Minutes THE TRAFFIC AND TRANSPORTATION COMMISSION THE TRAFFIC AND TRANSPORTATION COMMISSION MET IN REGULAR SESSION ON JUNE 11, 2024, AT THE CENTENNIAL BUILDING IN THE CITY COUNCIL CONFERENCE ROOM. THE MEETING WAS HELD AT 6:30 PM. ROLL CALL: James Montgomery Charlie Lee (Absent) Rick Cacini Tim Peters (Absent) Clark Wrather CITY OFFICIALS: Arnold Adams, Public Works Director Jessica Rodriquez, Public Works Item 1: Discuss and approve the minutes of the regular Traffic Commission Meeting: April 09, 2024 Motion for minutes to be approved: Motion – Rick Cacini Second – Clark Wrather The motion passed unanimously. Item 2: Visitors: - Billy Patterson; 974 Dover Mansion, Yukon Ok - Jacquelyn & Jarrod Owings; 967 Dover Mansion, Yukon Ok - Jim & Laura Powell; 958 Dover Mansion, Yukon Ok - Elijah Kosky; 10309 N.W. 45th St., Yukon Ok - Ronnie Short; 970 Dover Mansion, Yukon Ok - Ella Bacy; 979 Dover Mansion, Yukon Ok Item 3: “No Left Turn” on Linn Ln. during school (Skyview) drop off/pick up times. Motion to Approve – James Montgomery Second – Rick Cacini The motion passed unanimously. Item 4: Divider on NW 10th St. and Cornwell by car wash. Motion to Deny – James Montgomery Second – Clark Wrather The motion passed unanimously. Discussion – There is no room to delineate properly. Item 5: Traffic flow at S. Yukon Parkway & Royal Lane (Skyview Elm.) Motion to Approve – Rick Cacini Second – Clark Wrather The motion passed unanimously. Discussion – “No Left Turn” signs installed on Walsh Ln. & Royal Ln. during school hours. Item 6: Installation of large speed bumps on/near Elk Street. Motion to consult with City Engineer regarding speed bumps/humps in this neighborhood – James Montgomery Second – Rick Cacini The motion passed unanimously. Discussion – James Montgomery; there are existing speed humps off of Yukon Parkway going into the neighborhood. YPD to patrol area next few weeks to see what is going on. Item 7: Installation of STOP signs at intersection on River Mesa Drive/Dover Mansion and Oasis Court/Oasis Lane. Motion to Approve 4 Way STOP signs – Clark Wrather Second – Rick Cacini The motion passed AYES: 2, NAYES: 1 Discussion – James Montgomery; possibly look at other means to control traffic such as speed humps/traffic circle. Rick Cacini; are there speed signs posted? James Montgomery; there are  ordinance regarding speed, but should be a sign there. Visitors; where the speed trailer is placed, it does not pick up all traffic. Possibly flashing “Children at Play” signs. Item 8: Installation of STOP signs in the neighborhood of River Mesa, specifically on eastbound and westbound Dover Mansion Rd. at the intersection of River Mesa Drive. Motion to Approve STOP signs at Smoking Oaks/Dover Mansion and install three 25 mph speed limit signs – Clark Wrather Second – Rick Cacini The motion passed AYES: 2, NAYES: 1 Discussion – James Montgomery; get with City Engineer to look at other means of slowing traffic. Item 9: Discuss Traffic Concerns. - Rick Cacini; Rt. 66 & Cornwell; East bound – turn lane, West/North/South has no dedicated turn lane.
