The July 4th Parade included a more comprehensive EOC operation here at the Boro Hall
Council Chamber to monitor and keep things safe. Chief Phillips of the Police Department
developed and reviewed the in-depth operations plan for this event. Lt Bauer was the

commander in the EOC on the day of the parade. EOC functions and checklists were
provided for and handled by emergency staff personnel present. There were no serious
events during the parade. The personnel assigned to the EOC and in the field worked well
together. An after-action meeting was held to review things that went well and discuss how
some things could be altered for improvement. Overall, job well done by staff present.
As previously reported, the emergency callback system Code Red Crisis 24 is in service.

We are currently finishing negotiations and adjusting the updated agreement for 2026-27
and 2027-28. Signing or resigning for connection to the system is still encouraged and is
advertised for citizens in the Wyomissing and West Side Regional area with instructions on
how to accomplish the sign up. Two locations with sign-up instructions include the
Borough website and the July issue of the locally published Stroll Magazine article with
Code Red sign-up procedures.

A RESOLUTION OF THE COUNCIL OF THE BOROUGH OF WYOMISSING, BERKS
COUNTY, PENNSYLVANIA APPROVING THE DISPOSITION OF CERTAIN
RECORDS
WHEREAS, pursuant to Act 428 of 1968 the Local Government Records Committee
issued the Municipal Records Manual establishing the schedule and procedures for the retention
and disposition of municipal records; and
WHEREAS, by virtue of the, Resolution Number 2019-12, adopted on August 13, 2019,

Council for the Borough of Wyomissing declared and reaffirmed its intent to follow the
schedules and procedures for the retention and disposition of records as set forth in the
Municipal Records Manual approved on December 16, 2008 as amended and most recently
revised and approved by said committee on March 28, 2019; and

be approved by resolution of the governing body of the municipality; and

Safety Concern and Background
In response to a technical assistance request from Wyomissing Borough, LTAP met with John
Phillips, Police Chief, on September 23, 2025, to examine intersections along Lawndale Road as well
as the intersection of Mayfair Road and Wingert Road. The Borough wants to ensure that the
appropriate intersection traffic controls are being used.
Figure 1 shows an aerial view of the study intersections with the existing intersection traffic control.
The study intersections were assessed through walking, driving, and reviewing site conditions.

Field Observations

Lawndale Road is a two-lane, two-way Borough road with no longitudinal pavement markings, and
sidewalks exist on both sides of the road. Other pavement markings on Lawndale Road include
Type A – Parallel crosswalk markings at all intersections except Edgedale Road and Vista Road as
well as a westbound SLOW pavement marking between Wingert Road and Vista Road. The roadway
width is approximately 24 feet from curb to curb. The roadway length per PennDOT’s Type 5B
Map is 0.28 mile (1,478 feet). Per traffic data collected by the Borough, Lawndale Road has an
average daily traffic (ADT) of 2,186 vehicles per day (vpd) in both directions. The posted speed limit
is 25 MPH, and traffic data collected by the Borough shows an average 85th percentile speed of 25
MPH in both directions.

Lawndale Road is uncontrolled through the intersections except at Woodland Road and Daleview
Road. Traffic observed during the field visit included pedestrians on the sidewalks and a school bus
as seen in Figure 2, and land use is primarily residential with Wyomissing Hills Elementary Center
near the intersection with Woodland Road. Although bicyclists were not observed, sharrows were
present as seen in Figure 3. On-street parking was observed, but parking restrictions exist on the
south side of the road and on both sides between Woodland Road and Edgedale Road.

Crash Data
LTAP obtained crash data for a five-year period from January 1, 2020, through December 31, 2024,
from PennDOT’s online Pennsylvania Crash Information Tool (PCIT). According to PCIT, there
were three (3) crashes along Lawndale Road: head-on (property damage only) at the intersection
with Woodland Road, rear-end (injury) near the intersection with Edgedale Road, and hit fixed
object (injury) at the intersection with Vista Road. There were no crashes at the Wingert Road and
Mayfair Road intersection. In addition to the reportable crashes from PCIT, the Borough Police
Department provided nonreportable crash data, which showed four (4) additional crashes: Edgedale
Road, two (2) at Daleview Road, and Vista Road. One (1) crash was a rear-end (Daleview Road), and
the rest of them involved hitting a parked vehicle.

