The vote: AYES: Zimmerman, Shriver, Wootton NAYS: Yanda, Selby VOTE: 3- 2 MOTION CARRIED Presentations and Proclamations Thank you to Donna Yanda Ms. Kretchmar informed the audience that she has served for 10 years. It has been an honor to work with her, she has stood up for Council, City staff, and Citizens. Ms. Yanda said it' s been an honor to serve for the citizens, She has seen a lot of growth and improvements even with the challenges we have faced. Also, she wanted to thank the boards and commissions who served under her. It' s been a great experience. Building Safety Month Proclamation Mayor Selby read the proclamation to Ms. Danielle O' Neal. Ms. O' Neal explained the International Code Council is the building code that we all use. This code is there to protect residential and commercial buildings and this proclamation is here to show appreciation for the members who ensure buildings are safe. City Council Minutes — May 7, 2024 Page 2 Visitors Anyone having an item of business to present to the City Council that DOES NOT appear on the agenda, please come to the podium at this time and state your name and address. Reports of Boards, Commissions and City Officials: ( This item is reserved for announcements, recognitions, etc. and is not intended for the conduct of City business by members of the public body) - Ms. Kretchmar updated Council on the Freedom Trail Playground and Splash Pad. The City currently has a punch list and the park isn' t up to standards. There are some issues with the concrete but with the June deadline, they are working hard to get everything corrected. Council Member Wootton asked if there were any penalties. Ms. Kretchmar said it was already past the deadline and the fines will be levied. 3. Consider a motion to approve the second submission of the 2023 Route 66 Revitalization Grant, for the complete development of a park located at 24 N 4th St., Yukon, OK, in the cost of $ 2, 000, 000.00 from the grant and with City Match funds of 2, 000, 000. 00, as recommended by the Grant Writer The motion to deny a Special Use Permit ( SUP) for a short- term rental at 216 Sunrise Drive, as recommended by the Planning Commission, was made by Council Member Yanda and seconded by Council Member Zimmerman. Council Member Zimmerman has no issue with the park but said we have an $ 8M project at the sewer treatment plant and I believe this $ 2M would better serve this project. Council Member Yanda asked if Council Member Zimmerman is willing to give up the 2M grant, that is a lot of money. Council Member Zimmerman agrees it is a lot of money but so is the $ 2M we will be putting up for the park. Mayor Selby believes that this will bring business to our downtown and bring economic development, plus quality of life for our citizens. The vote: AYES: Selby, Yanda NAYS: Shriver, Wootton, Zimmerman VOTE: 2- 3 MOTION DENIED 4. Consider approving Resolution No. 2024- 06, a resolution of the City o Yukon requesting the Oklahoma Route 66 Commission to consider a destination park located at 24 N 4th St. for approval of the 2023 Route 66 Revitalization Grant and submit same funding in the amount of $2, 000, 000.00 with matching funds of 2, 000, 000. 00 This item was pulled from the agenda. 5. Consider approving the purchase of three ( 3) 2024 Police PPV Tahoe' s, as budgeted in the FY 2023- 2024 Capital Budget, using State Contract # SW0035, from Carter Chevrolet Agency, LLC, in the amount of $ 157, 743. 00 The motion to approve the purchase of three ( 3) 2024 Police PPV Tahoes, as budgeted in the FY 2023- 2024 Capital Budget, using State Contract # SW0035, from Carter Chevrolet Agency, LLC, in the 157, 743. 00, was made by Council Member Wootton and amount of $ seconded by Council Member Zimmerman. Council Member Wootton asked Chief how long and how many more will the Police Department need? Chief Corn advised the Council that it will be between 6- 8 weeks to outfit the three vehicles and informed council it will be hard to say how many more but there are five in the budget for next year. Consider a motion to approve Ordinance No. 1450, an ordinance of the City Council of the City of Yukon, Oklahoma adding Chapter 216 " Fair Housing" to the Yukon Municipal Code and adding Article I. - Fair Housing with new sections 216- 1 and 216- 11. Adopting a Fair Housing Ordinance to secure for all people equal access to housing in all neighborhoods; repealing ordinances in conflict; providing for severability; and declaring an emergency This item was pulled from the agenda. 7a. She hopes this Council moves forward in a positive manner and serves the Citizens of Yukon in a positive way. Council Member Wootton thanked Donna for her many years of service, and said we might not always agree but I' m grateful for your willingness to talk and give advice. Council Member Zimmerman was happy to be able to serve with Donna. City Council Minutes - May 7, 2024 Page 6 Council Member Shriver thanked Donna and expressed his gratitude to his family for being her for the swearing in ceremony. This is a whole new journey of supporting the community. Mayor Selby gave an upcoming events recap. She then gave the following statement: As I come to the end of my four-year term as the Mayor of Yukon, I' d like to thank the citizens for allowing me to serve them. I started during COVID and it was a very difficult year. I was able to find my voice and become a stronger person. I' ve been able to serve on ACOG, work with the Main Street beautification fund, won a keep Oklahoma Beautiful grant two years in a row, and many others. Due to that grant, we have brought economic development to our community. I' ve had a seat at the table and I' m very honored, and I will continue to serve the community. 13.
