Contract Amendment for Kingwood Park Playground Replacement Recommendation: Adopt a Resolution which takes the following actions: A. Approve a contract amendment increasing the previously approved contract for the Kingwood Park Playground Replacement by $10,250 bringing the total contract amount to $248,807.11  B. Authorize the City Manager to execute the necessary contract amendment and related documents subject to review and approval as to legal form by the City Attorney 4. Water Treatment Plant Aquifer Storage and Recovery Well No. 3 - Budget Adjustments Recommendation: Adopt a Resolution which takes the following actions: A. Authorize the Finance Director to reduce CIP Account No. 951320 by $1,575,345.72 and to make a supplemental appropriation and related budget transfers from the Unallocated Water CIP Fund to CIP Account No. 971320 in the amount of $650,000 B. Authorizes Amendment No. 1 to the Professional Services Agreement with Carollo Engineers for completing engineering services for the Aquifer Storage and Recovery Well No. 3 Project, reducing the authorized amount to $2,406,684.94 5. 2025 Resurfacing Project (Award Contract) Recommendation: Adopt a Resolution which takes the following actions: A. Awards the construction contract to VSS International, Inc. of West Sacramento, CA in the amount of their total bid of $1,294,211.00, authorizes the City Manager to execute the contract on behalf of the City subject to review and approval as to legal form by the City Attorney, and authorizes a project contingency of $129,421.10 (10%) B. Finds that CEQA was previously assessed for the Project, a categorical exemption (Class 1, SCH 2026040622) was adopted, approval of this contract is within the scope of the previously approved Project, and no further environmental review is required under CEQA 6. Renewal of Yuba Sutter Regional SWAT Team Memorandum of Understanding Recommendation: Adopt a Resolution authorizing the Chief of Police to execute a Memorandum of Understanding between the County of Yuba, City of Marysville, Yuba City Fire Department, Linda Fire Protection District, Bi-County Ambulance, and the City of Yuba City for the continued participation in the Yuba Sutter Regional SWAT Team 7. Public Employees' Union, Local 1/AFSCME 57 (Local 1) Memorandum of Understanding (MOU) Recommendation: Adopt a Resolution approving the Memorandum of Understanding with Public Employees' Union, Local 1/AFSCME 57 Business Items 8. 2026-2027 Community Development Block Grant Program - Annual Action Plan  Recommendation: A. Conduct a Public Hearing to receive comments on the 2026- 2027 Annual Action Plan and after consideration; B. Adopt a Resolution approving the proposed 2026 Annual Action Plan and authorize staff to submit the required documents to the Department of Housing and Urban Development (HUD) for processing; and C. Authorize the Finance Director to add budget appropriation for the grant revenue 9. Yuba City Landscape Maintenance District No. 1 - Public Hearing Recommendation: A. Conduct a Public Hearing B. Adopt a Resolution confirming and ordering the annual levy of assessments for Fiscal Year 2026-27 for the Yuba City Landscape maintenance District No. 1, pursuant to the Landscaping and Lighting Act of 1972 10. Yuba City Lighting and Landscape Maintenance District Nos. 2-4 - Public Hearing Recommendation: A. Conduct a Public Hearing B. Adopt a Resolution confirming and ordering the annual levy of assessments for Fiscal year 2026-27 for the Yuba City Lighting and Landscape Maintenance District Nos. 2, 3, and 4 11. Yuba City Lighting and Landscape Maintenance District Nos. 5-6 - Public Hearing Recommendation: A. Conduct a Public Hearing B. Adopt a Resolution Confirming and ordering the annual levy of assessments for Fiscal Year 2026-27 for the Yuba City Lighting and Landscape Maintenance District Nos. 5 and 6 pursuant to the Landscaping and Lighting Act of 1972 12. Yuba City Residential Street Light Maintenance Districts - Public Hearing Recommendation: A. Conduct a Public Hearing B. Adopt a Resolution confirming and ordering the annual levy of assessments for Fiscal Year 2026-27 within Yuba City Residential Street Light Maintenance District No. 1 (Tierra Buena) and Residential Street Light Maintenance District No. 1 (Walton Area) 13.