Intersection Traffic Control
An engineering and traffic study is required per Pennsylvania’s Vehicle Code, Title 75, Section 6109
to establish traffic restrictions including stop-controlled intersections. Per Section 6109(e), the study
R
must follow PennDOT’s regulations, which are contained in the Pennsylvania Code, Title 67,
Chapter 212. Title 67, Chapter 212 is also known as PennDOT’s Official Traffic Control Devices,
Publication 212 (Pub. 212). In addition to PennDOT’s regulations, the Federal Highway
Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) has criteria on selecting
the appropriate intersection traffic control. From the MUTCD, Section 2B.06, when selecting a
form of intersection control, the following factors should be considered:
A. Motor vehicle, bicycle, and pedestrian traffic volumes on all approaches; where the term
units/day or units/hour is indicated, it should be the total of motor vehicle, bicycle, and
pedestrian volume;
B. Driver yielding behavior with regard to all modes of conflicting traffic, including bicyclists
and pedestrians;
C. Number and angle of approaches;
D. Approach speeds;

E. Sight distance available on each approach;
F. Reported crash experience; and
G. The presence of a grade crossing near the intersection.
Woodland Road
This intersection is currently an all-way stop. Therefore, the all-way stop warrants from the
MUTCD, Section 2B.12 were assessed:
A. All-way stop control may be installed at an intersection where an engineering study indicates
that for a three-leg intersection, there are four (4) or more reported crashes in a 12-month
period or five (5) or more reported crashes in a 36-month period that were of a type
susceptible to correction by the installation of all-way stop control. PennDOT’s Pub. 212
T
supplements this by stating that the five (5) or more reported crashes in a 12-month period
may include both reportable crashes and nonreportable crashes that are documented in the
police files that occurred during a 12-month period during the most recent three (3) years of
available crash data.
Not met. Per crash data from PCIT and the Borough Police Department, there was

one (1) head-on crash at this intersection.
B. All-way stop control may be installed at an intersection where an engineering study indicates
that sight distance on the minor road approaches controlled by a Stop Sign (R1-1) is not
adequate for a vehicle to turn onto or cross the major (uncontrolled) road. PennDOT’s Pub.
212 supplements this by stating that multi-way stop applications may not be used because of
limited available corner sight distance unless there is no practical method of improving the
sight distance or reducing the speed limit to satisfy the minimum corner sight distance
values.
Likely not met. Although sight distance was not measured for this intersection since
it is currently an all-way stop, any sight distance obstructions, such as vegetation and

cars, would be correctable.
C. All-way stop control may be installed at locations where all-way stop control is an interim
measure that can be installed to control traffic while arrangements are being made for the
installation of a traffic control signal (see Chapter 4C) at the intersection or for the
installation of yield control at a circular intersection.
Not met.
D. All-way stop control may be installed at an intersection where an engineering study indicates:
a. The combined motor vehicle, bicycle, and pedestrian volume entering the
intersection from the major street approaches is at least 300 units per hour for each
of any eight (8) hours of a typical day; and
b. The combined motor vehicle, bicycle, and pedestrian volume entering the
intersection from the minor street approaches is at least 200 units per hour for each
of any of the same eight (8) hours.
c. If the 85th percentile approach speed of the major street traffic exceeds 40 MPH, the
minimum vehicular volume warrants may be reduced to 70 percent of the values
given in Items A and B in Paragraph 1 of this Section.

Not met. The ADT for Lawndale Road is 2,186 vpd, and the ADT for Woodland
Road per PennDOT’s Traffic Information Repository (TIRe) is 2,082 vpd. Peak
hours for Lawndale Road fall below 300 vph.
E. All-way stop control may be installed at an intersection where an engineering study indicates
that all-way stop control is needed due to other factors not addressed in the other all-way
stop control warrants. Such other factors may include, but are not limited to, the following:
a. The need to control left turn conflicts,
b. An intersection of two residential neighborhood collector (through) streets of similar
design and operating characteristics where all-way stop control would improve traffic
operational characteristics of the intersection, or
c. Where pedestrian and/or bicyclist movements support the installation of all-way
stop control.

