacon. He suggested a tree within the art structure and was suggesting decomposed granite as the filler within the circular wall. He estimated the wall to be thirty two feet in circumference. He noted that the pond was not in his budget and would have to be provided by the City. Panel members asked questions regarding the ' proposal. Once the presentations were completed the panel discussed each artist. Some of the qualities of each included the creativity of each artist and the work put into their presentations. The Dinh proposal was peaceful and flowed well. Some of the concerns regarding the presentations was the decomposed granite in artist Dinh' s proposal and the erosion issues. Also of concern was the funding for the ponds not being part of the artist budget. The glass pieces in artist Duffy' s proposal and the possibility of hail damaging them was also a concern. Also the abstract design in both Duffy and Dinh' s designs. Several members liked the direct feel of artist Martin' s proposal. They also liked the area for a piece of the towers to be housed. They were concerned with the artist wanting the City to fund the circular area of concrete outside the pond. The panel members asked if he would be willing to include the concrete area in artist Martin' s proposal. PAC Ehrlich explained that the motion could be made to be contingent upon the concrete area being covered in artist Martin' s budget. REGULAR AGENDA Consider and act upon a recommendation to the Public Arts Advisory Board for the , selection of the semi- final artists to be considered for Fire Station #4 Art Project. (C. Ehrlich, Public Art Coordinator) Minutes July 15, 2021 Public Arts Advisory Board Page 2 Panel Discussion The panel discussed at length the top three artists for their creativity, materials used and other aspects of their submissions, including their vision for "NEVER FORGET" which is the theme for the fire station project. They leaned toward artist Terrance Martin' s proposal. Panel Action A motion was made by panel member Michael Schwerin, seconded by panel member Mindy Manson to recommend Terrance Martin as the fmal artist for the Fire Station # 4 Public Art Project to the Public Art Advisory Board; contingent on Mr. Martin including the circular concrete area outside the towers and pond as part of his budget. A vote was taken and the motion carried 7- 0. 2. Consider and act upon, the Fire Station # 4 Selection Panel Minutes from May 20, 2021. ( C. Ehrlich, Public Art Coordinator) Panel Action A motion was made by panel member Mindy Manson, seconded by panel member Kylie Reising to approve the minutes of May 20, 2021 as presented. A vote was taken and the motion passed 7- 0. ADJOURNMENT Panel Action A motion was made by panel member Michael Schwerin, seconded by panel member Andrew Johnson to adjourn the meeting at 8: 35 p.m. A vote was taken and the motion carried 7- 0.