Met. Both Lawndale Road and Woodland Road are residential through streets that
are similar in design and operating characteristics. This intersection is also part of
the school walking route for the elementary school on Woodland Road.
From the warrant assessment, the all-way stop is justified for this intersection.
Edgedale Road
AF
Edgedale Road is currently stop-controlled at the intersection in the southbound direction only.
Because this intersection is part of the elementary school walking route, the all-way stop warrants
from the MUTCD, Section 2B.12 were assessed:
A. All-way stop control may be installed at an intersection where an engineering study indicates
that for a four-leg intersection, there are five (5) or more reported crashes in a 12-month
period or six (6) or more reported crashes in a 36-month period that were of a type
susceptible to correction by the installation of all-way stop control. PennDOT’s Pub. 212
DR
supplements this by stating that the five (5) or more reported crashes in a 12-month period
may include both reportable crashes and nonreportable crashes that are documented in the
police files that occurred during a 12-month period during the most recent three (3) years of
available crash data.
Not met. Per PCIT and Borough Police, there was one (1) rear-end crash near the
intersection.
B. All-way stop control may be installed at an intersection where an engineering study indicates
that sight distance on the minor road approaches controlled by a Stop Sign (R1-1) is not
adequate for a vehicle to turn onto or cross the major (uncontrolled) road. PennDOT’s Pub.
212 supplements this by stating that multi-way stop applications may not be used because of

Not met. Although sight distance looking to the left (westbound approach) is
restricted due to a parked vehicle and a tree as seen in Figure 4, the sight distance is
correctable by restricting parking and removing the tree.

both directions. Because this intersection is part of the elementary school walking route, the all-way
stop warrants from the MUTCD, Section 2B.12 were assessed:
A. All-way stop control may be installed at an intersection where an engineering study indicates

that for a four-leg intersection, there are five (5) or more reported crashes in a 12-month
period or six (6) or more reported crashes in a 36-month period that were of a type
susceptible to correction by the installation of all-way stop control. PennDOT’s Pub. 212
supplements this by stating that the five (5) or more reported crashes in a 12-month period
may include both reportable crashes and nonreportable crashes that are documented in the

adequate for a vehicle to turn onto or cross the major (uncontrolled) road. PennDOT’s Pub.
212 supplements this by stating that multi-way stop applications may not be used because of
limited available corner sight distance unless there is no practical method of improving the
sight distance or reducing the speed limit to satisfy the minimum corner sight distance

measure that can be installed to control traffic while arrangements are being made for the
installation of a traffic control signal (see Chapter 4C) at the intersection or for the
installation of yield control at a circular intersection.

a. The combined motor vehicle, bicycle, and pedestrian volume entering the
intersection from the major street approaches is at least 300 units per hour for each

control for this intersection as well. Wingert Road is currently stop-controlled at the intersection in
both directions. All other intersections on Mayfair Road have an all-way stop, so the all-way stop
warrants from the MUTCD, Section 2B.12 were assessed:
A. All-way stop control may be installed at an intersection where an engineering study indicates
that for a four-leg intersection, there are five (5) or more reported crashes in a 12-month
period or six (6) or more reported crashes in a 36-month period that were of a type
susceptible to correction by the installation of all-way stop control.. PennDOT’s Pub. 212
supplements this by stating that the five (5) or more reported crashes in a 12-month period

Not met. Wingert Road is more of a residential collector road when compared to
Mayfair Road as it connects to other through streets such as Valley Road, Lawndale
Road, and even State Hill Road (SR 3023). Mayfair Road is only 0.1 mile (528 feet)
long while Wingert Road is 0.49 mile (2,587 feet) per PennDOT’s Type 5B Map.
From the warrant assessment, the all-way stop is not justified for this intersection. Two-way stop
control should be implemented in both directions on Mayfair Road rather than Wingert Road. This
would apply to the other intersections along Mayfair Road as well (Vista Road and Valley Road)
where Mayfair Road should be the only stop-controlled approach. However, if any of these
intersections (potentially Valley Road) are part of the school walking route, then an all-way stop can
be justified similar to the Edgedale Road and Daleview Road intersections with Lawndale Road to
D
help mitigate pedestrian (vulnerable road users) and vehicle conflicts.
Note that per the MUTCD, Section 2B.06, Stop Signs (R1-1) shall not be used for speed control. If
speed is the primary concern, the Borough should verify the concern through data collection and
R
then conduct a traffic calming study to determine if traffic calming devices such as speed humps are
appropriate rather than implementing all-way stops. More specifically along Valley Road by the
school and playground, there are various crosswalks (including uncontrolled) on Valley Road that
should be reassessed for additional crosswalk countermeasures if there are children crossing. If
students are using the Valley Road and Mayfair Road intersection as part of the school walking
route, the Borough should also consider high-visibility crosswalks with appropriate curb ramps in
addition to the all-way stop.
Next Steps
Based on a field view of the study intersections, a review of the traffic and crash data, and a review
of the applicable standards/guidelines, next steps for the Borough to consider include:

• Implement an all-way stop – Woodland Road, Edgedale Road, and Daleview Road should
be an all-way stop based on the warrant assessment.
o Per PennDOT’s Handbook of Approved Signs, Publication 236 (Pub. 236), the Stop
Signs (R1-1) should all be supplemented with All Way Plaques (R1-3P).
o Per PennDOT’s Traffic Control-Pavement Markings and Signing Standards, Publication 111
(Pub. 111), the sign assemblies should be seven (7) feet high from the ground to the
bottom of the last sign.
o Per PennDOT’s Traffic Engineering Manual, Publication 46 (Pub. 46), the new Stop
Signs (R1-1) should be supplemented with a red flasher for a minimum of 30 days.
The red flashers should be removed after 30 days. If the Borough thinks the flashers

are justified on a permanent basis, a permit from PennDOT is required. Temporary
Stop Ahead Signs (W3-1) may also be installed on the previously uncontrolled
approaches for 30 days.
Maintain the two-way stop control – Valley Road, Wingert Road, and Vista Road should
remain stop-controlled on both approaches to Lawndale Road.

o Ensure all sign assemblies are seven (7) feet high from the ground to the bottom of
the last sign.
Reverse the two-way stop control – at the Mayfair Road and Wingert Road intersection, the
stop control should be reversed with Mayfair Road stop-controlled in both approaches to
Wingert Road. PennDOT’s Pub. 46 has a process for reversing the stop control:
o Create an all-way stop situation for a period of 30 days. During this 30-day period,
Stop Ahead Signs (W3-1) should be erected on the previously uncontrolled
approaches (Mayfair Road), and an All Way Plaque (R1-3P) should be added below

each Stop Sign (R1-1). A Type B flashing light with a red lens may also be placed
above the new Stop Signs (R1-1).
o After the 30-day period, on the approaches which originally had the Stop Signs (R1-
1), remove all stop-related signs and any stop lines (Wingert Road). On the other two
approaches (Mayfair Road), replace the All Way Plaques (R1-3P) with Cross Traffic
Does Not Stop Plaques (W4-4P).
o At least 60 days after the removal of the original Stop Signs (R1-1), remove the Cross
Traffic Does Not Stop Plaques (W4-4P), the flashing lights, and if not warranted, the
Stop Ahead Signs (W3-1).
Convert the all-way stop control to stop control on the stem of the T-intersection – at the
Vista Road and Valley Road intersections with Mayfair Road, which are currently all-way
stop-controlled, convert them to a typical T-intersection stop control on Mayfair Road
(assuming these are not part of the school walking route). PennDOT’s Pub. 46 has a process
for this conversion:

o Remove any stop-related signs and stop lines on the approaches which originally had
the Stop Signs (R1-1). On the Mayfair Road approaches, replace any existing

Signs (R1-1).
o At least 60 days after the removal of the Stop Signs (R1-1), remove the Stop Sign
Removed From Side Street Signs (R1-4-1) and the flashing lights.
• Improve sight distance – Remove sight distance obstructions by trimming vegetation,
removing trees, and restricting parking as necessary to meet minimum sight distance
requirements at all intersections.

Lawndale Sight Distance Improvement Study

On December 22, 2025, PennDOT issued an LTAP Technical Assistance Report based on field
observations to improve traffic conditions along Lawndale Road in Wyomissing Borough. Our office has
reviewed the recommendation that PennDOT had provided and offered a summary of the proposed
improvements on June 12, 2026. A site inspection of each of the intersections present in the LTAP report
along Lawndale Road was performed on July 16, 2026. This inspection served to identify opportunities
for improvement to sight lines outside of what was offered in the initial PennDOT LTAP Report.
Intersections were evaluated at existing and proposed stop sign locations as recommended in the
PennDOT LTAP Report for sight triangle obstructions. Per Wyomissing Borough Subdivision and Land
Development Ordinance, sight triangles at intersections of roads that are posted at 25 miles per hour shall
be a minimum of 150 feet where removal of obstructions proves to be prohibitively costly. In the interest
D
of ecological conservation and to avoid excessive cost, mature trees were not considered viable candidates
for removal as a part of this evaluation.
R Sight lines of the evaluated filter streets (i.e. side streets) to Lawndale Road were observed to be
generally free of obstructing vegetation with the exception of a small number of mature trees that obscure
portions of the sight triangle for the southbound lanes of travel at most of the Lawndale intersections that
were evaluated. These intersections are identified in the table below.
On-street parking was observed to be the main contributor to diminished sight lines at
intersections as parked cars block the view of oncoming traffic on both Lawndale Road and its filter
streets. The eastbound lane of Lawndale Road has existing ‘NO PARKING’ signs installed mounted to
overhead electric power poles along the entire length of the road that prohibit parking on one side of the
road. Signs that prohibit parking, per PennDOT design standards, should be placed at minimum 250-foot
intervals. No cars were observed to be parked in the eastbound lane of travel along Lawndale Road during
the site inspection , however if illegal parking becomes an issue additional signage may be needed.

It is recommended that at every applicable intersection (as shown in the attached exhibits) a 20
foot long section of yellow curbing as well as ‘NO PARKING’ signs are installed in the westbound travel
lane before all intersection with filter streets. This will allow for the full sight distance to be realized for
vehicles attempting to turn onto Lawndale Road. For 4-way stop intersections it is recommended that in
addition to the 20 foot long section of no parking zone that filter streets have a 15 foot long buffer from
the intersection of ‘no parking’ adjacent to the lane with the stop sign. This will ensure proper sight
distance requirements are met by vehicles turning onto filter streets from Lawndale Road.

During the site inspection it was also noted that multiple vehicles were driving substantially faster than
the posted speed limit of 25 miles per hour as indicated by the installed pole mounted speed monitoring
devices. Traffic/Speed control devices per the Pennsylvania Traffic Calming Handbook (Pub. 383) may
be warranted to reduce speed related incidents from occurring.

Update on New Radios:

Our Current Radios are on the list of radios that we can purchase. We "could"
keep the current ones for a few more years and hope they do not break and
need repair, however, we will not be able to get the offered "discounted" price
at that time. (STILL WAITING FOR THE EXACT PRICES)

Volunteer Lieutenant Appointed:
Dan Macrina was appointed Lieutenant. He will report directly to the Chief

and his responsibilities include volunteer recruitment and retention, volunteer
orientation and initial training. He is the POC for people who inquire about
volunteering in the Borough.
Fire Station Renovations: Current plan from 2024 is insufficient. A new plan
needs to be formulated.
Fire Apparatus Committee: Currently working on a spec for a tractor drawn
aerial. This is the only platform that will allow enough compartment space to
achieve desired ground ladder compliment, maneuverability and
performance for the future. (Thinking about where we will be in 10-15 years)

10-year Plan: Have begun working on a 2-5-1 O year plan for the department.

Berks Chief Officer Group:

Met on July 13th with Chiefs from City of Reading, Muhlenberg, Cumru,
Western Berks and Discussed Chief 79's proposed Standard Operating
Guidelines for Accountability and Fireground Operations. Discussions went
AF
well and the attending Chiefs all agreed to look at adopting the policies and
guidelines. Also agreed to work on getting changes at Berks DES together.
City of Reading adding a "working fire profile" which will increase runs into the
city for L79. They in turn have agreed to provide more equipment on our box
assignments as well.
Surrounding departments all on board with changing running assignments to

ensure we all get career staffed (qualified) ynits on the road for initial box
assignments.

Next meeting taking place in August at Wyo Fire Station.
N w E 's needed for the de artment: Getting quotes to replace 5 AED's
for the department. All current ones are almost to EOL cycle and cannot get
replacement parts for repairs if needed. Will be discussing with Relief at next
meeting beginning of next month.
Zone 4 Meeting: Next meeting in August
Training:
Reading Fire Conference coming up in September. Members are signing up to
attend Advanced Rope Rescue Course.
Chief 79 will be attending LODD Planning Session at YAU FR in August.
Formal Training plan for 2027 will be completed by December 1 st • Joint
with the Wyo PD already discussed with Chief Phillips and multipletraining

trainings with them and being looked at as well.
Joint trainings with City and other surrounding Dept's also being discussed.
